Community Health Program Planning and Local Public Health System : The MAPP Model (지역사회보건기획과 지역보건체계 강화: MAPP 모형의 사례)

  • Objectives: This paper aims to describe a public health planning model, Mobilizing for Action through Planning and Partnership(MAPP), and to discuss its application in Korea with a specific focus on the Local Public Health System (LPHS) component of MAPP. Methods: Literature content review was performed on research papers on MAPP development and application, MAPP handbook and guides, the guidelines for the 5th Phase Community Health Plan, and a research report on public health center evaluation system. Results: MAPP has been applied to public health planning (the 5th Phase Community Health Plan) and a performance evaluation system for public health center in Korea. The current application is limited to the early stages of the MAPP. Limited or partial application affects the integrity of the model. Follow-through should be strengthened especially for evaluation planning. Conclusion: Systems thinking approaches should be considered for the development of LPHS and strengthening logical and practical linkage between planning and evaluation of community health planning.

A study on the implementation of UN SAICM in the occupational safety and health (산업안전보건 분야의 UN 국제적 화학물질관리에 대한 전략적 접근(SAICM) 이행에 관한 연구)

  • The purpose of SAICM (Strategic Approach to International Chemicals Management) is to minimize the health and environmental hazards from the production and the consumption of chemicals by improving the chemicals management capability of developing countries and implementing a system of the risk assessment and the management based on the precautionary principle until 2020. To achieve this purpose, the UN has prescribed the principles, objectives and establishment of an action plan for the chemicals management strategy which must be carried out at international, local, and national levels, and requested the implementation of the Global Plan of Action (GPA) comprising of 273 recommendations in 36 work areas. SAICM is currently based on voluntary participation, but is expected to become the basic framework of international order in relation to chemicals management in the future. This study aims to analyze the practice in the occupational safety and health area relating to implement 273 recommendations of the GPA, and propose complementary measures for the system in order to provide political advices for establishing future plans to manage industrial chemicals. Twenty three areas of total 36 work areas and 161 items of 273 recommendations have relevance to occupational safety and health areas. We have found that, as a national implementation level, 157 of 161 industrial safety and health items are being implemented at a satisfactory level in regard to the implementation of the GPA, while 4 items, including the ratification of the ILO Conventions 170, 174, 184, and support for GHS (Globally Harmonized System of Classification and Labeling of chemicals) implementation of developing countries, require additional complementary measures for the system and operation.

A Comparative Study on Health Promotion Behaviors and Affecting Factors of Aged Women in Urban and Rural Area (도시와 농촌지역 여성노인의 건강증진행위와 관련요인 비교)

  • Purpose: The purpose of this study is to compare health promotion behavior and influencing factors between aged women of rural areas and urban areas, to investigate factors affecting their behavior, and to provide the primary data for developing heath enhancing program that is appropriate for the population. Method: A survey was conducted on 221 aged women 100 from urban areas and 121 from rural area. The data were collected through a questionnaire and interview. Descriptive statistics, ANOVA and multiple stepwise regression were found by using SPSS PC Win. Package. Result: There were significant difference of factors relating health promotion behavior in Pender model between the aged women in urban areas and rural areas, urban women showed higher scores in factors such as previous heath relating behavior, perceived confidence, self-efficacy, social support, satisfaction with marriage, situational influence, and behavioral plan involvement, while rural women showed higher scores in the factors of fixed idea regarding gender role, perceived disabled feeling, and activity related emotions. At the subscale of HPLP, interpersonal relation, nutrition, health responsibility, stress management, spiritual growth of rural group was lower than urban group. With the multiple stepwise regression analysis, commitment to a plan of action, social support, activity related affect, self efficacy were proved to be significant to urban group, while commitment to a plan of action. activity related affect, social support, sex-role stereotype were proved to be significant to rural group statistically. Conclusion: There were differences of health promotion behavior and influencing factors between aged women in urban areas and rural areas and women in rural areas were found to have more weakness than women in urban areas. With the results, it is concluded that health promotion programs for aged woman should be designed differently between urban and rural area regarding the factors affecting health promotion behaviors.

National Comprehensive Planning of korea for 2020 (2020년을 향한 국토의 청사진-제4차 국토종합계획의 내용과 특징-)

  • The 4th National Comprehensive Planning is a blueprint of national plan to be accomplished by the year 2020. This article indicates grounds of establishing the plan, characteristics and problems of the plan. Following is the principal contents which are treated in the article; 1st, strategy of constructing opened and combined land axis, 2nd, competency intensifying strategy by areas, 3rd, constructing health and pleasant national environment,4th, strategy for organizing express transportation and information network through the whole land, 5か, special features related building basis of cooperation interchange between North and South Korea. In the conclusion, although there were some problems through 3 times national comprehensive planning, this plan should be helpful to develop nation keeping balance for which construction and preservation would be harmonized appropriately.

Effects of Atopic Dermatitis on Suicidal Ideation, Plans and Attempts in Young Adult (성인 초기의 아토피피부염이 자살생각, 자살계획 및 자살시도에 미치는 영향)

  • Purpose: This study aims to investigate the effects of atopic dermatitis on suicidal ideation, plans and attempts in young adult. Methods: Data are from the Sixth Korean National Health and Nutrition Examination Survey (KNHANES VI, 2013, 2015) in a sample of 2,983 respondents aged 19 to 39 years. Data were analyzed using Frequency, Percentage, $x^2$ test, Complex sample multivariate binary logistic regression analysis with SPSS version 18.0 software. Results: Firstly, factors affecting suicidal ideation are gender, education level, smoking, self-reported health status, asthma, depression and stress perception. Factors affecting suicidal plan are education level, self-reported health status, asthma and depression. Lastly, factors affecting suicidal attempt are gender, education level, smoking, self-reported health status, depression and stress perception. Compared to non-atopic group, the prevalence of suicidal ideation and plan of atopic group increased from odds ratio 2.14 to 2.48 and 1.90 to 2.50, respectively. Odds ratio for suicidal attempt was odds ratio 2.69 (10% error level). Conclusion: The results show that atopic dermatitis in young adult affects suicidal ideation, plans and attempts. Therefore, it is necessary to identify atopic patients who have suicidal thoughts and plans and develop an intervention program to prevent and manage suicide in young adult.

  • The National Nutrition Survey in Japan (NNS-J) started in 1945 and has provided information on dietary intake and health status of Japanese citizens to the public and policymakers for more than half a century. We summarized several relevant issues on the survey in this report : the current framework of the NNS-J in accordance with the Nutrition Improvement Law, utilization of the survey for nutrition and health policy in Japan, the Health Promotion Law recently enacted in 2003, the national plan for health promotion and disease prevention (Health Japan 21), and possible measures to improve the survey systems under the new law. We also mentioned implementation structures of regional health and nutrition surveys, because the Health Promotion Law designates an active role of local governments on promoting health for their citizens, which will enhance the needs for appropriate assessment of health and nutrition conditions in each community as well as the monitoring at the national level. The System of Sewage and Domestic Wastewater Treatment Plants in Tan-Sui River Basin

  • Tan-Sui River Basin covers Taipei metropolitan area of 2,726 square kilometers with more than six million residents. Since 1988, Taiwan government started to plan and construct an integrated sewerage system, consisted by both separated and concentrated trunk sewers, wastewater treatment plants and ocean outfalls. This presentation will introduce the master plan and major facilities of Tan-Sui River Basin sewerage system. Other measures to protect general water quality and the environment of adjacent river basin area of Tan-Sui River and her tributaries by Taiwan EPA will be presented as well.

A Study on the Actual Condition Analysis and Activation Plan of Smart Construction Safety Technology by the Survey (설문조사를 통한 스마트 건설안전기술의 실태분석 및 활성화 방안에 대한 연구)

  • The death rate in the construction industry, which is more than twice that of other industries, increases the need to solve chronic safety problems. In a situation in which the safety management measures that have been maintained thus far are unable to reduce construction accidents, the introduction of smart construction safety technology (SCST) that reflects the 4th industrial technology is required for the safety management of workers. Large corporations or public institutions have introduced SCST and are operating pilot sites, but SCST is still in its infancy and there have yet to exist field data regarding necessity and effectiveness. In this study, the concept of SCST, which has still to be established, is defined, and the actual condition of SCST was analyzed through a survey. Through the analysis of the necessity of SCST introduction, convenience, and effectiveness before and after its application, problems such as problems from the field point of view as well as other factors hindering the introduction of such technology are derived in detail. In addition, an effective combination of technologies for safety management at the current level is determined and an activation plan is presented.

Effective Strategies for the National Health Promotion Movement (국민건강실천운동의 효과적 추진방안)

  • In accordance with the rapid industrialization in Korea, there have been remarkable changes in the health environment. The major changes are ; the change of disease structure, the aging of population structure, the diversification of health needs and the increase of health care costs. Because most of health problems stems from the environment, national health policy should be conducted according to the environmental changes. It is necessary for the voluntary organizations as well as the government ones to plan and participate the national health promotion movement on a national level so as to make the people form the attitude that health promotion is better than cure. Also, it is desirable that national health promotion movement be implemented gradually especially by four steps, 1) preparation step; 2) enlightenment step: 3) implementation step: 4) evaluation step.
