The Perception Research on the Career Development of the National Technical Qualification(NTQ) Acquisitors (국가기술자격취득자들의 경력개발에 대한 인식조사)

  • This research studied the Perception on the Career Development of the National Technical Qualification(NTQ) Acquisitors. The qualification acquisitors are engaging to the occupation which related to their qualification and willing to even in future. Also, the higher the acquired qualification grade is, the more they prefer their occupation related with. The qualification acquisitiors feel it necessary to develop his career, but only part of them(45.5%) are being supported by the career development system in now; they have only job training as the career development service. The qualification acquisitors are sensitive to a technical changes. In order to compete against these changes, they want to connect with specialist group and to new techniques or knowledges, and to be trained to achieve higher grade qualification. The qualification acquisitors answered that it is responsible for HRDKorea to serve as developing and managing their career. Finally, the agency producing qualification acquisitors, HRDKorea should build the system that can manage a part of organizations support which general company's operating in CDP.

  • In South Korea, the history of the qualifications has been matured with industry development. Since National Technical Qualifications Act was enacted in 1973, the government makes an effort to develop the ability for improving socioeconomic status and the contribution of qualifications to industry. As the industry has been diversified and globalized, the government has efficiently and systematically operating the qualification by enacting Framework Act on Qualifications in 1997. And then, the qualifications are classified into national qualifications, private qualifications, and foreign qualifications. However, it is hard for national qualifications to abolish or establish a qualification by each organization and the privileged license acquisitors as the qualifications are separately operated by the laws and the organizations and lack consistency. For private qualifications, it is harder to organize even by the government because of the entry barriers by each qualification association. For those reasons, it is necessary to organize the system adapted in the changing job market and operated by the organization managing the qualification system with consistency. This research indicates the inefficiency of the qualification system because the work-study parallelism National qualification system, enacted in 2020, is like the qualification system in business in terms of the general operating system and the operator, except the institute and the law related. Therefore, we analyze the work-study parallelism National qualification system and the qualification system in business and suggest the efficient method to operate and the future research plan regarding the whole qualification system.

Development of National Qualification Management System for Performance Improvement based on Real-Time Data Sharing (자료공유를 이용한 국가자격관리 성능개선 시스템의 개발)

  • The purpose of this paper is to improve efficiency in the construction and operation of a total management system for the national technical qualification through the design and development of a real-time data sharing system which is connected with the management system of external consignment. The current a total management system for the national technical qualification precesses the work depend on information and results which pass over by external IT company. But this method of processing has some unstable elements with regards to information reprocessing, functional supplement, system stability, etc. The proposed system's technological concepts have been tested through a basic simulation pilot program. The pilot program will be expanded to include the local Chamber of Commerce and Industry because the stability of the system was proved through its application to the real-time national technical qualification examination of KCCI(Korea Chamber of Commerce and Industry). The real-time data sharing system has shown great efficiency in terms of system management, and has solved problems of developmental period for information reprocessing and functional supplement. The real-time data sharing system has been given good evaluations with regard to the convenience of their use and the management system for operators and supervisors.

  • This study aims at understanding the current situation of quality assurance on technical qualification that can take the initiative in developing human resources in a technical field and exploring a scheme for improvement. To achieve this goal. the method of quality assurance was examined, the current situation, problems and needs on technical qualification, and foreign cases on the method of quality assurance were analyzed. Based on this. the study proposed the methods of quality assurance on technical qualification and operating system and a follow-up program on technical qualification items. The collection and analysis of the relevant materials, a survey targeting qualification holders and personnel managers in industries as respondents, expert consultations, face-to-face interviews of experts and qualification holders in the technical industry to reflect their opinions were applied for the methodology of the study.

  • The current government strives to train those supposed to drive the national economy, and bridge the gap between qualification and industrial sites through competency-based qualification systems, not the educational background. In this regards, the government is planning to adopt the course evaluation qualification system. The course evaluation qualification system, on a basis of the NCS, is a system to qualify certain people completing the education and training fulling a specific requirement for a national technical qualification in case they meet the internally and externally assessed criteria. This can be seen as an attempt to practically link between job training and qualifications. The NCS model and learning module in the cadastral field are already utilized as the training and eduction in the specialized school and colleges. However, the current national technical qualification system is considered as a main system because the course evaluation qualification system has not been introduced yet. This study analyzed the process of the course evaluation qualification system, and conducted a survey to solicit feedback on introduction of course evaluation qualification system, Besides, the NCS evaluation model is presented in order for the introduction of course evaluation qualification system in the cadastral fields.

  • The purposes of this study were to review the current status and problems of the national qualification system in the Electronic field, focusing on deficiencies of the regulatory system and qualities of Electronic professionals including the Electronic control Professional Engineer, Master Craftsman, Engineer, Industrial Engineer and Craftsman, and to suggest new directions for the qualification system of the Electronic field. The concrete and extensive development plans for the qualification system of the Electronic field are as follows : First of all, a job analysis should be made of on the introduction of new systems or policy modification to reflect technical changes and national policies about the Electronic field in the qualification exam. Second, it is essential to prepare policies that are suitable for the qualification system in the Electronic field and that improve its effectiveness.

The problem when as international certification the CMAA which is only it secures a reliability certification which is a CCM and SAVE seeing in the certified which is a CVS, compares in the foreign nation and the CM certification is excessive, it does not secure a reliability and an efficient characteristic to give a confusion to the capital increase lattices which in a condition are, it is mass produced it is a point. It saw from, it observes the capital increase reserve problem point which is a domestic CM and the certification integration which is a report and system anger it leads and with national certified qualification it develops to present the improvement program for, it does to sleep.

An NCS-based Evaluation Method of National Technical Qualification Examination in Electronics Fields (NCS 기반 전자분야 국가기술자격 실기시험 평가방법)

  • This paper presents an improved evaluation method, based on National Competency Standards (NCS), of National Technical Qualification (NTQ) examination in Electronics Fields such as Craftsman Computer, Industrial Engineer Computer Maintenance Control, Engineer Computer System Application, Engineer Computer, Engineer Embedded) to reflect practical vocational abilities and raise values of NTQ certificates. To evaluate each NTQ examination, we carefully chose corresponding NCS competency units for practical performance test, written subjective test, and mixed test through the advisory committee with industry, education, and qualification experts. In addition, we verified useful effects of the NCS-based evaluation method by performing and analyzing the simulated tests. We used both single and mixed problems in practical performance test and new problems about system design and implementation based on various working scenarios in written subjective test.

A Study on Correlations of Job Competence and Job Fitness with Functions of National Technical Qualification in Mechanical Field (기계분야 국가기술자격 기능에 따른 직무능력 직무적합성과의 관계에 관한 연구)

  • To determine the influence of qualification on field and currency, the model is presented that there is the connection between job competence and job fit about the function of qualification. To find out this connection, the study is being done and based on this, a clue of qualification on field and currency is tried to figure out. First, in case of national technical qualification holders in Machinery field, the type of the function of qualification(signal, guide, screen functions) of job competence and job fit shows correlation between them. Second, the job competence and job fit of the owner of national technical qualification in Machinery field is mostly affected by signal function. Thirdly, the mediating effect of job competence on the effect of the function of qualification on job-fit is showed by the types of function of qualification. Guide function does not have any mediation effect, but signal function and screen function have the mediation effect. Especially, out of all, signal function is the most affecting factor of mediating effect. Lastly, the model of the relationship between subordinate factors by types of function of qualification on job competence and job fitis presented.

  • Currently, there are various institutions performing fire investigation and identification, such as fire stations and police stations as well as institutes related to fire safety, etc. And the manpower working at the institutions reaches a large number of persons. But there is no objective index on the expertise of the persons. In this paper, we suggested the examination criteria through job analysis and the enforcement method of the exam system. And we developed suitable exam subjects and exam content specifications for qualification of fire identification and estimation that investigate a fire cause, combustion, escape circumstances and fire facilities at the scene of a fire, survey the fire damage and analysis fire cause, etc. It will increase the public trust to develop national technical qualification items of the fire identification and estimation engineer.
