An Evaluation of Applying Knowledge Base to Academic Information Service

  • Through a series of precise text handling processes, including automatic extraction of information from documents with knowledge from various fields, recognition of entity names, detection of core topics, analysis of the relations between the extracted information and topics, and automatic inference of new knowledge, the most efficient knowledge base of the relevant field is created, and plans to apply these to the information knowledge management and service are the core requirements necessary for intellectualization of information. In this paper, the knowledge base, which is a necessary core resource and comprehensive technology for intellectualization of science and technology information, is described and the usability of academic information services using it is evaluated. The knowledge base proposed in this article is an amalgamation of information expression and knowledge storage, composed of identifying code systems from terms to documents, by integrating terminologies, word intelligent networks, topic networks, classification systems, and authority data.

  • The national management and retrieval service of the national scholar Content DB are very important. High quality content can improve the user's utilization and satisfaction and be a strong base for both the citation index creation and the calculation of journal impact factors. Therefore, the system is necessary to check data quality effectively. We have closely studied and developed a webbased data quality checking system that will support anything from raw digital data to its automatic validation as well as hands-on validation, all of which will be discussed in this paper.

Linking Social Capital, Knowledge Sharing/Conversion, and Organizational Performance in a Customer Service Organization

  • This study attempts to examine the importance of social capital in customer service organizations and clarifies how translates into organizational performance through knowledge management activities. A survey was conducted with the customer service employees, and 256 questionnaires were used for an empirical analysis with smart partial least squares (PLS). The analysis found that relational capital had a positive effect on both the knowledge management components of knowledge sharing and knowledge conversion, while structural capital significantly influenced knowledge sharing. In addition, human capital positively affected knowledge conversion. Both knowledge sharing and knowledge conversion significantly influenced organizational performance. This study proposed a conceptual framework of social capital that influences organizational performance mediated by an organization's knowledge management activities. Based on the results, we suggest practical guidelines for managing social capital and recommend areas of improvement for customer organization's managers and employees.

  • The purpose of this study is to measure and analyze the quality of service provided to the users by evaluating the service quality of the May 18 Democratic Uprising Archives, which is a representative,special subject repository, using the SERVQUAL model. To do this, revealing the relationship between factors such as service satisfaction of the archive users, overall service quality and intention of the action. Through this, this study developed service evaluation factors by considering the special subject repository.

  • While science and technology information service portals and heterogeneous databases produced in Korea and other countries are integrated, methods of connecting the unique classification systems applied to each database have been studied. Results of technologists' research, such as, journal articles, patent specifications, and research reports, are organically related to each other. In this case, if the most basic and meaningful classification systems are not connected, it is difficult to achieve interoperability of the information and thus not easy to implement meaningful science technology information services through information convergence. This study aims to address the aforementioned issue by analyzing mapping systems between classification systems in order to design a structure to connect a variety of classification systems used in the academic information database of the Korea Institute of Science and Technology Information, which provides science and technology information portal service. This study also aims to design a mapping system for the classification systems to be applied to actual science and technology information services and information management systems.

  • The purpose of this study is to explore the current situation and problems in standardizing knowledge information and information technology in the KISTI, and collect the basic data necessary for establishing the national information infrastructure. Through a survey and interviews with nine departments of the Information Services Sector of the KISTI, data were collected regarding the management and exchange of information and the operation of communication networks. According to the analysis of fifty KISTI databases and their operation, tasks to be first standardized include Classification of ST resources, Metadata, Date modeling, Data format, DBMS, ST terminology, and Retrieval protocol.

A Study on Ontology and Topic Modeling-based Multi-dimensional Knowledge Map Services (온톨로지와 토픽모델링 기반 다차원 연계 지식맵 서비스 연구)

  • Knowledge map is widely used to represent knowledge in many domains. This paper presents a method of integrating the national R&D data and assists of users to navigate the integrated data via using a knowledge map service. The knowledge map service is built by using a lightweight ontology and a topic modeling method. The national R&D data is integrated with the research project as its center, i.e., the other R&D data such as research papers, patents, and reports are connected with the research project as its outputs. The lightweight ontology is used to represent the simple relationships between the integrated data such as project-outputs relationships, document-author relationships, and document-topic relationships. Knowledge map enables us to infer further relationships such as co-author and co-topic relationships. To extract the relationships between the integrated data, a Relational Data-to-Triples transformer is implemented. Also, a topic modeling approach is introduced to extract the document-topic relationships. A triple store is used to manage and process the ontology data while preserving the network characteristics of knowledge map service. Knowledge map can be divided into two types: one is a knowledge map used in the area of knowledge management to store, manage and process the organizations' data as knowledge, the other is a knowledge map for analyzing and representing knowledge extracted from the science & technology documents. This research focuses on the latter one. In this research, a knowledge map service is introduced for integrating the national R&D data obtained from National Digital Science Library (NDSL) and National Science & Technology Information Service (NTIS), which are two major repository and service of national R&D data servicing in Korea. A lightweight ontology is used to design and build a knowledge map. Using the lightweight ontology enables us to represent and process knowledge as a simple network and it fits in with the knowledge navigation and visualization characteristics of the knowledge map. The lightweight ontology is used to represent the entities and their relationships in the knowledge maps, and an ontology repository is created to store and process the ontology. In the ontologies, researchers are implicitly connected by the national R&D data as the author relationships and the performer relationships. A knowledge map for displaying researchers' network is created, and the researchers' network is created by the co-authoring relationships of the national R&D documents and the co-participation relationships of the national R&D projects. To sum up, a knowledge map-service system based on topic modeling and ontology is introduced for processing knowledge about the national R&D data such as research projects, papers, patent, project reports, and Global Trends Briefing (GTB) data. The system has goals 1) to integrate the national R&D data obtained from NDSL and NTIS, 2) to provide a semantic & topic based information search on the integrated data, and 3) to provide a knowledge map services based on the semantic analysis and knowledge processing. The S&T information such as research papers, research reports, patents and GTB are daily updated from NDSL, and the R&D projects information including their participants and output information are updated from the NTIS. The S&T information and the national R&D information are obtained and integrated to the integrated database. Knowledge base is constructed by transforming the relational data into triples referencing R&D ontology. In addition, a topic modeling method is employed to extract the relationships between the S&T documents and topic keyword/s representing the documents. The topic modeling approach enables us to extract the relationships and topic keyword/s based on the semantics, not based on the simple keyword/s. Lastly, we show an experiment on the construction of the integrated knowledge base using the lightweight ontology and topic modeling, and the knowledge map services created based on the knowledge base are also introduced.

A Study on the Reliability Evaluation Index Development for the Information Resources Retained by Institutions: Focusing on Humanities Assets

  • This study has the aim of developing an evaluation index that can help evaluate the reliability of the information resources of institutions retaining humanities assets for the purposes of laying out the foundation for providing one-stop portal service for humanities assets. To this end, the evaluation index was derived through the analysis of previous research, case studies, and interviews with experts, the derived evaluation index was then applied to the humanities assets retaining institutions to verify the utility. The institutional information resources' reliability evaluation index consisted of the two dimensions of the institutions' own reliability evaluation index. The institution provided a service and system evaluation index. The institutions' own reliability evaluation index consisted of 25 points for institutional authority, 25 points for data collection and construction, 30 points for data provision, and 20 points for appropriateness of data, for a total of 100 points, respectively. The institution provided service and system evaluation indexes consisting of 25 points for information quality, 15 points for appropriateness (decency), 15 points for accessibility, 20 points for tangibility, 15 points for form, and 10 points for cooperation, for the total of 100 points, respectively. The derived evaluation index was used to evaluate the utility of 6 institutions representing humanities assets through application. Consequently, the reliability of the information resources retained by the Research Information Service System (RISS) of the Korea Education & Research Information Service (KERIS) turned out to be the highest.

A Study on the Service Provision Direction of the National Library for Children and Young Adults in the 5G Era

  • In order to establish a digital-based use environment for the provision of new information services suitable for the 5G era, it is necessary to discuss the direction of service provision by the National Library of Children and Young Adults in the 5G era. Based on utilization services in other fields, library services in the 5G era, including the development and provision of employee education and training services, ultra-high-definition and 360-degree realistic contents and education on library use, provision of multi-dimensional realistic media streaming broadcasting services, provision of telepresence education programs, activation of virtual communities, implementation of hologram performance halls/exhibit centers, and provision of unmanned book delivery services, environment monitoring, safety monitoring, and customized services, were proposed. In addition, based on 5G service, 5G technology, and library application direction, advancing into a producing and supporting base for ultra-realistic and immersive contents in the 5G era, strengthening online and mobile services in the non-contact era, and establishing a smart library environment were proposed as the service provision direction for the National Library of Children and Young Adults in the 5G era.

  • The importance of the creation, diffusion and utilization of the knowledge and information has been magnified at the 21st century of knowledge and information society. If the utilization level of the web site of the national-level R&D information system is enhanced, the duplication of the researches as well as overlapped R&D investment could be greatly reduced. In this regards, this study aims to identify the factors which affect customer value and intention of continued usage for the national science & technology information services (NTIS & NDSL). The empirical research results show that information service quality have a significant influence on the continuous usage intention of science & technology information service. Customer value, as well, influence the continued usage intention as a mediating variable. In addition, the situational factors of information use by itself shows a significant effect on customer value, but it does not moderating the relationship between information service quality and customer value. After a description of research result, we discussed implications and limit of the study as well as future study direction.
