The Historical Change of Policies on Research Facilities and Equipment of South Korea

  • This study analyzed changes in the national research facilities & equipment (RFE) policies historically promoted by the Rho administration (2003~2007), Lee administration (2008~2012), Park administration (2013~2016), and Moon administration (2017~2019) in South Korea. By adding new variables such as policy goals and policy means to a model suggested by Hogwood and Peters (1983), policy change types and their flow could be better classified. Korean RFE policies showed various flows in the policy change types instead of a general flow, which is the order of policy innovation -> policy innovation -> policy succession -> policy succession. This finding indicates that each administration could pursue a higher-level policy change purposively. It is highly required to prepare policy development that devotes to organizing and operating a national council, reflecting in the government's comprehensive plan after evaluating policy effectiveness, improving items needed for the RFE status survey, and unifying the research equipment registration.

Analysis of Environmental and Socio-Economic Effects on the Adjustment of National Parks (국립공원 구역 조정에 따른 환경·경제·사회적 파급효과 분석)

  • As ten years have passed since national parks were adjusted and released inceptively, it is the time for evaluating the effectiveness of the national park policy and improving it on the basis of the evaluation result. In this study, the method of appraising the environmental and socio-economical ripple effect on the implementation of national park regulation were provided, based on the institutional consideration, the environment analysis, the survey of residents consciousness, the statistical analysis and so on. It is applied to target sites where were released from national parks, and the policy direction was suggested for sustainable use and management of national parks. National parks, that exhibit various characteristics depending on geographical and local conditions, were categorized through the statistical approach. Released sites from Seoraksan National park, where was categorized as the core national park for sustainable use and management, were evaluated environmentally based on the time-series analysis of environmental thematic maps and socio-economically based on the survey on residents perceptions. As a result of this study, the environmental effect of released sites has been declined or threatened, and the residents' economic, social and living condition in these areas are still not improved(p<0.05) since the adjustment of national parks. Based on the policy approach reflecting regional characteristics, natural resources are kept and enhanced for the sustainable use and management of national parks. And a consensus on the national park policy of national park should be developed between local residents and voluntary participation and public awareness should be attracted from them, based on the construction and the supplement of the infrastructure.

Study on Comparison of Korean and Japanese National Park Systems from the Conservation Perspective (보전적 측면에서 바라본 한국과 일본의 국립공원제도 비교)

  • Korea's national park system resembles that of Japan in many ways. In this study, National park Systems of the two countries are compared from a standpoint of their historical backgrounds to be formed and in aspect of its conservation by the main revision of national park laws in perspective. In conclusion it was found out that Korea's toleration-based regulations on building park amenities have gradually neglected the park conservation effort, whereas Japan's authorization-oriented regulations have streng thened their emphasis on park conservation. From the comparison as above, the polices to be modified for Korean national park are proposed as follows: 1. National park system, which values diversity of species, is to be proposed. For this, the Article 8 which allows a development of National parks, Enforcement Ordinance Article 4, The Article 18 of Law, Enforcement Regulation Article 6 & 7 of National Park Law should be reviewed for deletion and revision. 2. On the basis of the laws, zoning system should be readjusted by discriminated conservation policy. Also, the readjustment of zoning system should be enforced after thorough analysis and research on the value of natural resources in the national park. 3. Korea should closely review the recently revised Japanese laws on the national parks and nature revitalization promotion for applying them to conservation policy of Korean national parks.

Factors Affecting Beneficiary Satisfaction on Financial Aid Program for Cancer Patients in Korea (암환자 의료비 지원사업 대상자의 만족도 관련 요인)

  • Limited research has investigated the satisfaction of patients with cancer. This study was performed to explore patients' satisfaction and the related factors. The data were collected by telephone survey for the participants who were beneficiaries on the national financial aid program for cancer patients between January and October in 2009. Student's t-tests and analysis of variance were performed first to determine if the mean satisfaction score differed by the characteristics of study objects, followed by stepwise multiple regression analyses to examine the factors affecting satisfaction. When comparing the relating factors with patients' satisfaction according to the sociodemographic characteristics, the male, old-aged, higher educated, lower cancer stage, lung cancer group showed a significantly higher level of recognition for satisfaction. A public health center, better public relations, recognized more helpful, don't have expectation, put a person to expense, and don't feel pressured for medical cost groups were showed a higher level of recognition for satisfaction. The result of the multiple regression analysis, short waiting time, well known program policy, recognized helping of policy and had the financial burden had significantly influence on the satisfaction of patients with cancer.

Using the PAPM to Examine Factors Associated with Stages of Adoption for Stomach Cancer Screening (위암검진행태 단계의 관련요인 : PAPM을 적용하여)

  • Objectives: The aim of this study was to determine the distribution of stages of adoption in stomach cancer screening and elucidate differences among stages. Methods: A randomly selected sample of 712 Korean males and females aged 40 years or over were interviewed. Stomach cancer screening intention and behavior, sociodemographic characteristics, beliefs, self-efficacy and reinforcing characteristics were assessed. Results: The majority of participants were not on-schedule screening(unaware 3.2%, unengaged 20.8%, deciding about acting 24.0%, decided not to act 9.6%, decided to act 14.5%, acting 9.7%, maintenance 18.3%). Perceived susceptibility, perceived barriers, self-efficacy, other cancer screening experiences were significantly associated with higher compared to lower Precaution Adoption Process Model(PAPM) stages. Conclusions: This study appears to be applicable of the Precaution Adoption Process Model to understanding stomach cancer screening behavior. Our results suggest that it is needed to develop the tailored message for adherence of stomach cancer screening.

Forecasting Korean National Innovation System and Science & Technology Policy after the COVID-19

  • The COVID-19 is a pandemic that affects all facets of our life and will change many patterns in science technology and innovation. A qualitative study was conducted using Focus Group Interview involving ten industry-academia-research experts with the objective of identifying changes in Korea's national innovation system and science & technology policy after the COVID-19. Eight questions were designed, based on the major components of the national innovation system, such as companies, universities, and research institutes, to discuss the changes in the national innovation system and science & technology policy. Also, keyword analysis and cluster analysis were performed using the network analysis program VOSviewer. It is predicted that, in the wake of the COVID-19, Korea's national innovation system will shift to a new paradigm that is more decentralized, responsive, and autonomous. Furthermore, several policy agendas that can turn these changes into positive momentum of change in science & technology policy are presented.

Secure Attribute-Based Access Control with a Ciphertext-Policy Attribute-Based Encryption Scheme

  • An access control system is needed to ensure only authorized users can access a sensitive resource. We propose a secure access control based on a fully secure and fine grained ciphertext-policy attribute-based encryption scheme. The access control for a sensitive resource is ensured by encrypting it with encryption algorithm from the CP-ABE scheme parameterized by an access control policy. Furthermore, the proposed access control supports non-monotone type access control policy. The ciphertext only can be recovered by users whose attributes satisfy the access control policy. We also implement and measure the performance of our proposed access control. The results of experiments show that our proposed secure access control is feasible.
