One of the purposes of Information Technology (IT) is to support human response to natural and social problems such as natural disasters and spread of disease, and to improve the quality of human life. Recent climate change has happened worldwide, natural disasters threaten the quality of life, and human safety is no longer guaranteed. IT must be able to support tasks related to disaster response, and more importantly, it should be used to predict and minimize future damage. In South Korea, the data related to the damage is checked out by each local government and then federal government aggregates it. This data is included in disaster reports that the federal government discloses by disaster case, but it is difficult to obtain raw data of the damage even for research purposes. In order to obtain data, information extraction may be applied to disaster reports. In the field of information extraction, most of the extraction targets are web documents, commercial reports, SNS text, and so on. There is little research on information extraction for government disaster reports. They are mostly text, but the structure of each sentence is very different from that of news articles and commercial reports. The features of the government disaster report should be carefully considered. In this paper, information extraction method for South Korea government reports in the word format is presented. This method is based on patterns and dictionaries and provides some additional ideas for tokenizing the damage representation of the text. The experiment result is F1 score of 80.2 on the test set. This is close to cutting-edge information extraction performance before applying the recent deep learning algorithms.
Earthquake disaster frequently happens in Shizuoka Prefecture and it is commonly predicted that a giant earthquake(Tokai Earthquake) could occur in the near future. When a giant earthquake happens, extensive damage of lifelines will be expected. It is considered that the collection of damage information and the establishment of a communication network system are very important in order to restore lifelines quickly. And geographic information system(GIS) might playa very important role to grasp the spatial information of lifeline damage in a natural disaster. The authors' group had a research project to study a lifeline restoration support system with image processing and ad hoc networking in a natural disaster. The objectives of this presentation are to introduce our project and to show some results of our study. The authors finally constructed the GIS for the integration of damage information acquired by image processing and ad hoc networking.

The quantified analysis of damages to wastewater treatment plants by natural disasters is essential to maintain the stability of wastewater treatment systems. However, studies on the quantified analysis of natural disaster effects on wastewater treatment systems are very rare. In this study, a total disaster index (DI) was developed to quantify the various damages to wastewater treatment systems from natural disasters using two statistical methods (i.e., AHP: analytic hierarchy process and PCA: principal component analysis). Typhoons, heavy rain, and earthquakes are considered as three major natural disasters for the development of the DI. A total of 15 input variables from public open-source data (e.g., statistical yearbook of wastewater treatment system, meteorological data and financial status in local governments) were used for the development of a DI for 199 wastewater treatment plants in Korea. The total DI was calculated from the weighted sum of the disaster indices of the three natural disasters (i.e., TI for typhoon, RI for heavy rain, and EI for earthquake). The three disaster indices of each natural disaster were determined from four components, such as possibility of occurrence and expected damages. The relative weights of the four components to calculate the disaster indices (TI, RI and EI) for each of the three natural disasters were also determined from AHP. PCA was used to determine the relative weights of the input variables to calculate the four components. The relative weights of TI, RI and EI to calculate total DI were determined as 0.547, 0.306, and 0.147 respectively.
Purpose: The purpose of the present study was to identify factors affecting anxiety about disaster damage potential in Gyonggi-do and evacuation behavior that influences evacuation behavior. Method: Multiple regression analysis was performed to test the hypothesis and to analyze the influence of anxiety about disaster damage potential and perceived stress, and analyzed similarity in correspondence between age and anxiety about disaster damage potential. Results: The anxiety about disaster damage potential of a group vulnerable to safety and anxiety about disaster damage potential of disaster system collapse were perceived in close proximity. Disaster system collapse, evacuation life, and natural disasters were found to be factors affecting perceived stress. Stress and natural disasters were found to be influencing factors on evacuation behavior. Conclusion: The necessity of managing stress was confirmed since anxiety about natural disaster damage potential and stress affect evacuation behavior. The recent experiences of heavy rain disasters indicate that the anxiety about disaster damage potential is expected to increase. The findings also indicate the importance of preventive planning and psychological management to manage the anxiety about disaster damage potential.
Natural disasters can cause major accidents in chemical facilities where they can lead to the release of hazardous materials which in turn can result in fires, explosions or toxic dispersion. Technological disasters triggered by natural disasters are referred to as NaTech(Natural Disaster Triggered Technological Disaster). These trends increase the probability of catastrophic future disasters and the potential for mass human exposure to hazardous materials released during disasters. In the present study, we proposed some methods for effective disaster management by conducting case study of major NaTech. First, establishing information sharing system of chemical accident for stakeholders and improving disaster manuals and standards of central and local government and co-operation support system. Second, activating information service of emergency planning and community right to know. Third, improving the integrated chemical accident database including NaTech accidents.
In 2000s, incidence of natural disaster is increasing continuously. Therefore, the necessity of research on the effective disaster response is emphasized. Korea is not safe from natural disaster. Natural disasters like torrential downpours, typhoons have occurred more frequently than before. In addition disasters like droughts and MERS has also occurred. Therefore, needs for effective systems and algorithms to respond disaster are increased. This study covers the vehicle routing problem for effective logistics in disaster situations caused by natural disasters. The emergency vehicle route problem has different property from the general vehicle route problem. It has the property of the importance of deadline, the uncertain and dynamic demand information, and the uncertainty in information transfer. In this study, a solution that focused on the importance of deadline. In this study, the heuristic solution using the genetic algorithm are suggested. Finally the simulation experiment which reflects the actual environment are conducted to verify the performance of the solution.
Disaster management system should be built for minimizing damage factor that affects to construction facility from natural disaster. It could be classified by three categories such as disaster prevention, damage survey and recovery phases. For an integrated disaster management system, a disaster information classification system(DICS) is necessary for the reasonable disaster information management. This study suggests an integrated DICS that includes disaster type classification, facility type classification and information type classification for disaster management service. The applicability of suggested DICS is verified by railway facility and the research result could be used as a basic information system for national disaster management system.

Big data analysis for disaster have been recently started especially to text data such as social media. Social data usually supports for the final two stages of disaster management, which consists of four stages: prevention, preparation, response and recovery. Otherwise, big data analysis for meteorologic data can contribute to the prevention and preparation. This motivated us to review big data technologies dealing with non-text data rather than text in natural disaster area. To this end, we first explain the main keywords, big data, data mining and machine learning in sec. 2. Then we introduce the state-of-the-art machine learning techniques in meteorology-related field sec. 3. We show how the traditional machine learning techniques have been adapted for climatic data by taking into account the domain specificity. The application of these techniques in natural disaster response are then introduced (sec. 4), and we finally conclude with several future research directions.

The disaster prevention information system is to comprehensively support information collection, processing, search and supply in disaster counter measuring activities, as well as to manage information mainly related to natural disasters unilaterally. Building an optimal system in adequate consideration of features and demands in terms of disaster prevention is requested. Suitable infrastructure that can support information technology (IT) in various aspects should be established in order to utilize IT effectively in disaster prevention information. The damage scale and damage area in the coast have been increased dramatically because of calamities such as typhoon. tidal wave. flood and storm. Especially. 409 cases. which reach to about $40.9\%$ of natural disasters of 1,000 cases for the recent 15 years have happened on coast area. More than $40\%$ of natural disasters also occurred every year is happening in coastland. Therefore, there is a great need to construct all related GIS database such as atmospheric phenomena (typhoon. tidal wave, flood and storm). harbor facility, harbor traffic and ebb and flow. Furthermore. the certain system should be developed and integrated with NDMS (National Disaster Management System) by using 3D web GIS technology. In this study. the coast disaster area management system was designed and developed by using 3D web GIS technique so that the coast disaster area could be monitored and managed in real time and in visual. Finally. the future disaster in coast area could be predicted scientifically.
