A Study of Performance Target Setting of Regression point of view -Focusing on the Intellectual Right and a Paper for the Railway R&D (회귀적관점의 성과목표 설정에 관한 연구 -철도연구개발의 지식재산권 및 논문 성과를 중심으로-)

  • Government evaluate annually a performance of government's R&D(Research & Development) and decide a budget and progress. So, a performance target setting of R&D is very important at the planning, The basic performance target setting of railroad R&D is clear. However, a scientific and technological performance target setting of railroad R&D is very difficult and a reasonable level of it can not be judged. Therefore, this study will suggest a solution for a scientific and technological performance target setting of railroad R&D through regression analysis of successfully finished railroad R&D, after judging a reasonability of a scientific and technological performance through comparing railroad R&D with the other R&D.

  • The wave of the Fourth Industrial Revolution was spreaded in Moon Jae-in Government. The efficiency of the R&D budget of government began to pay attention, the role of the National Science & Technology Information Service (NTIS) which provides all national R&D information in real time World's first R&D information portal has been emphasized. NTIS provides information on national R&D projects with their participating researchers, outcomes, and facilities & equipment through of information from each ministry and institution. NTIS supports to build science and technology policies, to enable transparent and efficient management of national R&D projects and to promote joint utilization of the R&D data among researchers and industrial utilization of the R&D data. NTIS provides since 2005. In this paper, I have analyzed the economic ripple effect of NTIS using the Input-Output model technique based on the input-output tables published by the Bank of Korea. When I set the NTIS R&D budget (about 120M$ for the last 13 years) as input coefficients, the effect on production inducement, value added inducement and employment inducement was analyzed by 211M$, 100M$ and 1,882 respectively.

  • This study aims to objectively measure the efficiency of nanotechnology R&D programs by systematically evaluating the inputs and outputs of nanotechnology R&D activities and to find implications for improving the efficiency of nanotechnology R&D programs. Data on input factors such as R&D investment, R&D manpower, R&D period, and output factors such as paper, patent, and commercialization for R&D projects which started from 2008 or afterwards and ended by 2011 are gathered through National Science and Technology Knowledge Information Service, which are used for efficiency evaluation. In this study, we analyzed R&D efficiency in detailed technology units in depth. The process taken in this study is as follows. First, the basic statistics of input and output factors to compare and analyze R&D investment, R&D manpower, R&D period, paper, patent, and commercialization status by technology unit are analyzed. Next, DEA models are utilized to derive the overall efficiency, pure technology efficiency, and scale efficiency by conducting the efficiency evaluation for each technology unit, from which implications for strategic budget allocation are derived. In addition, partial efficiency evaluation is conducted to identify advantages and disadvantages of each technology unit. In turn, cluster analysis is performed to identify similar technology units, from which implications for efficiency improvement are derived.

  • This paper suggests a DEA/AHP hybrid model to deal with an allocation problem of research budget for the national research lab(NRL) program. The qualitative factors are appraised by AHP model and the quantitative factors are dealt with DEA model to evaluate the performance of research activities considering tangible and intangible factors. The proposed hybrid model is applied to get the importance weight of research areas for research budget allocation of NRL program.

  • In order to improve national competitiveness through technological research and development, the government puts in R&D budget every year and manages to improve the R&D results. Accordingly, various R&D project management methods have applied for successful advancement of technology and product. TRL is a measurement system developed by NASA to assess the maturity of technology since the 1970s. To apply medical device, the characteristics such as regulation, clinical trials are considered as a significant influence. In this study, we would like to derive PMI(performance measures index) for medical device R&D projects by using TRL and stage-gate model. As a result of this study, it is possible to use the PMI for decision making and evaluation in the R&D projects and believed that the objectivity can be ensured by the approval or certification of regulatory authority.

The Effects of National Research Fund Recognition on the Research Fund Payment Intend in R&D Project (연구비에 대한 인식이 연구비 사용 의도에 미치는 영향에 관한 연구 : RCMS 사용자를 중심으로)

  • As the importance of R&D has recently become more important, the budget for national R&D projects has continued to grow. Along with, there is a growing awareness to use and manage R&D funds transparently. This study examines the relationship among attitude toward the behavior (ATT), subjective norm (SN), perceived behavioral control (PBC) and behavioral Intention (BI) deriving from TPB (Theory of planned Behavior). To empirically prove the hypothesis, the statistical analysis were conducted based on the response from the 2,021 RCMS users, using SPSS 21.0 and AMOS 21.0. The research model variable consists of ATT, SN, PBC, BI, person type, RCMS characteristics. The results of study can be summarized as follows. First, ATT, SN, PBC have the positive effect on BI. Second, According to the type of person (Director, R&D supporter), there is no difference in ATT on BI but there is a difference in SN (or PBC) on BI. Third, The type of person have moderating effects in the relationship between ATT and BI. Finally, All RCMS characteristics have moderating effects in the relationship between ATT and BI. Some RCMS characteristics have moderating effects in the relationship between PBC and BI.

  • In the Fourth Industrial Revolution era, global powers are enhancing R&D support to leverage innovations like AI, IoT, and big data for productivity gains and structural economic and social reforms. Yet, the declining R&D budget growth rate and the forecasted sharp cut in South Korea's R&D budget in 2024 highlight the critical need for national R&D performance management system discussions. Diverging from previous studies focused on quantitative analysis of performance determinants, this research utilizes fuzzy set qualitative comparative analysis(fsQCA) to explore the interplay of factors affecting research institutions' outcomes comprehensively. Analyzing data from 2018 to 2022, it examines three outcome types of research institutions, identifying factor combinations crucial for success. By pinpointing these factors' configurations, the study offers institution-specific performance enhancement guidelines and insights for national R&D policy management and performance evaluation efficiency.

  • SME is a major company to keep employment in Korea and highly depends on large company as vendor. R&D is critical to keep its position under the global competition. Government makes a policy to support SME R&D investement. We reviewed SMBA(Small and Medium Business Administration) policy for SME R&D and try to find alternatives. One of the alternatives is to increase a budget for large and SME co-development program.

  • This study aims to provide information about the priority setting and budget coordination of government R&D spendings in Korea. Based on the result of "survey, analysis and evaluation of national R&D programs" in FY 1999, this paper reviews the government R&D expenditures by concerned variables such as program objectives, sector of performance, character of work and technology fields. This paper also carries out an analysis on the government R&D supports as ways for the promotions of high technology-based start-ups and SMEs and regional innovation activities. It is found that relatively high investment is made in the industrial technology areas and development research, and there are some redundancies of R&D programs among ministries and agencies in terms of technology fields, program objectives and character of work. Policy implications and future research directions are suggested.

Measuring the Dynamic Efficiency of Government Research Institutes in R&D and Commercialization by DEA Window Analysis (DEA 윈도우 분석을 이용한 정부출연연구기관의 연구개발 사업화 동태적 효율성 분석)

  • Government-funded research institutes (GRIs) have played a pivotal role in national R&D in Korea. To achieve desired goals of GRIs with the limited R&D budget, their performance along with time needs to be measured and compared so that appropriate R&D policies can be formulated and implemented. This study measures the dynamic performance of GRIs from the efficiency perspective using the window model of data envelopment analysis (DEA). DEA is a non-parametric approach to measuring the relative efficiency of decision-making units (DMUs) with multiple inputs and outputs, and the DEA window model can capture the dynamic changes in efficiency of DMUs during multiple periods. The relative efficiency of GRIs is measured from the two perspectives: R&D and R&BD. Patents, papers, technology transfers are selected as outputs for R&D while compensated technology transfers and technology royalty are employed as outputs for R&BD. This study measures and compares the two types of performance of 20 Korean GRIs under the control of National Research Council of Science and Technology during the period of six years from 2008 to 2013. The results are expected to provide fruitful implications for national R&D policy making.
