Basic Design System Centered on Product Structure for Improvement of Naval Ship Acquisition Systems (함정 획득시스템 개선을 위한 제품구조 중심의 기본설계시스템)

  • To improve the naval ship acquisition process, systems engineering, modeling and simulation, etc. have been introduced, and there has been ongoing research on acquisition systems for effective support of it. However, due to characteristics of the naval ship acquisition process, development process mainly carried out at a shipyard such as basic design, detailed design, construction and test is difficult to integrate with the acquisition systems of IPT(Integrated Project Team). In addition, research aimed to improve this is rather lacking. In this paper, the naval ship product structure concept proposed in previous research was applied to the basic design system at shipyard, and basic research for expanding the coverage of naval ship acquisition systems to the basic design phase is performed. A data structure of modeling system appropriate to the basic design phase was proposed through research findings and the prototype system based on it was implemented.

  • The Korean navy has made many efforts to apply the concepts of PLM (Product Lifecycle Management) and M&S to its naval design and production. However, most of the efforts that have being applied to some acquisition processes, focused only on the element technologies without information models and data frameworks. This study discusses an information model of naval ships for advanced naval acquisitions. We introduce a naval ship product model, and it refers to the DPD (Distributed Product Description) concept of SBA (Simulation-Based Acquisition). To realize the product model concept, we design a data architecture and develop a Product Model Management System (PMMS) based on a PDM System. It is validated through the case study of building the product model of the battle ship that the PMMS has the applicability to effectively manage the naval ship acquisition data on the basis of a 3D product model.

A Methodology for Analyzing on the Correlation of Factors Affecting the Acquisition of Military Weapons Systems : Focused on Factor Analysis of Naval Ship Acquisition Delay Cases (국방무기체계 획득영향요인 상호관계 분석 : 함정획득지연 사례 및 요인 분석을 중심으로)

  • Naval weapons systems of the Republic of Korea are acquired through the Defense Planning Management System. Recently, acquisition of some naval ships have been delayed, and the causes of the delays have been recognized as inappropriate project management at the Execution Phase. However, we argue that the delay problem in naval ships acquisition should be approached, with due regard for the entire Defense Planning Management System. That is, We should try to investigate from Planning Phase to those of Programming, Budgeting and Execution Phases. Therefore, in this study, we investigated the actual cases of the delay in naval acquisition at all phases of the Defense Planning Management System. Based on the investigation, we tried to identify the naval ship Acquisition Delay Factors and find out the Weights of those factors. As the next step, we calculated the Influence Measures on the naval missions, including the Cost of Naval Capability Gap derived from the delays in acquisition of naval ships. As a final step, we calculated the Acquisition Delay Measures based on the interrelationship between the Acquisition Delay Factors and the Influence Measures. Then we evaluated and analyzed what the results stand for. Finally, we made suggestions for future improvement. The improvement suggestions we made for preventing delay in acquisition of naval ships in this study are as follows. First, we need a shift in perception. It is necessary to measure the Acquisition Delay Factors in acquiring naval ships and manage them from the Planning Phase. Second, resolution must be concerted efforts. All relevant agencies, not just a few, should work together to resolve the problems of acquisition delay. Third, analysis must be based on the accumulation of data. This allows the elaborating of naval ship Acquisition Delay Factors and Delay Measures. If this research method is applied to other military weapons systems in the future, we may be able to not just identify the Acquisition Delay Factors in acquisition of other military weapons systems, but also pursue improvement in those cases.

Design of Technical Information System for Naval Engineering (조함기술정보체계 설계에 관한 연구)

  • The objective of this study is to design the technical information system for naval engineering (named TISNE). As the basic concept of the system, CALS (Continuous Acquisition and Life-cycle Support) and KMS(Knowledge Management System) were considered for the management and sharing of standardized digital information throughout the life-cycle of naval ship. To define the system components and their functionalities, the processes of naval ship design and construction were reviewed. Also web-based system prototype and the graphical user interlaces were designed and implemented.

  • The purposes of this study is to identify the problems arising from current Test & Evaluation process of the naval ship acquisition program and to suggest methods to increase the acquisition efficiency. Considering that the present rule of developmental test &evaluation(DT&E) and operational test & evaluation(OT&E) has caused an inefficiency effect on the acquisition procedures due to the limited practices on it, the DT&E and OT&E procedures through test & evaluation master plan(TEMP) is proposed based on the selective practices of the defense instruction articles. Also, considering characteristics of naval ship acquisitions, efficient procedure systems are derived through case analysis results by comparing each performances of the system. The suggested methods are able to meet the requirements of the changed acquisition environments and also increase efficiency of acquisition systems by adoption of DT&E and OT&E combined test scheme.

  • In principle, R&D of general weapons systems are led by companies or government-funded organizations. In terms of project execution, the defense R&D planning system was reorganized to conduct SE-based project management by integrating the naval ship project execution procedure into the general weapon system R&D procedure. The development progress was confirmed according to the guide for SE application of DAPA, and a technical review meeting was proposed to enter into the each next phase in the R&D process. This paper focuses on improvement for technical review in terms of technical management based on system engineering for R&D mounted weapon systems and the naval surface ship project in preliminary design and detailed design. So, the improvement direction for reviewing the entry criteria for the R&D weapons systems of the naval ship and mounted weapons is proposed.

  • The weapon system applies the rule that the system engineering procedure must be applied at the acquisition stage. Naval ships, which are one of the important naval weapon systems, take a long period of time to acquire, and the leadership must be commissioned. Therefore, in order to acquire a naval ship, high risk management is necessary, and it is necessary to promote business success through effective application of system engineering which is a scientific management method. However, in the case of naval ships, there are no specific procedures and methods for applying the system engineering. Therefore, research on application method of system engineering which can be easily used by person in charge is necessary. This should have a simple approach to ensure effective business performance by systematically refining and simplifying existing works. QFD (Quality Function Deployment) is a way to improve product satisfaction, impress customers, reduce defective products, reduce design errors, and reduce costs. This systematically develops these mutual relationships by converting the needs of customers into quality characteristics of products and defining them as the design quality of products considering the functions, quality, and process elements of parts. The purpose of this research is to present concrete methodology at the practical level using QFD in a way to ensure traceability of requirements which is an important element of system engineering.

A study on the development of the OMS/MP based on the Fundamentals of Systems Engineering

  • The Systems Engineering method is increasingly recognized as a central in the Acquisition of Weapon Systems in South Korea. Because of these trends, issues concerned with improving weapon system design are increasingly raised. This paper presents a development of Operational Mode Summary/Mission Profile (OMS/MP) in terms of Weapon Systems Acquisition for application to Systems Engineering method. For a systematic approach, a precise concept of OMS/MP is derived by analyzing the concept of conventional OMS/MP. This paper reviews the results of a series of previously reported examples aiming to develop the OMS/MP of a weapon system. Based on this, the limitations of the conventional OSM/MP applications are investigated. And these limitations can be resolved by the Fundamentals of Systems Engineering. Finally, the OMS/MP framework based on the Fundamentals of Systems Engineering has been proposed and is successfully implemented for the Harbor Underwater Surveillance System.

  • The Korea Navy has been making constant efforts to apply M&S (modeling and simulation) to naval ship development, and the generalization of M&S for ship development is a trend. M&S for ship design is used for the V&V (verification and validation) of its design and operation, including design verification and ergonomic design that considers the crew using the Naval Ship Product Model. In addition, many parts of this M&S are repeatedly accomplished regardless of the kinds of ships. This study aims to standardize M&S, which repeatedly applies similar verifications for operation scenarios. A congestion assessment simulation for the major spaces of ships was the subject of the standardization based on the leading research results of various researchers, and a simulation automation solution was suggested. An information model using XML was proposed through the simulation automation concept, and a prototype system based on it was implemented. The usability was shown through a case study that verified the operability performance of the crew messroom.

Assessment on shock pressure acquisition from underwater explosion using uncertainty of measurement

  • This study aims to verify experimentally the specifications of the data acquisition system required for the precise measurement of signals in an underwater explosion (UNDEX) experiment. The three data acquisition systems with different specifications are applied to compare their precision relatively on maximum shock pressures from UNDEX. In addition, a method of assessing the acquired signals is suggested by introducing the concept of measurement uncertainty. The underwater explosion experiments are repeated five times under same conditions, and assessment is conducted on maximum quantities acquired from underwater pressure sensors. It is confirmed that the concept of measurement uncertainty is very useful method in accrediting the measurement results of UNDEX experiments.
