Unexpected massive disasters have occurred around the world, causing enormous socio-economic damage. The military has long been enacting laws, organizing organizations and establishing systems for crisis and disaster management, but it did not consider the situation when military essential functions were suspended due to unpredictable and massive disasters. With the September 11 terrorist attacks, the U.S. military has developed COOP strategy aimed at continuing military essential functions in all crisis, and is contributed to national continuity by ensuring uninterrupted national security functions. Korean military has established a crisis and disaster management system, but focuses on managing and controlling disasters and crisis situations. Korean military needs a system to guarantee military essential functions even in national crisis beyond its management capabilities. In this study, We compared and reviewed the U.S. administration and military COOP guidelines and directives, ISO22301 international standards., and developed planning guidelines suitable for the Korean military situation by responding to detailed items based on ISO22301. In particular, the U.S. military(DoD, Army, Navy, Air Force) COOP guidelines were drawn and incorporated into the guidelines(such as protection and succession of command authority, the fulfillment of essential functions and operational security, etc.). The planning guidelines are expected to be used as reference materials for the introduction of COOP systems in the military and the establishment of plans in the future.
The research grasps water quality contamination source by investigating the data that are superordinate laws and the related plans implemented for establishing water quality improvement measures of upper stream for Chung-Ju Dam, present conditions of the hydraulic and hydrology, the present conditions and plans of environment basic facilities, and present conditions of main contamination source's occurrence load and discharge load, etc. The research used the QUAL2E simulation which is being widely applied to simulation of river water quality because the QUAL2E has high credibility among water quality simulations known throughout the country. On basis of this research, regulations and politic alternatives are required in order to water quality improvement upper stream for the Chung-ju dam, especially establishing processing facilities in the region where loading amount is concentrated should be considered with the additional research regarding cost-efficient facility of pollution source.

The Sixteenth Meeting of the Conferences of Parties of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which was held in March 2013 in Bangkok, Thailand, listed five shark species and one genus, and uplisted one sawfish species. All new species listings will be come into force of the eighteen months delay, on the fourteenth of September, 2014. The purpose of the delay is to support the preparation of the domestic measures on shark trade by the parties, as there has been no previous experience in trading the commercially exploited aquatic species in the CITES. The CITES Secretary-General has visited several potential shark trade countries to encourage and facilitate the implementation of the new CITES listings. The newly listed sharks have been caught as a target or non-target species by Korean distant water fisheries and introduced into Korea. So the establishment or change of the domestic laws, regulations, and measures for the implementation of the new CITES species must be prepared before the effective entry date. This paper is prepared to assess the effects of the trade of the CITES listed shark species, and to suggest effective government service measures for the management of Korean distant water fisheries. The Ministry of Environment (MOE) is the general Management Authority of the CITES, and the Ministry of Food and Drug Safety (MFDS) is in charge of the medical trade of CITES listed species in Korea. By law, all imported medicines and medical materials must be inspected by the MFDS during the customs examination; this kind of authority sharing is reasonable and effective way of providing government service. Similarly, the designation of new CITES Management Authority for the trade of commercially exploited aquatic CITES species is critical and the Ministry of Oceans and Fisheries (MOF), which is now in charge of the trade of fisheries products, is the most appropriate governing body for this purpose in Korea. The revision of the National Plan of Action for Conservation and Management of Sharks, initially submitted to the Food and Agriculture Organization (FAO) of the United Nations in 2011 as a practical guideline for shark conservation in all Korean fisheries, could be a effective measure to achieve unification of conservation of endangered species and sustainable use of fisheries stocks. The proper CITES measures for the trade of listed species, such as the establishment of the documenting system for Non-detriment Findings, domestic measures suitable for the "Introduction from the Sea" clause, species specific Harmonized System Codes for the customs service, and an effective shark catch data reporting system should be in place prior to the fourteenth of September 2014.
In December 2012, a pile driving boat sunk off the coast of Ulsan port in Korea. The cause of capsizing of these boats was considered a complex problem. Although Korean Ship Safety Technology Authority concluded that leaders (cranes) of the vessel were designed with sufficient safety factors, National Forensic Service concluded that the capsizing was caused by the failure of leaders. This study reviewed the related laws, strength calculations, and structural analysis methods used by the Korea Ship Safety Technology Authority. In addition, numerical simulations were carried out on hydrodynamic analysis and structural analysis to analyze the cause of vessel capsizing based on the rules of the Korean Register of Shipping. The results were similar to those found by National Forensic Service. In conclusion, the study suggested that inspection especially for a pile driving boat subjected to the Korean Register of Shipping rules should be carried out to prevent the similar accident.

Environmental pollution including air, land, and water has become one of the most critical issues in global interest. The damages due to environmental pollution lead to serious disasters. Nations have realized the importance of environment protection and have been starting to force organizations to implement environmental management system (EMS) as way of protecting environment. ISO 14001 requirements that are the most popular standard as EMS have been developed to support continuous improvement to environment management. It has been revised once since publication and ISO 14001 : 2004 version is currently available. Organizations globally started to acquire the certificate of EMS to observe environment related laws, accept customers' and stakeholders' request, increase market share, and fulfill implementation motives. This article examines the audit data that were collected for several years from manufacturing companies including shipbuilding, machinery, metal, automobiles, and chemical companies in southeastern Korea on the basis of ISO 14001 : 2004 requirements. The audit data were classified into minor nonconformities based on factors such as business size, business type, and EMS implementation period. We conduct hypotheses test using statistical methods in order to see if there are any significant differences based on the factors. We draw conclusions for the results of hypotheses test and address the necessities of energy, greenhouse gas, green management, and continuous improvement to enhance the efficiency of EMS implementation.

Hazardous organic solvents management as prescribed by presidential decree in Korea is reviewed. The status of import, manufacture, and circulation of organic solvents was investigated. Problems inherent in the management of organic solvents in the electroplating, metal degreasing, and dry cleaning industries were discussed. The chemical substance management system in Korea was compared to those of foreign organizations. A walk-through check list was developed and then used to assess the actual conditions and potential hazards of chemical substances in these industries. The questionnaire could be used to develop a chemical management system and protect workers from hazardous substances. Based on the results of the site survey, MSDSs were not integrated appropriately into the workers education and were not readily accessible to employees. In the case of the dry cleaning industry, the new dry cleaning solvent used as a substitute includes a lot of potentially hazardous organic solvents. This research is preliminary. It is recommended that a national survey be performed to better identify the current situation. Because chemical substances are regulated by thirteen laws in seven executive branches, management systems often overlap, resulting in ineffective control. Using the above results, a model for managing chemical substances was developed. This will more efficiently provide MSDS information to workers covered by the presidential decree and allow the construction of a management system database for better cooperation with the executive branches in Korea.

This study analyzed mathematical processes elaborated in the mathematics curricula of Korea, China, Japan, and the US. Ten mathematical processes were extracted: (a) learning of concepts, principles, laws, and skills; (b) problem solving; (c) reasoning; (d) communication; (e) representation; (f) connections; (g) creativity; (h) character-building; (i) self-directed learning; and (j) positive attitude toward mathematics. This study specified the meaning of such processes and their sub-domains, noticing similarities and differences among the curricula. On the basis of the results, this study includes suggestions for the development of next mathematics curriculum in Korea.

Countries around the world have already taken direct and indirect measures to warn of the harmful effects of mobile phone electromagnetic waves. On the other hand, in the Republic of Korea the installation of Wi-Fi has been expandedwithout restrictions by location, and there is a widespread atmosphere of protesting human rights violations even if young students cannot use mobile phones, ignoring problems caused by the use of mobile phones. Human brain cells are increasingly exposed to electromagnetic waves of mobile phones as the penetration rate of smartphones grows.In order to solve the long-lasting question of whether electromagnetic waves from mobile phones will harm the human body, many studies are being conducted in various countries around the world, andthe recently published findingshave warned of the potential for harm. The labeling of electromagnetic waves alone is not sufficient to raise awareness about the dangers of electromagnetic waves. It is necessary that the Republic of Korea organize and operate a national electromagnetic wave research center in line with its status as an IT powerhouse, along with the revision of the Radio Wave Act, which directly warns the public about the hazards of mobile phone electromagnetic waves and can directly impose obligations on the mobile phone industry.
This study focuses on Korea's traditional-style soryebok, in terms of its foundation, progression, and structural features. The research methods employed here include literature analyses of relevant laws and an official daily gazette, and practical analyses of artifacts and photographic documents. Especially, the artifacts of heukdannyeong(black uniform for officials with a round neck) in the form of chaksu(tight sleeves) were examined, which was regulated as soryebok in Eulmiuijegaehyeok. The term "soryebok" firstly appeared in "使和記略"(Sahwagiryak) written by Park Yeong-hyo, a foreign envoy to Japan, in 1882. Emperor's invitation written in the book asked him to wear daeryebok at the ritual and soryebok to the banquet. Soryebok was not adopted in Gapshinuijegaehyeok in 1884. However, several illustrated documents of the modern banquets at that time reveal that sabok, which was included in the 1884 reform, was used as soryebok. According to the Gapouijegaehyeok in December 1894, courtiers were required to wear heukdannyeong as daeryebok, and add juui(topcoat) and dapho(sleeveless coat) as tongsangyebok when they visited the royal palace. In Joseon's first daeryebok system, the term "tongsangyebok" that had been used in Japan was employed before soryebok was used. According to Eulmiuijegaehyeok in August 1895, the term "soryebok" originated from a costume ritual for courtiers of the Joseon Dynasty. Soryebok featured heokbannyeong chaksupo, samo (winged hat for officials), sokdae(belt), and hwaja (shoes for officials). There are around 24 artifact pieces of heukdannyeong in the form of chaksu(tight sleeves) in the following locations: garments of Prince Heungwangun and Wansungun, the court artifacts, Korea University Museum, Yun Ung-ryeol's family housed at Yonsei University, and Kyungwoon Museum. Artifacts have mu(godet) pulled back and a topcoat-like triangular mu. In conclusion, heukdannyeong, traditional-style soryebok has significance in the history of modern dress because streamlined traditional clothes and newly introduced Western dress system were able to be combined.

To live in an apartment and an officetel, it is necessory for residents to write a lot of informations about themselves. Therefore massive privacy files about apartment's residents is inevitable and it is managing in its own way. A privacy accident in an apartment houses would be a big society problem. This study examined 'tenant list' to find out what it collects and what it's problems are and proposed some vairous measures about the privacy improvements like items reduction & consent process improvement in an apartment house and an officetel from privacy laws perspective.
