  • As the core technology of the Fourth Industrial Revolution, the Internet of Things has been developed and has enabled various services, and personal information has been handled freely in the process. However, the infringement threat of personal information is increasing as more convenient services are provided and more information devices including smart devices are connected to the network. Therefore, this study is to analyze prioritizing personal information protection policy indicators in order to provide IoT services by constructing secure environment for implementing the Internet of things as the core technology of the 4th Industrial Revolution. This study reviewed personal information protection policy indicators based on the literature survey, and identified 3 fields, 9 areas, and 25 indicators through Delphi analysis for experts. The weights were calculated based on the AHP survey for 66 experts and the results were used to present the relative importance and priority of the policy indexes. The results of this study found the policy field was the most important, followed by the technical field, and the administrative field. Of the three areas of the policy field, strengthening the personal information protection laws related to IoT is the most important, while among the indicators, promoting and revising the personal information protection law related to IoT is the most important. Comparisons of the fields, areas, and indicators of IoT-related personal information protection policies found consistent values. The personal information protection policy indicators derived this way will contribute to the nation's competitiveness by expanding secure IoT policies in the future.

  • Recently public institutions' debt is growing therefore it became an important issue to the level that the government concerns about the possibility of financial burden to reduce the debt. Especially debt of public enterprises in metropolitan areas was in a serious state where debt in late 2013 was 43.2 trillion, which takes approx. 58.4% of 73.9 trillion of debt of all local public enterprises. Sound financial state of local public enterprises is important to public enterprises in metropolitan areas and it may affect seriously financial stability of local governments when public enterprises have financial problems. However, land supply business to form local industrial complexes or local demand for development of public rental housing business always exist; and vitalizing local economy and creating jobs through these businesses are very necessary to develop the areas. However, for local economic development, industirial land business and public rental housing business are needed. • This paper debates on two different theoretical positions in explaining corporate adaptation. Until the 1980s, a restructuring perspective had dominated in explaining corporate success and adaptation. However, this perspective pays little attention to how firms adapt to environmental change and why some firms adapt successfully, while some others fail to adapt. Thus a restructuring perspective does not give insights into a context-specific explanation of corporate learning and adaptation. More recently, especially since the 1990s, academic focus on corporate adaptation and evolution has shifted towards exploring the nature of learning that leads to the dynamic competitiveness. A learning perspective emphasizes the influence of knowledge, learning and competence on corporate evolution. However, it reveals that this view is also less appropriate for explaining corporate adaptation in radical shifts in environment. In this context, the evolutionary theories of the firm need to seek to maintain a balance between two theoretical positions in order to understand more effectively the dynamic evolution and adaptation of the firm. This paper shows that the dynamics of corporate adaptation and evolution are an outcome of the mixture of perpetual processes of restructuring and learning, both continuous and discontinuous.

  • Technical change and technological innovation have become major drivers of economic progress in the knowledge oriented economies where growth, productivity, and competitiveness are increasingly based on improved technologies, novel products, upgraded processes or customized services. The creation of new knowledge, modifying or improving existent knowledge, or imitation of others, has become central to economic development. New discoveries, state-of-the-art information gathering procedures, or successful problem solving routines are often at he core of these innovations. Despite the generally acknowledged importance of science in many high-tech areas of major economic relevance, there is few science-related statistics to be found in high-profile international benchmarking reports. This paper aims to provide an answer by advancing our understanding of the possibilities of indicators quantifying linkages between science and technology. Central are the concepts of innovation capability and science/technology interface, which are used to assemble a wide range of empirical studies and quantitative indicators to summarize their possibilities and limitations for producing comparative statistics. For the purpose of the study, we extracted the US patents by Korean assignees or inventors, scientific papers cited in the patents in order to analyze the characteristics of linkage of scientific knowledge flows. The review focuses on indicators dealing with flows of written or codified information, and indicators of inventiveness that capture the non-codifiable tacit knowledge dimension. General conclusions will be drawn with a view towards further developments in the foreseeable future, suggesting new avenues for the design and implementation of patent-based and inventor-based relationships between scientific research and technical development within the context of regional or national systems of innovation.

  • The Korean government is aiming to strengthen industrial and national competitiveness through the promotion of cooperation between universities, public research institutes and industry and vitalization of technology transfer. In 2013 and 2014, the Ministry of Trade, Industry and Energy and Ministry of Science, ICT and Future Planning have announced policies to support SMEs by public research organizations. In addition, in 2015, the 'Korean Fraunhofer support system', which pay government subsidies according to the amounts of private R&D funds was adopted. However, there are some concern about the government's policies. There is yet disclosed how these policies affect technology transfer because industrial R&D funding has not been activated in Korea unlike German. Therefore this paper analyzes effects of relationship between universities, public research institutes and external organizations on performance of technology transfer based on the Triple Helix Model. Empirical results show that the relationship with the government has a significant impact on the resource security and the relationship with the industry has a significant effect on the diffusion of the performance. In addition, a public research institute was selected and case analysis was conducted to suggest policy implications for improving the technology transfer performance of universities and public research institutes.

  • Most of global citizens in the globalization era want to live peacefully in the symbiotic relationship among each region or locality with its identity. From this perspective, the new regionalist models of development such as new industrial districts, industrial clusters, regional innovation systems, and global city-regions isn't helpful to most of regions because they were developed to increase the global competitiveness of industrial region from a few advanced industrial areas. This study attempts to develop 'regional differential development' as an alternative regional development theory. This theory puts emphasis on the truth that the difference or differential industry between regions in the real world connotes two essential values of development like the symbiosis of global citizens and the regional identity. Regional differential development seeks the development of regional differential industry on the basis of geographical elements with differential advantage, and hence it reviews significantly geographical elements including location, natural environment(landform, soil, climate, etc.), natural resources, population, transportation, culture, and landscape which appear substantially differently among regions. And to realize regional differential development successfully, it is crucial that actors(government, company, related institutions, and regional residents) actively participate and play each complementary role in the relationship of cooperation and conflict. Further study needs to secure the universal validity of this theory through many empirical studies.

  • The previous studies based on a resource-based view of firm highlighted the role of resources within a firm in creating and sustaining competitive advantage. Recent research, however, the relational view points to the importance of inter-firm sources(or relational capital) in creating firm competitiveness. In international business field, the studies on born-global firms also states that when firms are lack of ownership-specific advantages in their internationalization process, they resort to the external partners and social networks to complement their resource scarcity. By adopting the relational view and born-global firms concept, a network-based approach needs to be applied to explain the international strategy of Korean service firms. This is because most of Korean service firms own less ownership-specific advantages than global competitors. This study proposes Korean firms' global network building and exploiting strategy to enhance their international stages of development. The network, for example, Global Korean Tourism Network, enables network members access to the valuable resources and capabilities they are lack of when undergoing internationalization process. This study's contribution is along two dimension. First, even global Korean network is emerging as a major issue in recent years, we could not figure out how to build global Korean network for service firms. This studies gives an answer. Second, we derived what benefits can be gained from the network if Global Korean Tourism Network is developed for hotel, tourism, convention firms' internationalization.
