MAA Digital library Workshop, October 6-8, 2006 was held at the newly completed Carriage House Conference Center at MAA Headquarters. This workshop is designed to inform participants about the Mathematical Sciences Digital Library (MathDL), the new MAA Math Gateway project, and the National Science Digital Library (NSDL) and to enable participants to conduct short sessions publicizing these online resources at MAA Section Meetings. The workshop was conducted by Lang Moore, David Smith, and Eileen McIlvain. Major support is being provided by the National Science Foundation through the National Science Digital Library Program. We introduce what was in there and how we properly use and publicize them and add what we could do.

국가도서관은 한 국가의 지식문화유산인 국가장서를 집중적으로 개발 보존하고 제공해야 할 책무를 지니고 있으며, 이러한 국가적 책무를 수행하는 기관으로서의 정체성과 위상을 유지하기 위해 국가장서의 개발 관리를 위한 장서개발정책의 수립이 필수적이다. 이를 근거로 이 연구는 국립중앙도서관 장서개발정책의 기본적 원칙과 지침을 설정하고 유형별, 매체별, 주제별 장서개발을 위한 지침을 요체로 하는 최적의 정책모형을 제안하였다. 그 기본방향은 모든 관종을 대표하는 국립도서관, 국내의 모든 정보자료를 제출받는 납본도서관, 한국인의 정신세계와 지식문화를 축적 전수하는 보존도서관, 인터넷 정보유통을 선도하는 게이트웨이로서의 정체성과 역할로 설정하였으며, 주요 국가도서관의 장서개발정책을 분석하여 구성체계, 구조적 및 내용적 특징을 도출하고 이를 근거로 선택적으로 벤치마킹하되 변용하였다. 결과로 서문, 장서개발의 대상, 주체, 방법, 장서개발의 우선순위와 기본원칙, 장서개발 기본지침, 주제별 집서수준 지침, 보존관리 및 제적 폐기 지침, 협동장서개발 전략, 장서개발정책(CDP)의 관리주체 및 개정주기로 구성된 국가도서관 장서개발정책 모형을 제시하였다.

이 글의 목적은 우리나라 대학도서관정책의 외형과 속내를 들여다 보면서, 현재 대학도서관계가 당면해 있는 문제의 본질과 원인을 정책적 관점에서 밝혀내고, 향후 대학도서관정책의 건강성을 회복하기 위해 선결해야할 과제에 대해 논의하는데 있다. 이를 위해 이 연구에서는 첫째, 우리나라 대학도서관정책의 문제점을 정책의 로드맵인 '발전계획' 등을 통해 세밀히 검토하고, 둘째, 문제의 원인을 정책의 근간인 관련 법규와 제도, 정책추진체계의 핵심 요소인 정책기구, 행정조직, 전문직 단체 등의 역할과 기능을 통해 분석하며, 마지막으로, 우리나라 대학도서관정책이 제대로 서려면 정책의 내용과 추진체계에 있어 어떠한 개선책이 필요한지에 대해 제언하고 있다.

In modern times, it has been a most imporant problem for the community to make nation's information resources a\-ailable to all the people ~vithf ree and even access. In Nelson Associate's National platz for library service appeared in 1948, 50 million Americans were served by public libraries with inadequate service and 35 million have had no library service. Library Services Act signed bq- President Eisenhower in 1956 was a result of continuous efforts of AL.1 for 20 years. It aimed to extend public library service to rural population less than ten thousands. LSA was succeeded by LSCA in 1964 and continued with several amendments so far. 620 million dollars of Federal funds were put into local library administrati1.e agencies during 1957-1974 for the extension of library service and construction of library buildings. Federal funds also encouraged local library administrative agencies to ha\-e more interest in library and information service and carry out their own library programs. However, there are many current problems in Amierican pubic libraries still now, that is, uneven growth of public libraries, uneven distribution of information resources, inadequate library service to a large part of population, insufficient supply of library funds, lack of nationwide library network beyond local admini-strative jurisdictions and so on. National Advisory Commission on Libraries, Committee on Libraries, National Conference of Library and Inforination Science are results of government efforts to meet those problems and carry out effecti1.e nation's library policies. In other part, Congress authorized to open the White House Conference on Library and Information Science before 1978 to make a reco:nn:endation fostering the library use. It is expected that the elected President Carter will put more efforts in developing library and information services, for LSA and LSCA were mainly pushed ahead by Democratic Party. In conclusion I could find some factors through these analysis that would be of some help to develop nation's library and information services, especially in developing countries.

국립중앙박물관 도서관은 국가 대표 박물관 도서관으로서 박물관 자료의 수집 정리 열람서비스를 제공하고 있다. 박물관 도서관의 제한된 예산, 인력, 낮은 인지도를 고려할 때 국립중앙박물관 도서관의 역할은 중요하다. 본 연구는 전문도서관으로서 국립중앙박물관 도서관의 정체성 확립 및 발전방안을 도출하는 것을 목적으로 한다. 이를 위하여 국립중앙박물관 도서관 현황조사, 선행연구, 국내외 사례조사, 이용자 면담 및 전문가 면담을 실시하였다. 연구결과로 박물관 도서관의 정체성을 확립하고, 박물관이 수행하는 주요 업무인장서, 서비스, 인력에 대한 전문성 확보를 위한 방안은 물론, 박물관 내에서의 도서관 역할을 증대하고 인지도를 확보하는 방안을 제시하였다.

The necessity of computerizing the Central National Library of Korea has been widely recognized. The purpose of this research is to develop Korean Machine Readable Cataloging system as a first step toward an integrated library system and suggests the ways of utilizing the MARC file in Korean libraries as well as in the Central National Library. In this paper the following studies are included: 1. An analysis of the functions and current procedures of the Central National Library 2. Development of a standard record format for KOR MARC 3. Production and utilization of KOR MARC files 4. Identification of problems in developing KOR MARC system In conclusion, the following recommendations are made: 1. Standardization of the internal code and input/output equipments should be proceded for hangul and chinese data processing. 2. The libraries planning or having accomplished computerization process should be cooperative in standardizing and distributing bibliographic data bases including KOR MARC tapes. 3. Training of competent librarians and strong support from the government are required for a successful implementation of the Library's computerization project.

국립중앙도서관의 국립디지털도서관 설립이 추진되면서 디지털도서관의 성공적인 운영을 위한 정책수립에 대한 관심과 기대가 고조되고 있다. 그동안 국내의 경우 도서관정책과 관련된 연구나 지원은 매우 한정적이었으나 앞으로 급변하는 정보환경에서 발전해가야 하는 디지털도서관 환경과 문제점을 고려할 때 체계화되고 구체화된 정보서비스정책의 수립은 선행되고 지속적으로 발전되어야 할 과제라고 할 수 있다. 이에 본 연구에서는 디지털도서관 정책수립과 관련된 문헌조사와 해외 사례조사를 통하여 앞으로 국립디지털도서관을 비롯한 디지털도서관 정보서비스정책 수립을 위한 핵심요인과 과제를 추출함으로써 디지털도서관 정보서비스정책수립의 새로운 방향을 제시하고자 한다.

In order to establish a digital-based use environment for the provision of new information services suitable for the 5G era, it is necessary to discuss the direction of service provision by the National Library of Children and Young Adults in the 5G era. Based on utilization services in other fields, library services in the 5G era, including the development and provision of employee education and training services, ultra-high-definition and 360-degree realistic contents and education on library use, provision of multi-dimensional realistic media streaming broadcasting services, provision of telepresence education programs, activation of virtual communities, implementation of hologram performance halls/exhibit centers, and provision of unmanned book delivery services, environment monitoring, safety monitoring, and customized services, were proposed. In addition, based on 5G service, 5G technology, and library application direction, advancing into a producing and supporting base for ultra-realistic and immersive contents in the 5G era, strengthening online and mobile services in the non-contact era, and establishing a smart library environment were proposed as the service provision direction for the National Library of Children and Young Adults in the 5G era.

유엔 산하의 전문기구인 세계보건기구(WHO)는 지구촌 장애인이 10억 명(또는 세계 인구의 15%)을 상회하는 것으로 추정하였다. 장애인의 지식정보 욕구는 비장애인과 동일함에도 세계시각장애인연합(World Blind Union)에 따르면 장애인이 접근할 수 있는 자료포맷은 선진국마저 연간 출판된 도서의 10% 미만으로 추산되고 있다. 어느 국가를 불문하고 장애인 정보접근성을 개선하려면 국가도서관 역할이 매우 중요하다. 이에 본 연구는 대륙별로 장애인을 위한 국가도서관 및 전국 도서관서비스를 대표하는 미국의 의회도서관(Library of Congress), 스웨덴의 매체접근기구(Myndigheten fö Tillgägliga Medier), 일본의 국립국회도서관(NDL), 남아프리카공화국의 SALB(The South African Library for the Blind)를 대상으로 역사와 발전, 법적 근거와 조직, 주요 업무 및 자아앤서비스의 특징을 정밀 분석·비교하고 시사점을 도출하였다. 그 결과를 바탕으로 2019년 국립중앙도서관 소속에서 문화체육관광부 1차 소속기관으로 격상된 국립장애인도서관의 역량강화 방안을 제언하였다.

국회도서관은 도서관, 기록관, 박물관의 기능을 융합한 라키비움 모델을 실현함으로써 정보융합시대에 부응하며 국회 및 의회민주주의에 대한 대국민 교육과 전시 기능을 구축할 필요가 있다. 본 연구는 국회도서관이 복합문화공간으로서 라키비움 운영모델을 기반으로 한 전시, 교육 프로그램을 운영하기 위하여 국내외 의회도서관, 기록관, 복합문화기관, GLAM 프로젝트의 사례를 조사하고, 국회도서관의 정체성에 부합되는 라키비움 기반 전시 교육프로그램을 제시하고자 한다.
