This study presents an improved inspection system for slopes adjacent to educational facilities. For this, field investigations for 5 schools and 3 universities were performed to analyze the engineering stability of infrastructures, which ensure the safety of students and educational officers. Educational laws and the relevant enforcement are reviewed to understand the problems of current laws and enforcement. The results reveal that the engineering measures and reinforcement are required for the slopes of 36%. Also, the improvement of social awareness and regular inspection is needed to maintain the educational infrastructures. The suggested inspection system includes the fundamental and detailed checklists and guidance for non-engineering specialists.

Since the 2000s, the demand for private demolition works has been gradually increasing as the apartment housing market has been led by redevelopment and reconstruction. In the case of the military, the Ministry of National Defense is consolidating troops from each military unit to reorganize the unit structure in accordance with Defense Reform 2.0; the plan includes reducing the garrison used by each unit to 70% of its current level. Accordingly, the demand for demolition work in the military is also expected to increase. However, the military regulations do not reflect the relevant laws that have been revised recently. This study identifies regulations and system improvements for demolition work suitable for the military based on an analysis of accident cases that have occurred during demolition work, of domestic and foreign laws and regulations related to military demolition work, and of the problems with current military safety management at each stage of planning, design, and construction. The study subsequently proposes improvements for military demolition work, including budget execution adjustment, the establishment of training courses, on-site inspections, the development of guidelines for military demolition work, the provision of risk assessment standards, and the need for the qualification of equipment operators.

4차 산업혁명이 화두로 등장하면서 블록체인에 대한 관심과 함께 블록체인을 활용한 다양한 플랫폼이 등장하고 있다. 블록체인 기술의 발전을 위해 관련 법률과 제도의 정비가 요구되고 있다. 이러한 측면에서 국내 블록체인 관련 법률 및 제도를 분석하여, 한계점을 도출하고 개선방향을 제시하였다. 연구방법은 문헌연구를 통하여 연구문헌과 관련 법령들을 분석하였다. 전체적인 법률과 제도를 한 번에 분석하기는 어려운 일이어서 블록체인 산업 활성화와 정보보호를 중심으로 우선적으로 필요한 법률과 제도를 살펴보았다. 분석 결과 전자거래 및 전자금융거래의 범위, 전자상거래, 전자서명, 수출입, 정보보호, 블록체인 산업진흥 및 연구 등에 관한 법률적 개선이 필요하다는 것을 확인하였다. 이를 통해 효과적인 블록체인 산업 활성화와 정보보호의 균형 있는 발전을 기대한다. 향후 각 항목에 대한 법조항과 제도에 대한 개별적인 연구가 진행될 수 있다.

본 연구는 한국소비자원의 2019 한국 소비자 시장평가지표를 활용하여 소비자 의사결정 여정(CDJ) 관점에서 소비자 시장평가 항목을 계층화하고 법/제도의 소비자지향성과의 관계를 파악하는 연구이다. 즉, 소비자시장평가 항목을 선택비교단계, 선택결정단계, 구매 후 경험단계로 구분하고 CDJ 모형의 경험에 해당하는 불만피해 여부를 조절변수로 활용하여 법/제도의 소비자지향성과의 관계를 계층화한 모형을 제시 및 검증하였다. 연구 결과, 소비자지향성을 평가하는 소비자시장 평가지표 변수들간의 관계는 소비자 의사결정 단계에 따라 계층화할 수 있으며, 법/제도의 소비자지향성과의 관계에 긍정적인 영향을 미치는 것으로 나타났다. 또한 소비자 피해경험의 유무에 따라 소비자시장평가(신뢰성, 가격)가 법/제도의 소비자지향성에 미치는 영향이 상이하게 나타났다.

사이버세계는 국가와 국민의 인프라를 구성하고 통제한다. 사이버 공격과 개인정보유출로 국민경제 피해 및 국가 안보가 위협당하고있다. 2014년 12월 사이버 해킹공격으로 한국수력원자력의 원자력 냉각시스템 설계도면이 유출된적이 있으며, 청와대 홈페이지 해킹, KBS 방송국 해킹 등 사이버사고의 발생하였다. 이에 따라 정보통신기반보호법, 정보통신망이용촉진 및 정보보호등에 관한법률, 개인정보보호법이 시행되고있으며, 앞서가는 첨단 기술로 무장한 해커의 공격을 막기는 어려우나 인터넷 정보화 사회에서 형식적인 요건으로 개인정보보호법을 지켜야 하는 개인정보책임자 양성방안을 제안하고자 한다.

It is estimated that about 2,515 persons have been injured by conveyor for the past five years(2013 ~ 2017). Conveyors used in various industrial sites for transporting iron ore, coal, courier goods, etc., have various incidents such as a worker putting on or pulling a part of the body or work clothes on the driving part during maintenance. It is necessary for preventing similar accidents to conduct various researches. In order to propose the basis for revising laws and standards for the safety standards of the full cord switch to prevent conveyor accidents, this study compares Korea's Industrial Safety and Health Law (KISHL) with those of IEC, EN, Canada, and Australia. In addition, surveys of conveyor use plant and full cord switch domestic and foreign manufacturers was conducted. In this study, domestic and overseas related laws and technical standards compare and analyze to prevent conveyor accidents. In addition, we propose extension of safety certification for full code switch, establishment of safety inspection standard, and improvement of working method regulation through actual working condition investigation. It can be used as a basis for revising the occupational safety and health regulation and related notices, and thus contributing to enhancing the safe atmosphere of the conveyor business and improving the safety consciousness of the concerned persons.

It is being tried to control robot arm using brain signal in the field of brain-machine interface (BMI). This study is focused on applying guidance laws for efficient robot arm control using 3D coordinates obtained from Magnetoencephalography (MEG) signal which represents movement of upper limb. The 3D coordinates obtained from brain signal is inappropriate to be used directly because of the spatial difference between human upper limb and robot arm's end-effector. The spatial difference makes the robot arm to be controlled from a third-person point of view with assist of visual feedback. To resolve this inconvenience, guidance laws which are frequently used for tactical ballistic missile are applied. It could be applied for the users to control robot arm from a first-person point of view which is expected to be more comfortable. The algorithm which enables robot arm to trace MEG signal is provided in this study. The algorithm is simulated and applied to 6-DOF robot arm for verification. The result was satisfactory and demonstrated a possibility in decreasing the training period and increasing the rate of success for certain tasks such as gripping object.

This study tried to propose the guidelines for the ecological preservation zoning in Korea. So some related laws and regulations were inspected, which were Natural Environment Preservation Act, Nature Park Act, Cultural Asset Conservation Act, Forest Act and Urban Planning Act. In these acts, I could find several concepts related to the ecosystem that are described as the protection area. But there aren't detailed and practical characteristics in those concepts. So for making the practical concept of ecosystem preservation, I considered Multiple Use Module, Wildlife habitat model, and Environmental evaluation model. Thorough this step, the process and methodology was established for evaluating and analysing. The potentiality of the GIS system was inspected. So the TM5 scene of the site was acquired and processed by ER-Mapper, Idrisi, Arc/Info and Arcview. And several digitized data were input by scanning and vecterizing. The Erdas format was mostly exchangeable to any program. The site is the Byonsan Peninsula National Park. The forest stand information and topographic data were digitized, types of which are forest year, DBH, density, slope, aspect etc. And also the watershed boundary, roads and paths, natural and cultural resources were mapped and analysed. Modelling of preservation suitability found the dispersed patterns for the best suitable zone through all the site. And the development potential areas were checked on downwatershed. This patterns are thought to result from the forest location for the wildlife habitat and the low altitude and no-steep slopes for developing. And Early warning system concept was introduced by overlapping these two patterns on the both potential area. As the conclusions, I proposed that the preservation zone be assigned according to the watershed unit as the main ecosystem zone. This main area should be linked by the eco-corridor through the point type eco-system. Finally, I thought the comprehensive information system should be established for making the rational and efficient decision making in natural area.

The European Union(EU) bas enacted a series of directives including the Directive on Electronic Commerce and started harmonizing the national laws in this area. As a result of this effort, Electronic, Commerce bas been vitalized as a part of Information Society Services. This article would be helpful to analyze the new legislations of the EU and to show their essentials as seeming free movement of goods and services by Electronic Commerce in the community. Therefore, this article would be useful to draw up a plan of South Korea Legislations on Electronic Commerce.

기후위기가 심각해지는 현 시점에 서식처 보호 및 복원과 생물다양성 보전 등 도시공원의 생태적 기능의 중요성이 증가하고 있다. 생태공원은 「도시공원 및 녹지 등에 관한 법률」과 「자연공원법」이 정한 공원의 유형에 해당하지 않아 전국적으로 조성되는 수많은 생태공원의 법적 근거 역시 다양하고 관리주체도 상이하여 체계적으로 지정·관리되지 못하고 있는 현실이다. 도시공원 패러다임의 생태적 전환과 국토 생태계의 총체적, 통합적 관리를 위한 자연공원 체계의 개선을 위해 생태공원의 법적 지위를 명확히 하는 것은 중요하다. 이를 위해 관련 법령을 분석하여 문제점과 법제적 개선 방향을 도출하였다. 첫째, 국토교통부와 환경부 법률의 연계성이 떨어지고 이원화된 공원 체계 속에 생태공원의 법적 지위는 모호한 것으로 나타나, 공원 관련 법제의 개정을 통해 생태공원을 명확히 규정해야 한다. 둘째, 생태공원은 생태계의 보호와 복원, 생물다양성의 보전과 증진, 자연관찰과 생태학습 및 여가활동의 균형을 도모하며 생태적 방법으로 조성·관리되는 지속가능한 공원으로 정의할 수 있으며 지속적인 논의를 통해 다듬어가야 할 것이다. 셋째, 공원 관련 행정 협력 체계에서 국가와 지방자치단체의 역할을 체계화하고 거버넌스 구축을 통해 새로운 공원조성·관리 모형을 수립해야한다. 넷째, 생태공원 서식처의 특성은 개별법의 영향을 받으므로 시설 중복결정의 가능성을 열어둘 필요가 있다. 다섯째, 생태공원의 목표, 원칙, 시설물의 조성 기준을 갖추도록 세부 지침과 표준 조례가 필요하다. 여섯째, 법률의 개정과 더불어 지자체의 조례 역시 구체화되어야 한다. 이 연구는 생태공원을 제도적으로 명확히 규정해야 한다는 문제의식을 기반으로 현재 생태공원과 관련된 다양한 법적 현실을 추적한 문헌 연구이다. 다양한 이해관계자들의 의견을 실증적으로 반영하지 못한 한계를 가지나, 이러한 법적 고찰은 생태공원 조성 기반을 체계화하여 도시의 생태계를 보전하며 시민들에게 자연체험과 학습의 기회를 제공할 수 있는 정책 방향을 제시하는데 기여할 수 있다.
