A Security Architecture of the inter-VTS System for shore side collaboration of e-Navigation (안전한 e-Navigation을 위한 해상교통관제 시스템의 정보교환 보안구조 설계)

  • A concept of the "e-Navigation" was introduced in 2005 and implementation strategies are under way by IMO/IALA in the maritime safety area. Specially VTS is an important maritime traffic monitoring and aids to navigation system which is aims to improve safety, navigation efficiency and protect the marine environment. The demand of the inter-VTS networking has been increased and standardization is underway for realization of shore side collaboration for maritime safety in IALA. But there may be security problems in the inter-VTS networks if they have not proper security mechanism. The hacking of realtime ship position and sensitive maritime surveillance information caused a critical accident of vessel, human life and environment by terrorist. This paper aims to design of a secure inter-VTS network structure and related security protocol for secure sharing of sensitive maritime data.

Allocation of Design Assurance Level for KASS Based on International Standards (국제표준에 기반한 KASS 개발보증레벨 할당)

  • Since 2014, MOLIT (Ministry of Land, Infrastructure, and Transport) is carrying out a KASS project to develop and construct Korean SBAS. KASS can cause damage of human & properties if it has some problem during operation. Therefore, system safety assessment for KASS development is very important. Principal point of system safety assessment is the allocation of DAL(design assurance level) based on the hazard identification and classification. In this parer, the author conducts the allocation of DAL for KASS & its sub-systems based on the international standard(SAE ARP4761), which suggests a best practice of aviation system safety assessment. The result of this paper are the first step of system safety assessment, and can be used for further system safety assessment of KASS project.

Compensation Method of eLoran Signal's Propagation Delay and Performance Assessment in the Field Experiment

  • The eLoran system is a high-power terrestrial navigation system that is recognized as the most appropriate alternative to complement the GNSS's vulnerability to radio frequency interference. Accordingly, Korea has conducted eLoran technology development projects since 2016. The eLoran system developed in Korea provides 20 m positioning accuracy to maritime user in Incheon and Pyeongtaek harbor. To accurately calculate the position with the eLoran signal, it is necessary to apply a compensation method that mitigates the propagation delay. In this paper, we develop the compensation method to mitigate the eLoran signal propagation delay and evaluate the positioning performance in Incheon harbor. The propagation delay due to the terrain characteristics is pre-surveyed and stored in the user receiver. Real-time fluctuations in propagation delay compared to the pre-stored data are mitigated by the temporal correction generated at a nearby differential Loran station. Finally, two performance evaluation tests were performed to verify the positioning accuracy of the Korean eLoran system. The first test took place in December 2020 and the second in April 2021. As a result, the Korean eLoran service has been confirmed to provide 20 m location accuracy without GPS.

  • Marine traffic system is composed of ship, ship's operators and traffic environment The navigation channel is a part of traffic environment and the design of channel is a crucial factor for safe navigation This paper aims to evaluate ship-handling difficulty in straight and bend channels with an Environmental Stress model(ES-model). The ES-model is used to evaluate ship handling difficulty quantitatively on the basis of the ship operator's subjective judgement for safety in navigation The calculation of ES value was made on the basis of three factors such as channel width, ship's length and speed in straight and channels for safe navigation. The interrelation between factors was analyzed and reasonable design standards of channel width, ship's length and speed were proposed for safe navigation of ship in bend channel.

  • EU is in the process of developing a new european global navigation satellite system - Galileo project - which technologies and capitals from member states of EU are put into, after determining to set up a separate GPS against that of US late in the 1990s. Galileo system is commercial global navigation satellite system, which allows other else nations outside of EU to participate in system development and operation, different from GPS. Korea also decided to join in the project on February in 2005. Galileo system provide 5 Services - Open Service, Safety of Life, Commercial Service, Public Regulated Service, Search and Rescue Service, and especially it can be applicable to safety-critical areas, and is to provide its part of services certified. In this paper, we are to compare the services of Galileo system, and to present necessary factors to be considered, and the applicability to use the Galileo system in safety-critical application areas, such as train control system

Maritime Navigation to Aid Costal Sailing of Small-Size Ship (소형선의 연안항해를 지원하는 해상내비게이션)

  • We have studied on the maritime navigation with functions of navigation route search and maritime safety information for small-size fishery ships, fishing boats, yachts, and boats in coastal seas. We have designed a smart phone application which is more exact information on marine obstacles of islands, aquafarms, and rocks by using land navigation techniques. Our navigation system is relatively easy to be used for costal navigation and may be a substitute for expensive ECDIS(Electronic Chart Display and Information System). Our system consists of maritime navigation databases to manage necessary maritime data and a mobile application to support maritime navigation for operators. We believe that our research findings can improve safety navigation in coastal seas by supporting lower cost, no time-consuming installation and maintenance, and easy-to-use operations.

  • The International Maritime Organization has determined that more than 80% of maritime accidents are caused by human error. A variety of methods have been considered to reduce maritime accidents caused by such human error. Navigators operate by observing surrounding maritime situations and analyzing information using various navigational devices. This study proposes a system to ensure safe navigation by assisting navigators through the delivery of maritime safety information (MSI) between land and sea. In the future, supplementing the system through long-term on-the-ship tests is necessary by defining MSI in relation to maritime service portfolio regions.

  • Positioning, navigation, and timing information has become a key element in the national core infrastructure and for emerging technologies, such as autonomous driving, lunar exploration, financial systems, and drones. Therefore, the provision of that information by navigation satellite systems is becoming increasingly important. Existing systems such as GPS (Global Positioning System), GLONASS (GLObal NAvigation Satellite System), and BDS (BeiDou Navigation Satellite System) also provide augmentation, safety-of-life, search & rescue and short message communication and authentication services to increase their competitiveness. Those services and the signals generated for their provision have their own purpose and requirements. This article presents an overview of existing or planned satellite navigation satellite system services and signals, aiming to help understand their current status.

  • The study of information fusion technology, which merges various types of data to recognize a situation more exactly, has begun in the area of national defense. Recently, the concept of information fusion is getting applied to other fields, and we are interested in maritime safety. In navigation, officers receive data about inside and outside of ship from several devices in bridge, and use it to recognize and predict the safety situation. However, too much and fast updated data might even fatigue mates, and there is the problem of inconsistency among data from several types of devices. This paper introduce how can use information fusion technology for the situation awareness and prediction of navigation safety, and show the realization possibility of Intelligent Navigation Safety Information System through an information fusion example in a specific situation scenario.

  • In this paper, we study of the disaster safety management system and find recognition comprehensions and the problem points which are basic in our system. We dedicate this research on improvement analysis and main discussion issues of the system that based on diagnostics in developed countries' system. By taking some essential points of advanced like systems, we construct our own system. Beside that it is proposed to solve problems and find improvement issues by comparing with advanced systems.
