This study introduces the navigational environment database(DB) compiling water depth, sediment type and marine managed areas (MMAs) in coastal waters of South Korea. The water depth and sediment data were constructed by combining their sparse points of electronic navigation chart and survey data with high spatial resolution using the inverse distance weighting and natural neighbor interpolation method included in ArcGIS. The MMAs were integrated based on all shapefiles provided by several government agencies using ArcGIS because the areas should be used in an emergency case of ship. To test the validity of the constructed DB, we conducted a test application for grounding and anchoring zones using a ship accident case. The result revealed each area of possible grounding candidates and anchorages is calculated and displayed properly, excluding obstacle places.

Studied for multiple obstacle avoidance algorithm based on COLREG for autonomous navigation vessel's safety navigation. By used VECTOR value of external obstacle provided by RADAR, CPA and TCPA of each obstacle are analyzed, and the obstacle is classified based on the value, the risk level is calculated considering multiple obstacle avoidance situations, and the avoidance action is applied to secure minimum safety situation.
Due to inaccurate safe navigation estimates, maritime accidents have been occurring consistently. In order to solve this, the precise positioning technology using carrier phase information is used, but due to high buildings near inland waterways or inclination, satellite signals might become weak or blocked for some time. Under this weak signal environment for some time, the GPS raw measurements become less accurate so that it is difficult to search and maintain the integer ambiguity of carrier phase. In this paper, a method to generate code and carrier phase measurements under this environment and maintain resilient navigation is proposed. In the weak signal environment, the position of the receiver is estimated using an inertial sensor, and with this information, the distance between the satellite and the receiver is calculated to generate code measurements using IGS product and model. And, the carrier phase measurements are generated based on the statistics for generating fractional phase. In order to verify the performance of the proposed method, the proposed method was compared for a fixed blocked time. It was confirmed that in case of a weak or blocked satellite signals for 1 to 5 minutes, the proposed method showed more improved results than the inertial navigation only, maintaining stable positioning accuracy within 1 m.

A walking navigation system (usually known as a locomotion interface) is an interactive platform which gives simulated walking sensation to users using sensed bipedal motion signals. This enables us to perform navigation tasks using only bipedal movement. Especially, it is useful for the certain VR task which emphasizes on physical human movement, or accompanies understanding of the size and complexity of building structures. In this work, we described system components of VR walking system and investigated several types of walking platform by literature survey. We adopted a MS Kinect depth sensor for the motion recognition and a treadmill which includes directional turning mechanism for the walking platform. Through the integration of these components with a VR navigation scenario, we developed a simple VR walking navigation system. Finally several technical issues were found during development process, and further research directions were suggested for the system improvement.

Aids to Navigation is one of the most important facility for safety at sea. However, in terms of position there always exists discrepancy in inventory by media and/or organizational body who maintains the facility which may result in incredibility for navigator's position fixing or hazard avoidance. This paper suggests two major factors as the causes of the position error when they design, install and survey the aids to navigation. One is the function of direction of tide and water depth which makes swinging circle. The other is a variable value by time resulting from multiple coordination of satellites in contact. This paper aims to minimize inaccuracy by verifying its reason through numerical analysis over inherent position error.

With the introduction of the maritime safety supervisor system in Korea following the passenger vessel Sewol accident, the safety control system for coastal vessels has been reinforced. A maritime safety supervisor performs marine accident prevention activities by offering periodical or occasional guidance and supervision. When a deficiency is found during guidance or supervision sessions, an order for improvement is issued to rectify the problem by such measures as supplementation or replacement of vessel facilities, improvement of work hours and working conditions for employees, educational and training programs for executives and employees, or the improvement of other affairs relating to maritime safety control. However the present order for navigation suspension by a maritime safety supervisor is limited solely to supplementation or replacement. For this reason, orders for navigation suspension against other facilities is impossible, even if a serious deficiency that could lead to a marine accident such as poor cargo loading conditions or unqualified crew is identified. Therefore, the order for vessel navigation suspension to secure seaworthiness should be expanded to include cargo loading/unloading operations, certificates and documentation, maritime safety management systems, and human elements including emergency drills and working conditions, in addition to the supplementation or replacement of vessel facilities that exists.

The further development of the marine meteorological monitoring system analyzes the situation both at home and abroad, in order to study the safety of the vessel in navigable and marine accidents because the prevention and optimal marine meteorological monitoring system regarding the future development plan for discussion.
