  • As the deregulation and the introduction of competition, the methodology of counting access charge for interconnection among carriers is becoming more important. The network costing is the basis for deciding the access charge, but that can be varied by the models and criteria used in the network costing. This study attempts to analyze the network costing methodologies and criteria and then will suggest a few policy directions for reasonable network costing.

  • In this paper the network costing model alternatives for reasonable interconnection charging are suggested. The current interconnection charge regimes is based on fully distributed costing method. Basically this method doesn't consider the common carrier's efficient network cost because it reflects the actual cost of network In this paper, 1 suggest the basic structure of the network costing model fur applications of incremental costing method that considers the efficient cost based on economics-prospective. And I classify network cost with capital cost and operating cost and analysis their reasonable costing methods.

  • It is widely used that a network termination rate is calculated by using a Long Run Incremental Costing model. Interconnection Order issued Ministry of Information and Communication in Korea on December 2002 has declared that termination charges of local, national, payphone, and mobile calls are going to be determined by LRIC costing models after 2004. There are lots of preceding researches on a fixed network costing model for applying to LRIC method but on a mobile network not pretty much of them. Besides, Most important basis of current calculation models for termination charges are access costs to connect subscribers to network such as a local loop. In this paper, we look into being of access costs in mobile network and show the applicable standards for cost allocation of access costs in implementing LRIC costing model.

  • The key objective of this paper is to suggest a pilot model for mobile network interconnection charge calculation by bottom-up long-run incremental costing methodology. Interconnection issues have lately attracted considerable attention by network operators and regulators. However there is no standard by all the network operators' agreement. The costing method is an acute problem because the interconnection charge is directly related to the network operators' revenue. Thus Korea has planned to launch the new interconnection policy based on the current traffic distribution and then we simulate the model in a sample area with virtual data. The results propose objective and reasonable guideline for the mobile network element cost calculation. It can be helpful for calculating price floor or bottom-up long run incremental interconnection charge by regulator.

  • Due to natural oligopolistic industry characteristics and huge influences on national and home economy, Telco Industry is regarded as a regulated industry. Thus, telco companies, including CATV, prepare not only management accounting reports for internal use but also regulatory accounting reports to be submitted to the regulatory agency. For telco companies, smooth integration of these financial, managerial and regulatory reporting requirements with legacies such as billing system, network operating systems is important to achieve operational efficiency and overall competency. This research studies telco ERP cost module implementation in order to provide theoretical and practical guidance for integrated information system. Especially, case analysis focuses on cost reduction and network costing implementation that involves Building Block Costing methodologies.

  • In the telecommunication industry, estimation of the cost of network facilities is very important since depreciation cost of the facilities accounts for a large portion of the product cost. Moreover, cost estimation in the industry becomes more difficult because of increasing indirect cost upon digital convergence, expanding multi-purpose facilities, complexity of service product, etc. Nevertheless, not much seem to have been done in improving estimation methodology of the cost of network facilities. As a result, the quality of cost information on network facilities has deteriorated, and now even decision-makers in the industry dismiss the information. Recently, two major telecommunication companies adopted a new network cost estimation method to deal with the issue. In this paper, we study the concept of new cost estimation method and the procedure to develop and apply it. We also suggest the method to carry out the cost allocation using Matlab which is more efficient and time-saving than other commercial cost calculation packages.

  • The depreciation cost in the telecommunication industry plays an important role not olny in calculating a corporation tax and telecommunication charge but also ill evaluating the profitability and national welfare. This paper proposes the study on LRIC model based network costing in major foreign countries and the depreciation methods applicable to telecommunication network. The simulation result from each methods could be based on determining a network costing model and legislation in the telecommunication.

  • The current interconnection charge regimes is based in fully distributed costing method. Basically this method doesn't give the incument carrier the incentive to promote efficient business operations. In this paper, 1 suggest the adoption of price cap regulation to interconnection charge as incentive schemes and review important considerations in its applications. Additionally I suggest the basic structure of the network costing model for applications of incremental costing method.

  • Building the super broadband network is the key competence for fostering the economy. Over the super broadband network voice services have changed rapidly to be served to VoIP rather than PSTN most incumbents have used. This results in reforming the interconnection regulations. From network structures, technologies, and POI to costing methods there are many concerns to discuss between stakeholder. This paper reviewed the IP-LRIC model over NGN designed by national regulatory angencies (Austria, Belgium, Denmark, France, Germany, Netherlands, Norway, Sweden). We draw implications for developing IP-LRIC models from other IP-LRIC model studies.

  • Activity Pattern Analysis(APA) is the methodology to Design the functions of information systems, to Estimate the monetary value of IS based on Activity Based Costing, to Acquire feasibility of IT Project. This study shows APA case in Health Check-up Service Organization (G-Center) and the Utility of APA. G-Center had acquired Five Outcomes through APA: (1) IT Strategy, (2) IT Project Goals, (3) Transformed Business Process, (4) Functional Blueprint of Information Systems, (5) IT Project budget and its feasibility. APA consists of three analysis processes; Activity Separation, Activity Rearrangement, Activity Costing. APA is flexible in determinating the range and the time of analysis, and is able to expand the Actors(as analysis objects) based on the purpose of analysis by researcher. Eventually APA can be used to do internal IT Management effectively.
