Using Balanced Scorecard to Explore Learning Performance of Enterprise Organization

  • In the early industrial age which with high intensity of machine and labor, using financial measurement index was good enough to tie in company's mechanization and philosophy of management and been in efficiency. But being comply with "New Economic age," a new economic environment is full of knowledge and information, the enterprise competition had changed from tangible assets, plants to intangible innovation ability of knowledge. As recognizing the new tendency by enterprise, they value gradually the growth and influence from learning. Practice of organization learning not only needs firm structure and be in coordination with both hardware and software, but also needs an affect measurement model to offer enterprise to estimate learning performance. It's a good instrument of financial performance measure mold in the past years, But it's for measuring the past, couldn't formulate enterprise trend to future, hard to estimate investment for future, such as development of products, organization learning, knowledge management etc, as which intangible assets and knowledge ability just the key factors of being win around competition environment in the future. In 1992, Kaplan and Norton brought up Balance Scorecard (BSC) on Harvard Business Review, as an instrument helping enterprise to measure performance, which is being considered to be a most influence management instrument. It added non-financial index such as customer, internal process and learning growth besides traditional financial index, as offering enterprise an index to measure and manage intangible assets and intellectual property. As being aware of organization learning is hard to be ignored in the new economic age, this research is based on learning and growth of BSC, and citing one national material company try to let the most difficult measurement performance of organization learning, to be estimate through BSC, analyze of factor and individual case, to discuss the company how to make the related strategy and vision of organization learning to develop learning and growth of the structure of BSC, subject the matter of out put factors to be discussed, and measure the outcomes as a result of research. The research affect offers (1) the base implement procedure of carrying out BSC; (2) the reference of formulating measurement index while enterprise using BSC to estimate performance of organization learning; (3) the possibility bottleneck maybe forcing while carrying out BSC, to be an improvement or preventive for enterprise.

  • The purpose of this study is the suggestion for national railroad system policy at the changing environment such as rail restructuring and high speed rail open in 2004, especially railroad safety management system through the comparison between countries. This kind of comparative study will give the effective measure for building the safety management and ensuring their roles of organizations, construction authority and operating companies.

CEO Humble Leadership and Corporate Social Responsibility: The Moderating Effect of Firm Slack

  • Purpose: Strategic management scholars have investigated the effects of corporate social responsibility (CSR) on firm financial performance, identifying various impacts of CSR activities showing conflicting results. Meanwhile, relatively less attention has been paid to the antecedents of CSR activities. According to upper echelons theory, organizational outcomes are predicted by characteristics of CEOs and top management team members. Corporate social responsibility is a type of organizational outcome influenced by such top leader characteristics and choices. Recognizing the importance of exploring new antecedents of CSR activities, I examine whether CEO humility affects CSR outcomes. Research design, data and methodology: The KEJI index was set as a dependent variable to measure CSR activities. Among the 200 sample companies registered in the KEJI database in 2014, 85 companies were finally selected and analyzed to measure CEO humility, as independent variable. I also examine the moderating effects of firm slack on the relationship between CEO humility and CSR activities. Results: There is a positive relationship between CEO humility and corporate social responsibility activities and this relationship is negatively moderated by firm slack. Conclusions: This paper contributes to understanding positive impacts of having humble CEOs on corporate social responsibility outcomes and recognizes the role of firm slack.

A Study on the Improvement Plan of the National Assembly Records Management System: Parliament Activity Records (국회기록물 관리 체제 개선 방안 연구: 국회 의정활동 기록물을 중심으로)

  • This study aims to provide alternative strategies by analyzing the current records management system of the National Assembly. The study also defines the concept of parliamentary activity records based on the analysis of the parliamentary organization and its work, and checks the status of such system through the National Assembly Archives and the Constitutional Memorial Hall. In addition, the study derives institutional problems of the National Assembly records management structure by examining the current law. Therefore, the study proposes the Act on the Management of National Assembly Records, referred to as the Special Act on the Records Management Act, as an improvement measure. Furthermore, the Act aims to establish an intermediate records management system in the National Assembly and transfer the collection function of the constitutional memorial to the National Assembly Archives for the integrated management of parliamentary activities records.

  • The maintenance management system of domestic public facilities is shifting from the concept of diagnosis and repair for maintaining safety of facilities to performance evaluation method that improves and maintains the performance of facilities. However, in Korea, the performance evaluation method for the maintenance of facilities has not been established, so the performance evaluation has not been properly performed. In this study, we propose an asset management model that introduces the concept of performance evaluation to complement the simple maintenance strategy focused on safety management of current facilities. This model differentiated from the existing model by proposing a method for using WBS as a method for collecting facility maintenance information. This model proposed the most important level of service evaluation method and performance measure factors in the performance evaluation of facilities, and conducted a case analysis to assess the appropriateness of this model.

Validation of the International Classification of Diseases 10th Edition Based Injury Severity Score(ICISS) (ICD-10을 이용한 ICISS의 타당도 평가)

  • Objective : To compare the predictive power of International Classification of Diseases 10th Edition(ICD-10) based International Classification of Diseases based Injury Severity Score(ICISS) with Trauma and Injury Severity Score(TRISS) and International Classification of Diseases 9th Edition Clinical Modification(ICD-9CM) based ICISS in the injury severity measure. Methods : ICD-10 version of Survival Risk Ratios(SRRs) was derived from 47,750 trauma patients from 35 Emergency Centers for 1 year. The predictive power of TRISS, the ICD-9CM based ICISS and ICD-10 based ICISS were compared in a group of 367 severely injured patients admitted to two university hospitals. The predictive power was compared by using the measures of discrimination(disparity, sensitivity, specificity, misclassification rates, and ROC curve analysis) and calibration(Hosmer-Lemeshow goodness-of-fit statistics), all calculated by logistic regression procedure. Results : ICD-10 based ICISS showed a lower performance than TRISS and ICD-9CM based ICISS. When age and Revised Trauma Score(RTS) were incorporated into the survival probability model, however, ICD-10 based ICISS full model showed a similar predictive power compared with TRISS and ICD-9CM based ICISS full model. ICD-10 based ICISS had some disadvantages in predicting outcomes among patients with intracranial injuries. However, such weakness was largely compensated by incorporating age and RTS in the model. Conclusions : The ICISS methodology can be extended to ICD-10 horizon as a standard injury severity measure in the place of TRISS, especially when age and RTS were incorporated in the model. In patients with intracranial injuries, the predictive power of ICD-10 based ICISS was relatively low because of differences in the classifying system between ICD-10 and ICD-9CM.

  • Korean construction industry is facing downtime mood and need more productivity. In order to successfully accomplish the construction project with more productivity, systematic and reasonable schedule management techniques should be developed and utilized. Therefore, in this study, first, a current status of the schedule management in the construction site is identified and the improvements in the schedule management are suggested. And, the effective schedule management technique in the construction site is proposed based on the in-site experience of the researcher. In order to find solutions, survey questionnaires designed to measure the understanding of process management and measure perception of the importance of schedule management. Total twenty nine field engineers who are performing schedule management of construction project at domestic civil engineering construction site were participated in the survey, and In-depth interviews were conducted. Eleven construction sites are inspected. Finally, a simple and effective schedule management technique including from WSB classification to schedule analysis, performance management, and performance improvement is proposed based on the inspection of current status of schedule management in civil engineering construction site.

Classification of Soil Desalination Areas Using High Resolution Satellite Imagery in Saemangeum Reclaimed Land

  • This study was aimed to classify soil desalination area for cultivation using NDVI (Normalized difference vegetation index) of high-resolution satellite image because the soil salinity affects the change of plant community in reclaimed lands. We measured the soil salinity and NDVI at 28 sites in the Saemangeum reclaimed land in June 2013. In halophyte and non-vegetation sites, no relation was found between NDVI and soil salinity. In glycophyte sites, however, we found that the soil salinity was below 0.1% and NDVI ranged from 0.11 to 0.57 which was greater than the other sites. So, we could distinguish the glycophyte sites from the halophyte sites and non-vegetation, and classify the area that soil salinty was below 0.1%. This technique could save the time and labor to measure the soil salinity in large area for agricultural utilization.

  • As the mobile internet service market is rapidly growing, measuring and managing the service quality become a more critical issue to the service providers. Thus the purpose of this study is to compare SERVQUAL, SERVPERF, and non-difference score measures and to determine which one is superior to measure the service quality of the mobile internet service. This study also aims to analyze the structural relationship between the service quality, customer satisfaction and behavioral intentions (repurchase intention and word-of-mouth). For the purpose, survey data were gathered from the respondents who have used the mobile internet services and an empirical test was conducted. As the first research result, it was revealed that the non-difference score measure showed a much better model than other service measuring models (SERVQUAL, SERVPERF). And the second result was that two service quality factors (tangibles and empathy) among the mobile internet service quality factors significantly influenced the customer satisfaction and also the customer satisfaction had a significant effect on the repurchase and word-of-mouth.

Economic Design of $\bar{X}$ Control Chart Using a Surrogate Variable (대용변수를 이용한 $\bar{X}$ 관리도의 경제적 설계)

  • The traditional approach to economic design of control charts is based on the assumption that a process is monitored using a performance variable. However, various types of automatic test equipments recently introduced as a part of factory automation usually measure surrogate variables instead of performance variables that are costly to measure. In this article we propose a model for economic design of a control chart which uses a surrogate variable that is highly correlated with the performance variable. The optimum values of the design parameters are determined by maximizing the total average income per cycle time. Numerical studies are performed to compare the proposed $\bar{X}$ control charts with the traditional model using the examples in Panagos et al. (1985).
