Objectives: The purpose of this study was to examine the past and present status and roles of health education specialists in Korea, and to suggest future directions for developing health education profession. Results and conclusion: The Korean government has made various efforts for people's health. the National Health Promotion Law was enacted in Korea in 1995. As the results of Korean Association for Health Education' intensive efforts, the national certificate of health education specialist bill has been passed the National Assembly on September 29, 2003. According to The National Health Promotion Law, central and local government should recommend health promotion related corporaters, agencies and organizations to hire certified health education specialist. The first national examination for certificate of health education specialists was held in March, 2010. As the result, a total of 2,246 applicants was passed for certificate of health education specialists. It is a serious concern that community residents' knowledge level of health is very low. therefore, the role of health education specialists with the professional ability to carry out health education is essential. It is clear that the activity of health educators is essential, Then, It is necessary articles related to the appointment of health educators in the official appointment regulation or law. Thus the health education specialist must be appointed as a public officer in health centers, operaters or the health department of the government.
The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level. In order to ascertain the attitudes of residents to their health and the National Health Promotion Law, surveyors interviewed 1,220 subjects, 1% of men and women in Kyungsan city, who were twenty-year-old or more. The major findings are as follows: Men and women were 48.2% and 51.8%, respectively. The recognition rate of enacting and enforcing this law is 59.2% of men and 51.3% of women. With regard to the behavioral attitude to the health in the distinction of sex and age, current smokers are 31.2% of the interviewees, 61.6% of the men and 3.3% of the women. Current drinkers are 35.1%, 59.5% of the men and 12.3% of the women, but on the other hand there is little significance in the distinction of age. The acknowledgement proportion of enacting and enforcing this law is 59.2% of male and 51.3% of female. In terms of the recognition rate of the contents according to the general characteristics of interviewees, it appears that the indication of a warning expression on a packing paper of cigarette case and a liquor bottle is 92.4% and also the designation of a smoking free area in public facilities is 94.8%. Prohibition of cigarette-sale to the teenagers who are under 19, is 96.0%. Considering these facts, the recognition rate is high. On the contrary, 48.8% is accounted for encouraging a medical check-up before marriage which is in a low position. As a result of multiple behavior as a independent educational level, marital significant variables. In case of having undergone a periodic medical examination the recognition rate was high whereas frequent exercise led to the low recognition rate. Concerning the details of the undertaking in accordance with each factor of general characteristics, the greater part of them have been appraised successfully whether it is recognized or not. On the other side, no effect got answered about the result of the undertaking subjects to general and peculiar behavior attitude towards health was in effect or not. A great majority approved of more reinforcement of legal regulation about smoking and drinking regardless of whether they perceived the details of the law of promotion of National Health Promotion Law or not. Additionally there was significant difference in reinforcing legal regulation of smoking and drinking in compliance with the attitude of the substance of this law. With regard to education, public relations and evaluation about national health through public health centers by our government, the younger and the higher in education they are, the more deficient they feel. First of all, those who were aware of the enforcement of this law as well as plenty of scarcity answered that better service of disease prevention had to be expanded than ever. In consideration of the above-stated results, the education to public health and the business of public relations should be reinforced and a practical campaign for health life should also spread out for the purpose of encouraging to practise healthy life-style.
The National Health Promotion Law passed in 1995 was a milestone for initiating a national health promotion program in Korea, and local governments and health related organizations are developing and providing health promotion programs for the public. The purpose of this study was to explore the effectiveness of a smoking prevention video for adolescents. There was no educational video on smoking prevention for school students in Korea. Based on funding from the National Health Promotion Fund, an educational video on smoking prevention has been developed and tested for the effectiveness. The primary subject of the video was middle school students. The result of the study has shown that there was a statistically significant difference between pre-and post test among middle school students and elementary school students. Students' knowledge on the harm of smoking has been increased after the video education. In addition, more than half of the students responded that the educational video was interesting and helpful. To reduce initiation of smoking among adolescents, both policies and school health education programs should be reinforced. Policies on tobacco should focus on demand of smokers and potential smokers. So government officials should keep monitor obedience of the law on prohibition of smoking for those under age 19. School teachers should focus on social influence of smoking for adolescents.
For happy life, it is first of all essential to live healthily although wealth is important too. Korean government has enforced National Health Insurance Program and has improved it every year. However, health security still leaves something to be desired in Korea. Although Korean government also enacted National Health Promotion Law in 1995, the national health promotion policy has not been effectively carried out because of the problems of institution related to policy implementation and expenses of organizations. Also, community health services have failed to realize the anticipated results. Especially, health education services which are deeply related to national health consciousness are not well accomplished. Therefore, the average life span of Korean people is 73.5 years which display the level of the developing countries, while it is 74.7 years in the developed countries. Various health education services which Korean government and private organizations are carrying out are not activated. At this time, national health behavior and Quality of life will be greatly enhanced if "Mobile Health Education Teams" play active roles with new image, visiting vulnerable areas to health problems all over the country.e country.
Health education aims at behavior change rather than just delivering health knowledge to people. In Korea health education activities in public sector began in 1960 and they were included in the primary prevention program in communities. This article reviewed current health education programs in healthy living practice programs provided by local public health centers in Korea and drew implications for the future role of health education in community setting. Health education has been a core function of the National Health Promotion programs in the nation since the enactment of the National Health Promotion Law in 1995. The National Health Promotion programs are funded by the National Health Promotion Fund which are drawn from tobacco tax. The National Health Promotion programs include healthy living practice programs (smoking prevention and cessation programs, moderate alcohol use programs, physical activity promotion programs, and nutrition programs), chronic disease prevention programs, oral health programs and public hygiene programs. Methods of the National Health Promotion programs include health education, health counseling, health class, health information management, survey and research. Smoking prevention and cessation programs include smoking cessation clinic, smoking cessation education, non-smoking environment program, and non-smoking campaign. Moderate alcohol use programs include alcohol use education, moderate alcohol use campaign, alcohol use counseling, and alcohol free environment programs. Physical activity promotion programs include obesity control, targeted exercise program, and exercise civic group programs. Nutrition programs include nutrition management, obesity management, nutrition education, breakfast eating program, and nutrition counseling and treatment programs. The health education programs in community are not efficient today because there are many overlapping contents and short term goals. Community health education programs needs to be more comprehensive. Workforce development is another big issue at the moment because the National credential program will begin in 2009. Variety of community health education programs should be developed and funded by the national health promotion fund.
The government of Korea enacted the National Health Promotion Act in 1995, and set aside funds for national health promotion, endeavoring to reduce the smoking rate of its citizens. Consequently, smoking rates in all age groups of both sexes were lowered during the period of 1999-2003 when legal backing and financial support for no-smoking policies from the national health promotion funds were provided. The decrease in the smoking rate is attributed to the combined effort of the fact that enactment of related acts, their implementation, financial support, and education and publicity 'campaigns on no smoking. However, at the current pace of decreasing the smoking rates, it will be difficult to achieve the Health and Welfare Ministry's smoking rate goal of30% among adult males by 2013. Thus, related acts should be reshaped, corresponding support should be increased, and financial support should also be provided to implement comprehensive no-smoking policies. Also, budgets should also be alloted to establish a system of providing feedback on the monitoring and evaluation of both short-term and long-term no-smoking business planning and implementation.
The increase of health care expenditure for Thai worker calls for the need of workplace health promotion. The purpose of this article is to describe the status of workplace health promotion in Thailand, emphasizing the roles of occupational health nurse. Secondary data analysis and extensive literature reviews were conducted. Results showed that Thailand is committed with implementing health promotion concepts in various settings including workplace. Several public organizations have developed national workplace health projects with different strategies and approaches. Role of occupational health nurses in workplace health promotion has gradually expanded. The new law specifying the functions of occupational health nurse in providing comprehensive health services is in the process. Occupational health nursing standard as related to workplace health promotion has been developed. A research based case study on workplace health promotion program is also presented to elaborate the proactive roles of occupational health nurse. Findings of this study suggest the transitional roles of Thai occupational health nurses in which training and technical supports from related organizations are in need.
This study reviews the amount and expenditures in national health promotion fund from 1997 to 2006, to analyse the problems and provide the future direction of health promotion fund programs. This study suggested the guide for future plans and the scope and contents of health promotion fund programs, priority and fund budgetary allocation, and operation organization. It is needed to revise health promotion law and enforcement decree of the health promotion act. The fund should be used in limited 9 areas related to healthy life activities: (1)Anti-smoking actions, (2)To support activities leading to a healthy life, (3)Public health education and development of materials, (4)Investigation and research regarding community health matters, (5)Public nutrition management activities, (6)Oral health management activities, (7)Physical exercises for health promotion, (8)Foundation related to supporting healthy life style practice society, (9)Expenses necessary for the management and operation of the fund. And also, in order to improve the performance of health promotion, it is considered to reform the operation system including organization.
