This paper investigates the mandatory minimum requirements for certification of officers in charge of a navigational watch on ship specified in the international convention of STCW. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. The paper suggests adjustment of the evaluation range, increment of evaluation items, diversification of evaluation types, differentiation of certification-related education by officer's commissioning program in order to improve the PQS system.
Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.
A Bridge Navigational Watch Alarm System (hereafter 'BNWAS') is to monitor and detect if an officer of watch(hereafter 'OOW') keeps a sharp lookout on the bridge. The careless lookout of an OOW could lead to marine accidents. For this reason on June 5th, 2009, IMO decided that a ship is equipped with a BNWAS. However, an existing BNWAS gives the OOW a lot of inconvenience and stress in its operation. It requires that the OOW should press reset buttons to confirm their alert watch on the bridge at every three to twelve minute. Many OOWs have complained that at some circumstances they cannot focus on their bridge activities including watch-keeping due to a lots of resetting inputs of BNWAS. Accordingly, IMO has allowed the use of a motion sensor as a resetting device. The motion sensor detects the movements of human body on the bridge and subsequently sends reset signals directly to BNWAS automatically. As a result, OOWs can work uninterrupted. However, some of classification societies and flag authorities have a slightly different stance on the use of motion sensor as a resetting method for BNWAS. The reason is that the motion sensor may trigger false reset signals caused by the motion of objects on the bridge, especially a slight movement such as toss and turn of human body which can extend the period of careless watch. As a basic study to minimize the false reset signals, this paper proposes a simple configuration of BNWAS, which consists of only three motion sensors associated with 'AND' and 'OR' logic gates. Additionally, several considerations are also proposed for the implementation of motion sensors. This study found that the proposed configuration which consists of three motion sensors is better than an existing one by reducing false reset signals caused by a slight movement of human body in one's sleep. The proposed configuration in this paper filters false reset signals and is simple to be implemented on existing vessels. In addition, it can be easily installed just by a basic electrical knowledge.

The main reason of marine casualties is the human error in respect of ship's operation. The human error of officers in charge of a navigational watch is related to their abilities to handle of navigational equipment. Navigational devices play a key role to help officers decide what to do for safe navigation. Thus, the abilities to handle of navigational equipment mean not only operation of devices but also entire understanding of the system such as interpretation of information obtained from devices, appropriate use of information considering navigational circumstance. Qualification of seafarers is in accordance with STCW and detailed training courses for their qualification are provided by IMO model course series. Recently, ships engaged on international voyages shall be fitted with an ECDIS not later than the first survey on or after 1 July 2018. As increasing use of ECDIS on ships, marine casualties related to ECDIS are on the rise. The primary causes of the accidents are lacking understanding of ECDIS system, wrong presentation of information on display, wrong safety setting by seafarers who use ECDIS, using small-scale chart and missing charts update. As a result of these primary causes, some problems like wrong route planning and use of limited or omitted information occur. It could be happening by inappropriate seafarers' training which is not sufficient to support improving abilities of officers to handle navigational equipment. For efficient training, it is need to develop training courses. Applying full mission simulation system to seafarers' training courses with case studies and best practices which are well-constructed scenarios based on true marine casualties can increase the effect of training. To use the simulation system, it is possible that seafarers are trained under condition that closely resemble real situation. It should be considered that IMO model course be revised depending on the level of seafarers also. It could be helpful for increasing seafarers' abilities of equipment operation in place of accumulation of experience spending much time. In the short term, effort of training courses improvement for seafarers is needed and long term, it should be tried to provide stable system and services relate to ECDIS.

New technologies are introduced to recently developed hightechnology navigational instruments, and relevant international regulations, requirements and so on have thereby been developed and amended appropriately. These have to be reflected to education and/or training programs for watch officers and masters. In this connection, a syllabus of lectures for the electronic navigation system is proposed by using status analyses of navigational instruments and relevant international regulations and technologies. This can be served as a good reference and help for updating academic programs and detailed scope of examination for the issue of certificates.

This paper presents a stable real-time based FlexRay technology which is employed with a standard protocol of the marine electronic equipments and the bridge navigational watch alarm system (BNWAS). The traditional marine communications use NMEA communication protocols, and RS-232 and RS-422 techniques in the BNWAS, thus there are difficulty in seeking stability and reliability. To overcome such problems we utilize the FlexRay protocol technique to prevent data loss or error.
In this paper, mandatory minimum requirements for certification of officers in charge of a navigational watch on ship by international convention on STCW (standards of training certification and watchkeeping for seafarers) were investigated. The training education and evaluation systems for navigational competence of Korean navy were compared and analyzed. As a result, we have confirmed that junior naval officers from Korean midshipmen had the navigational competence based on the STCW convention by analyzing the courses of Korea naval academy, midshipmen life, training exercise systems, and so on. OCS and NROTC provided a curriculum that did not quite meet the standard of the STCW convention. However, it was sufficient for nurturing basic abilities for navigation safety.
Many maritime accidents have been caused by human-error including such things as inadequate watch keeping and/or mistakes in ship handling. Also, new navigational equipment has been developed using IT technology to provide various information for safe navigation. Despite these efforts, the reduction of maritime accidents has not occurred to the degree expected because, navigational equipment provides too much information, and this information is not well organized, such that users feel it to be complicated rather than helpful. In this point of view, the method of representation of navigational information is more important than the quantity of that information and research is required on the representation of information to make that information more easily understood and to allow decisions to be made correctly and promptly. In this paper, we adopt Augmented Reality (AR) technologies for the representation of information. AR is a 3D computer graphics technology that blends virtual reality and the real world. Recently, this technology has been widely applied in our daily lives because it can provide information more effectively to users. Therefore, we propose a new concept, a navigational system based on AR technology; we review experimental results from a ship-handling simulator and from an open sea test to verify the efficiency of the proposed system.

This paper describes a marine watch system on a ship, which is aided by an image processing method. The system detects other ships through a navigational image sequence to prevent oversights, and it measures their bearings to maintain their movements. The proposed method is described, the detection techniques and measurement of bearings techniques are derived, and the results have been reported. The image is divided into small regions on the basis of the brightness value and then labeled. Each region is considered as a template. A template is assumed to be a ship. Then, the template is compared with frames in the original image after a selected time. A moving vector of the regions is calculated using an Excel table. Ships are detected using the characteristics of the moving vector. The video camera captures 30 frames per second. We segmented one frame into approximately 5000 regions; from these, approximately 100 regions are presumed to be ships and considered to be templates. Each template was compared with frames captured at 0.33 s or 0.66 s. In order to improve the accuracy, this interval was changed on the basis of the magnification of the video camera. Ships’ bearings also need to be determined. The proposed method can measure the ships’ bearings on the basis of three parameters: (1) the course of the own ship, (2) arrangement between the camera and hull, and (3) coordinates of the ships detected from the image. The course of the own ship can be obtained by using a gyrocompass. The camera axis is calibrated along a particular direction using a stable position on a bridge. The field of view of the video camera is measured from the size of a known structure on the hull in the image. Thus, ships’ bearings can be calculated using these parameters.
