Development of Video Transmission System for Rocket (로켓 탑재를 위한 영상 송수신장치 개발)

  • A highly reliable Video Transmission System (VTS) was developed in order to obtain both video and digital data simultaneously in the real time flight test situation of a flying vehicle. The VTS integrates GPS date digital telemetry data and video signals into a compact digital data package which is compressed and processed by an MPEG-2 Encoder and a modulator respectively. The modulator is composed of a specially devised Forward Error Correction processor and base band QPSK modulator. The designed VTS was verified and proved for its required functioning and performance through separate flight tests using an airplane and Rockets.

  • IOn 7th of Dec. 2007, large oil spill took place the seas off the Taean coast caused by the collision between VLCC Hebei Spirit and crane floating barge Samsung-1 and a lot of problems were revealed during response to the accident. The author, accordingly, examined to analyze the cause of this accident on the aspect of spill prevention and presented some preventive measures, such as strictness to the current standard for tug operation, expansion of VTS service area and transfer of the VTS responsibility to Korea Coast Guard, designation of appropriate anchorage per ship's type, cargo and visiting purpose, and special management for dangerous goods carriers.

  • Ships' tracking data are being monitored and collected by vessel traffic service center in real time. In this paper, we intend to contribute to vessel traffic service operators' decision making through extracting ships' tracking patterns and models based on these data. Support Vector Machine algorithm was used for vessel track modeling to handle and process the data sets and k-fold cross validation was used to select the proper parameters. Proposed data processing methods could support vessel traffic service operators' decision making on case of anomaly detection, calculation ships' dead reckoning positions and etc.

  • For effective ship management in VTS(Vessel Traffic Service), it needs to assess the external force acting on ship. Big data in maritime traffic can be roughly categorized into two groups. One is the traffic information including ship's particulars. The other is the external force information e.g., wind, sea wave, tidal current. This paper proposes the method to assess the external force acting on ship using big data in maritime traffic. To approach Big data in maritime traffic, we propose the Waterway External Force Code(WEF code) which consist of wind, wave, tidal and current information, Speed Over the Water(SOW) of each ship, weather information. As a results, the external force acting a navigating ship is estimated.

  • Maritime traffic assessment is important to understand the characteristics of maritime traffic and to prevent maritime accidents. The maritime traffic assessment can be calculated from the ship trajectory data observed by using AIS(Automatic Identification System). This paper developes a maritime traffic assessment tool using ship's position and speed, course, time data from ships navigating waterways. The results are represented in terms of the number of traffic quantity and traffic distribution, speed distribution, geometric collision candidates. The developed tool will contributes to advance maritime traffic safety by VTS(Vessel Traffic Services).

  • National standard system for calibrating voltage transformer(VT) up to primary voltage of 240 kV have been established in 2005. The system consists of voltage source, regulating unit, VT testing unit, standard VT, VT under test and VT burden. To verify and validate the performance for 240 kV VT calibration system, the comparison with the National Measurement Institute of Australia(NMIA) has been performed using same VTs. The comparison results of the VTs mesured at the Korea Research Institute of Stansdards and Science(KRISS) are consistent with those measured at NMIA within 0.002 % for ratio error and 0.14 min for phase displacement in the primary voltage ranges of Vp = 3300 V - 22000 V with a secondary voltage of Vs = 110 V.

Basic Research for the Development of Collision Risk Model of Passing Vessels at an Anchorage (Safety Domain) (정박지 통항선박의 충돌위험 모델 개발을 위한 기초연구 - 정박지 통항선박의 안전 -)

  • The purpose of this study is to obtain a safe area for a passing vessel between anchored vessels by developing a model to predict the collision risk, frequent collisions occur between the anchored vessel and the passing vessel through the anchorage. For this, this study selected the southern anchorage of Busan port, which is the largest harbor in Korea, as the target area and extracted and analyzed VTS (Vessel Traffic Service) data during the period in which anchored vessels were the most waited. The ratio of D/L for each bearing was obtained to determine the safe distance (D) passes based on the length (L) of the passing vessel between anchored vessels. Based on the average domain of the D/L ratio distribution, the percentage of anchored vessels within the scope of the pre-studied ship's domain was analyzed to obtain a domain reflecting the degree of risk of VTSOs. Further research will evaluate and analyze the collision risk of a passing vessel using Domain-watch, the minimum safe distance between anchored vessels, and the safe domain of a passing vessel through anchorage, to develop a model for VTS to manage anchorages more efficiently and safely.

  • 최근 선박의 연안 선박의 안전사고가 증가함에 따라 기존 항만 중심으로 운영되고 있던 해상교통관제센터의 관제 범위가 연안까지 확대되고 있다. 이에 따라 해상교통관제센타(Vessel Traffic Service Center, VTS) 간에 데이터 교환의 필요성도 증가하고 있다. 국제항로표지협회 IALA(International Association of Lighthouse Authorities, IALA)는 이러한 필요성을 인지하고 해상교통관제센터간 데이터 교환 프로토콜인 IVEF(Inter-VTS Exchange Format)를 제정하였다. 그러나 IVEF 프로토콜 특성상 외부 해상교통관제센터간 데이터가 전송됨으로 데이터 변조등의 위험성이 있다. 하지만 IVEF 프로토콜은 보안 관련 요소들이 미미한 실정이다. 본 논문에서는 IVEF 데이터의 무결성을 보장하는 방법을 제안한다.

  • The quality of service provided by Vessel Traffic Services depends on the tasks characteristics and the work environment of Vessel Traffic Service operators. In this paper, the working conditions of Vessel Traffic Service operators are analyzed in order to propose methods to improve the working environment of Vessel Traffic Services and to provide high quality service through them. The questionnaire survey was conducted for Vessel Traffic Service operators working at 20 Vessel Traffic Service centers. It is expected that it might be used as the basic data for improvement of work environment and organization of Vessel Traffic Service center in the future.

  • Korea coastal area is highly potential dangerous zone of marine accident due to frequent ship's encounters. VTS center can't identify ship's information because of beyond VHF range. It is also difficult of us to efficiently manage vessel traffic beyond VTS control area, so that it can't prevent marine accident. Presently, korean government is conducting maritime traffic safety assessment according to enlargement of harbor & development of new port but do not have the system which provide danger of information depending on maritime traffic environment with real time. So it is necessary to develop evaluation index which can assess sea risk through the evaluation of maritime traffic environment. In this paper, on the basis of vessel navigator's risk consciousness, we carried out survey & statistical analysis vessel navigator's subjective risk depending on the LOA, crossing situation($045^{\circ}$, $090^{\circ}$, $135^{\circ}$), overtaking, head-on situation, encountering vessel's side, within or outside harbor, speed with other vessel(ex. same, fast or slow), speed difference with other vessel and distance with other vessel & propose basic expression to develop maritime traffic safety evaluation model. And by using this model, we can confirm that this proposing expression is suitable for domestic maritime traffic environment.
