An Analysis of Alternatives for the Acquisition of Naval Surface Ships based on a Multi-Objective Decision-Making Method (다목표 의사결정 방법론 기반의 수상함 획득대안 분석)

  • The process of an analysis of alternatives(AoA) attempts to select the best and balanced solution among a set of multiple candidate solutions under the constraints of cost, schedule, performance and risk(CSPR). The traditional AoA for the acquisition of a new weapon system has usually centered on the sequence of the requirement analysis, design synthesis, and cost estimation. An improved process for AoA is developed in this paper based on a multi-objective decision-making method, which is intended to be applied in the design concept refinement and material solution analysis stage for the acquisition of naval surface ships. The presentation of the proposed AoA approach is then followed by a case study for the next generation multi-purpose training ship based on the principles of systems engineering and also using the models of the effectiveness measure, cost estimation, and risk assessments.

  • Established on February 1st, 2010, The ROKN maritime task flotilla has a goal to successfully cope with North Korea and other potential threats. Unlike precedents of its kind, The ROKN maritime task flotilla is expected to concentrate more an far-sea strategies than coastal strategies. In such circumstances however, the existing maritime logistics systems have limitations upon which to utterly support the operation conception of the ROKN maritime task flotilla seven. To ensure it's efficiency, transformation of the systems is prerequisite. The purpose of this study is to deduce an adequate maritime logistics system for the ROKN maritime task flotilla by evaluating the limitation of the current system and foreseeing its performance necessary abilities to operate in the future. In order to do this, the study presented problems and the direction of development on the structural and behavioral sides. Fist, regarding problems in the structure of maritime logistics system, the investigation pronounced the need of improvement in mobile logistics support ability and its speed. In addition, for the behavioral side, the need of improvement in logistics cooperation system and self-maintenance ability was affirmed. For the development of an adequate maritime logistics system, the study suggested the amelioration in the operation of an adequate mobile logistics support platform and the speed of the logistics using high-speed transportation such as planes for the structural side. Moreover, for the behavioral side, it recommended th enhancement of logistics cooperation system including the nations that already imported th weapon system, amelioration of self-maintenance ability, and necessity to operate mobile maintenance group.

The Study on the Effectiveness of an Anti-Submarine Defense Plan According to the Disposition of Surface Ships (수상함의 배치에 따른 대잠 방어계획 효과도 연구)

  • In this paper, the result of study on the effectiveness of anti-submarine defense plan according to the disposition of surface ships has been proposed. The surface ship carries a hull mounted sonar(HMS) as a underwater sensor and a torpedo acoustic counter measure(TACM) as a soft-kill weapon against torpedo attacks from the enemy. Nowadays these underwater systems have been combined into a integrated anti-submarine warfare combat system. And in the real anti-submarine operation environment, several surface ships cooperate for executing ASW plans. Considering these ASW systems and the ASW environment, the models of underwater systems mounted on an surface ship and the a general model of anti-submarine defense plan are proposed. And we designed a scenario for conducting simulations to evaluate the ASW plan according to the variation of the range and the relative angle between surface ships and a capital ship. The simulation results show the effectiveness of ASW plan depends on the formation of surface ships and a capital ship.

  • In this paper, a plan to expand the scale of the domestic MRO industry was proposed by finding the technical common points between the aviation MRO and naval vessel MRO industries. The aviation MRO industry is led by Europe, North America, and Singapore. Europe and North America have very large aviation industries. The reason for the development of the MRO industry in Singapore is that the aviation MRO and ship MRO industries gathered to expand the industrial scale. The MRO field is an industry that spans all fields from research & development, production, manufacturing, operation, disposal, and crew training. The MRO industry is divided into military and civilian use. However, most of them are only differences in the needs of users, and there are no significant technical differences. The weapon system used by the military is steadily developing. It is impossible for the military to maintain all equipment at a time when troops are reduced. For that reason, it is necessary to share roles in each field. There is a need for an MRO industry in which civil and military operations cooperate to maintain all weapon systems at optimal performance. And the MRO industry development should be based on the civil market. The scale of the MRO industry should be expanded by gathering equipment commonly used in aircraft and naval vessels. This can increase military availability and reduce maintenance budgets.

Corrosion of the Gas-Turbine Engine According to the Environment of the Korean Seas (우리나라 근해 해양환경에 따른 가스터빈엔진 부식에 대한 연구)

  • The sea of the Korean peninsula has undergone various marine changes, including naval vessels, naval operational aircrafts, air force fighters, coastal airports and airfields. In particular, salt directly affected by the marine environment, equipment operating under a high temperature / high speed as the gas turbine is the high temperature corrosion (Hot Corrosion) caused by sulfur components and salinity of the fuel used. When the height of the demister (air intake) is less than 7 m, the salinity of the salt entering the sea increases and the corrosion increases rapidly. In addition, the weapon systems operating in the East Sea than in the West Sea showed a 17% increase in the corrosion rate due to the relatively high salinity scattered by saline, wind, and wave. In order to minimize the salinity inflow, it should be operated at more than 13 m from the sea to minimize rapid hot corrosion.

  • Submarines, which have been called an invisible force, are strategic underwater weapon systems that perform missions such as anti-surface warfare, anti-submarine warfare, and high payoff target strikes with the advantage of underwater covertness. A submarine should be able to withstand the hydrostatic pressure of the deep sea. In this respect, the submarine pressure hull, as the main structural system to resist the external pressure corresponding to the submerged depth, should ensure the survivability from hazards and threats such as leakage, fires, shock, explosion, etc. To do this, the initial scantling of the submarine pressure hull must be calculated appropriately in the concept design phase. The shape of the aft transition ring varies according to its connection with the submarine aft end conical structure, pressure hull cylindrical part, and non-pressure hull of the submarine; the design of the aft transition ring should not only take into account stress flow and connectivity but also the cost increase due to the increased man-hours of its complex geometry. Therefore, trade-off studies based on the four different shapes of the aft transition ring are carried out considering both the review of the structural strength through nonlinear finite element analysis (FEA) and economic feasibility by reviewing the estimations of the manufacturing working days and material costs. Finally, the most rational structural aft transition ring shape for a submarine amongst four reviewed types was proposed.

  • This study is written to bring the proposal forward for the direction of south korean naval force. The political situation and the circumstance of the world, especially in the area of Pacific Ocean, are changing very rapidly. North Korea has been always the conventional existing intimidator for South Korea since the 6·25-War. Additionally, the strengthening movements of the national defense, which is easily noticed from China and Russia, is also an other part of intimidating countries against South Korea. Those three mentioned countries are continually developing the asymmetrical warfare systems, for example a strategic nuclear weapon. Since the Obama Administration, the Asia-Pacific Rebalancing-Strategy has been changed as an East Asian foreign policy. Nowadays, Trump Administration renamed the 'United States Pacific-Command' to 'United States Indo-Pacific Command'. The purpose of this is not only letting India to participate in american alliance, but also reducing an economic burden, which is often mentioned in USA. West Germany was located in the very similar geopolitical position during the Cold War just like South Korea these days. And that's why the strategy of West German Navy is worthy of notice for south korean naval force to decide its suitable strategy. Most of all, the two most important things to refer to this study are the plan to expand naval air force and the realistic political stand for us to take it. In conclusion, I laid an emphasis on maintenance of 'green-water-navy'. instead of selecting the strategy as a 'blue-water-navy'. The reason I would like to say, is that south korean navy is not available to hold the unnecessary war potential, just like Aircraft-Carrier. However, this is not meaning to let the expansion of naval force carelessly. We must search the best solution in order to maintain the firm peace within the situation. To fulfill this concept, it is mostly very important to maintain the stream of laying down a keel of destroyers, submarines and air-defense-missile, as well as the hight-tech software system, taking a survey of 4th industrial revolution. Research and development for the best solution of future aircraft by south korean navy is likewise necessary. Besides, we must also set the international diplomatic flexibly. As well as maintaining the relationship with US Forces, it is also very important to improve the relationship with other potential allied nation.

An application plan of NSWC-98/LE1 when predicting the reliability of mechanical components of design and development phase (체계 개발 단계별 기계 부품에 대한 신뢰도 예측 시 NSWC-98-LE1 적용 방안)

  • Generally, in analysis of reliability of Design and Development Phase, reliability of electrical components is analyzed based on standards such as MIL-HDBK-217F, Bellcore Issue 4,5,6 by analyzing stress of architectural side (Power, Voltage, Current and quality level of components) of weapon system and stress of operational side (operational environment, operational temperature, Operational Profile). But the reliability of mechanical components is analyzed based on the data book of failure history of mechanical parts called NPRD-95(Nonelectronic Parts Reliability Data-95) without any analysis of above stress. However, even if it's the same mechanical parts, it might have different failure rate(fatigue, wear, corrosion) during operation depending on how weary(stress : pressure, vibration, temperature during operation) the parts are. Therefore, analyzing reliability using just data book can cause big difference in reliability instead of analyzing based upon stressfulness that parts might have, operational concept, and other various factors. Thus, This paper will guide the way of predicting reliability by organizing ways of predicting reliability for system organization and adopt ing NSWC-98/LE1(Naval Surface Warfare Center-98/LE1) for mechanical components.

A Study on the Application Model of High Availability of shipboard Combat Systems (함정 전투체계 고가용도 모델 적용에 관한 연구)

  • This research has conducted high availability system modeling to assure the reliability of shipboard combat systems. Shipboard combat system is a way for efficient execution of duty and a crucial battlefield management system that determines the outcome of battle in the modern war. Especially in regard to a network-centric operational environment in the future, even 1% of malfunction can lead to fatal consequences for the outcome of war. So combat system should be designed by high availability system which is a "always-on" service. In this point of view, This work describes an architecture-based various high availability model and proposed alternative high available systems that can achieve more than 99.9999% accuracy at a minimum. This paper also provides an applicable model with which system engineers analyze out system failure and recovery process by employing computerized tools.

  • The objective of this work presented here was focused on analysis of development trend for the integrated power system of naval vessels to perform the high-power and energy mission load platform. These mission loads are affected by the high level of military technologies, digitalization of the ocean battlefield, high power sensor system for maximization of the ship survivability. All electric power including propulsion power for ship should be controlled by integrated single system in order to carry various high power density weapon system such as Electromagnetic Aircraft Launch System, Electromagnetic Rail Gun[feasible precision striking at long distance 200NM(370km) or over]. As the analyzing the present state of things, mechanical propulsion system is shifted into hybrid or fully electric propulsion systems to realize integrated power system at the developed countries. Such challenges include reduced dependency on foreign-supplied fossil fuel, increasing demand for installed ship power, controlling life-cycle costs.
