Forecasting Korean National Innovation System and Science & Technology Policy after the COVID-19

  • The COVID-19 is a pandemic that affects all facets of our life and will change many patterns in science technology and innovation. A qualitative study was conducted using Focus Group Interview involving ten industry-academia-research experts with the objective of identifying changes in Korea's national innovation system and science & technology policy after the COVID-19. Eight questions were designed, based on the major components of the national innovation system, such as companies, universities, and research institutes, to discuss the changes in the national innovation system and science & technology policy. Also, keyword analysis and cluster analysis were performed using the network analysis program VOSviewer. It is predicted that, in the wake of the COVID-19, Korea's national innovation system will shift to a new paradigm that is more decentralized, responsive, and autonomous. Furthermore, several policy agendas that can turn these changes into positive momentum of change in science & technology policy are presented.

A Study on Mongolia's National Innovation System: ICT as a Pilot Sector for the Innovation System Development

  • Innovation system is a framework concept that can be classified in many ways, namely-national, regional, sectoral and technological. Regardless of classification, all these systems have some common features and characteristics as a system. Before the innovation system concept, Mongolia developed and implemented a system to maintain nation's capacity to acquire, absorb and disseminate technologies like other countries. There were two important practices in the system development. Firstly, Mongolia modified and implemented a system "ShBOS" (meant "Invention and Innovative Idea System") that met its unique features to create innovative culture in the nation. Secondly, newly emerged ICT sector was quickly scaled up to be able to export technological products. The main objective of this article is to study modern experience of developing the national innovation system in Mongolia, assess current state of the system, innovation awareness and readiness, and carry out recommendations on its improvement with particular focus on the capacity of ICT sector as a pilot sector. The paper suggests that the above mentioned two achievements can be applied for developing the national innovation system through technological innovation system approach.

Innovation in Indian Industries: Insights from the First National Innovation Survey

  • Technological innovations, as the key to building competitive advantage, need a comprehensive review to address the issues related to transformation of the Indian industries. The present paper reports the broad findings of the first National Innovation Survey undertaken by the Department of Science and Technology, Government of India. The findings presented here highlight the status of innovation related activities in different industrial sectors, its weaknesses, and areas requiring institutional interventions. The survey results underline the fact that the innovation activities in Indian industries are more for survival in a competitive market conditions than to create market advantage. A sort of disconnect between the innovation support system and the production system is a discernible fact that surfaces from the study. The study also indicates certain characteristics of the innovation behaviour of firms that brings out developing country issues of innovation.

From Knowledge Arbitrager to Policy Entrepreneur? Exploring the Role of Think Tank in the Open Innovation System

  • This study explores the role of the think tank as an intermediary organization in the open innovation system. Think tank has contributed to the policy process as a mediator between government and public and as a symbolic entity of intellectual innovation to produce knowledge to the public. As the innovation system matures, one of the major challenges in research and practice is the openness and collaboration in the science, technology, and innovation system. While previous literature highlighted the think tank as the knowledge arbitrager transforming ideas into policy issues, few studies address the research questions: Is the conventional role of the think tank still persistent in the open innovation system? What are the demanding roles? This paper tackles these questions by reviewing the current role of the South Korean think tank in the science & technology sector. Based on the open innovation framework, we suggest that think tanks need to play a bigger role as policy entrepreneurs, crossing policy borders and interacting with other partners.

Development of Science and Technology Park (STP) in Indonesia to Support Innovation-Based Regional Economy: Concept and Early Stage Development

  • Science and Technology Park (STP) is perceived to be a vehicle in promoting innovation-based economic growth within the framework of regional and national innovation systems. STP is a tool to encourage regional innovation and competitiveness in increasing contribution of science and technology in economic development. STP can also be a leading sector in creating conducive environment for local community's technopreneurship. In relation to the vision outlined in the 2025 Indonesian Master Plan of Acceleration and Expansion of Indonesia's Economic (MP3EI), STP is stated to be an important element in creating innovation within the framework of Special Economic Zone among six Economic Corridors. Hence, the government of Indonesia continues to encourage the development of STPs in Indonesia by involving local governments, universities, business players and stakeholders surround the area. Ultimately, STP is a platform in developing National Innovation System (NIS) and Regional Innovation System (RIS).

Analysis on the Multi-technology Capabilities of Korea and Taiwan Using Patent Bibliometrics

  • This paper explores multi-technology capabilities between Korea and Taiwan by analyzing the pattern of inventive activities concerning technology fusion by using patent bibliometrics. Although two countries exhibit a similar level of invention activities and high degree of specialization in emerging technologies measured by the number and technological fields of their US patents, innovation systems in two countries differ. MTCs (multi-technology corporations) are stronger in Korea national innovation system while small innovative firms play important roles in Taiwan national innovation system. Technology fusion has been an important source of technological innovation and it suggests possible advantage for the Korean innovation system because it is a common belief that global size firms - most of them are multi-technology corporations - can perform better in multi-technology fusion and scientific research. The result of patent bibliometrics suggests rather complex answers to the belief Even though Korea shows slight advantage, it may not be ascribed to the large MTCs.

창조적 혁신을 위한 국가연구개발사업 연구추진체제의 설계 : 창의적연구진흥사업 사례 (Research System Design for Creative Innovation in the National R&D Program : The Case of Creative Research Initiatives in Korea)

  • This study addresses the question of how to design the research system for national R&D programs that aim to promote creative innovation. This paper attempts to analyze the case of Creative Research Initiatives(CRI), a new national R&D program recently launched by the Ministry of Science and Technology of Korea. CRI is a strategic program intended to shift the national R&D paradigm from imitative innovation to creative innovation. The key features of the research system of the program include: a research-centered system, long-term research funding, the sunset approach, a dynamic and flexible research organization, and a centralized research system. This paper suggests theoretical rational of these key features based on the literature review on creative innovation. Based on an analysis of the results of implementing the CRI in 1997, this paper also examines how the research system design is reflected and embodied in the program implementation process. Finally, policy implications and future research directions are also discussed.

Inclusive Innovation and Growth Based on a National Innovation System: Experience from China

  • China is becoming a global hot topic because of its rapid economic growth. However, the country show signs of not meeting the expectation of retaining its long-term industrial competitiveness and economic growth, especially with a widening rich-poor gap and natural resource exhaustion. Realizing inclusive growth requires study of an inclusive innovation solution. In this paper, we analyze the feasibility and development path of China's inclusive innovation based on the framework of a National Innovation System, identify examples of inclusive innovation in China, and seek to provide policy suggestions for China's future sustainable development.

  • Government-Supported Research Institutes(GSRI) have done complex product(CP) development with national needs. The products to be developed have very limited demand. The most important things at CP development are technology innovation through knowledge creation and acquisition. Then, this paper suggests the technology innovation system for CP development. In CP development like satellite, government must do strategic management at national level and technology management at program level. Two managements are tools to achieve the strategic goals. The key points in CP are integration and interface among subsystems and person. From these factors and innovation system, R&D planning and practice are based on sharing and creation of knowledge. CP development projects ought to overlap and parallel for sustainable acquisition and creation of knowledge.

China's National Innovation System Reform and Growing Science Industry Linkage

  • In this paper, innovation policies for systems reform in China since the middle 80's are surveyed and its impacts on science industry linkage activities are investigated by looking into (1) technology market, (2) S&T outsourcing activities of firms and (3) co-invention patents by applicants in firms, universities and public research institutions. All of these findings suggest that the role of science sector in China's economic development process has become larger, and double skin problem (separation of science and industry sector) in China's innovation system has been gradually solved by a number of policy actions to facilitate science industry linkages.
