In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

The use of national R&D reports becomes a difficult task due to the different level of service being provided and the different way used for its construction by the institute in management. One-stop service of its contents is impossible and there is a lack of specialized service such as a system to satisfy the various needs of the researchers. This study analyzes the laws related to the national R&D reports and the evaluation system of the R&D outputs for the design and construction of the DB and system for the management of the national R&D reports. We also perform an analysis of the economic effect of the system.

신종 코로나 바이러스(COVID-19)가 세계적으로 대유행하고 있다. 정부는 세계적인 전염병 확산에 대응할 수 있는 국가적 기술 역량 확보에 필요한 연구개발(R&D) 투자를 통해 향후 성장 동력을 확보하고 단기 경기 부양을 추진하고 있다. 따라서 코로나 바이러스에 대한 R&D 투자 및 연구현황을 종합적으로 파악하여 향후 R&D 기획의 방향성을 정립하기 위한 지식정보가 필요한 시점이다. 주요 해외 국가(미국, EU 등) R&D 과제를 기반으로 4개(세부 5개) R&D 영역을 도출하고, 국내 R&D 과제와의 비교분석을 통해 차별화된 2개 R&D 영역을 추가하였다. 제시된 6(세부 7개)개의 R&D 연구영역별 국내외 연구기관-연구과제명-과제규모-과제기간을 제시하였다. 동시에 학제 간 융합적 특징을 나타내는 R&D 과제를 제시하였다. 본 연구는 코로나 바이러스 관련 국내 경쟁 우위 영역과 차별화된 연구영역을 도출하여 현재 세계적으로 조명받고 있는 코로나 바이러스 검출 및 현장진단 역량의 우수성을 입증하고, 향후 집중 투자 영역을 제시하였다.

This study attempted to investigate changes in collaboration structure for each stage of national Research and Development (R&D) in the artificial intelligence (AI) field through analysis of a co-author network for papers written under national R&D projects. For this, author information was extracted from national R&D outcomes in AI from 2014 to 2019. For such R&D outcomes, NTIS (National Science & Technology Information Service) information from the KISTI (Korea Institute of Science and Technology Information) was utilized. In research collaboration in AI, power function structure, in which research efforts are led by some influential researchers, is found. In other words, less than 30 percent is linked to the largest cluster, and a segmented network pattern in which small groups are primarily developed is observed. This means a large research group with high connectivity and a small group are connected with each other, and a sporadic link is found. However, the largest cluster grew larger and denser over time, which means that as research became more intensified, new researchers joined a mainstream network, expanding a scope of collaboration. Such research intensification has expanded the scale of a collaborative researcher group and increased the number of large studies. Instead of maintaining conventional collaborative relationships, in addition, the number of new researchers has risen, forming new relationships over time.

Korea's R&D investment has significantly increased in recent years and the quantitative outputs such as number of papers and patents have also increased with the investment. However, the quality of R&D outputs has not been fully addressed. In particular, quality of technical performance, such as the quality of patents, has attracted little attention. In this paper, a Data Envelopment Analysis (DEA) method was used to construct models for efficiency analysis of R&D investment, focused on quality of technical performance. Indices were proposed to analyze the quantitative and qualitative efficiencies of R&D investment. In order to effectively analyze R&D efficiencies, the measurement units of the input and output variables were standardized. Based on cases of livestock quarantine R&D projects of Korea, the quantitative and qualitative efficiencies of national R&D projects were analyzed and factors that would influence R&D efficiencies were identified. This paper suggests that both quantitative and qualitative efficiencies should be considered when measuring R&D efficiency. Also, it is recommended to carefully consider the characteristics of R&D projects during project selection stage.

국가 R&D 과제관리 분야 관련기관들은 최근 다양한 산업기술정보, 연구동향정보의 수집과 분석, 새로운 정보시스템의 개발을 필요로 한다. 또한, 보유정보의 유효성 확대와 수요자 중심의 다양한 정보서비스 개발 등 효율적인 정보제공을 위하여 지속적인 투자 및 발전을 도모하고 있다. 본 연구에서는 지역의 균형발전을 위하여 추진 중인 지역 R&D를 통합 관리하고자 추진 중인 지역산업정보망 구축현황을 분석하고 지역산업 사업관리(개발지원 및 성과관리) 방법을 제시하고 실행함으로써 보다 효율적인 정보관리체계를 운영할 수 있도록 기여하는데 그 목적이 있다.

본 논문의 목적은 국가연구개발사업을 종합적으로 관리할 수 있는 정보시스템을 성공적으로 구축하기 위한 방안을 모색하는 것이다. 먼저 미국, 일본을 비롯한 주요 선진국의 연구개발관련 정보시스템의 현황을 살펴보았고, 국내 연구개발관련 정보시스템과 비교 분석을 하였다. 국가차원의 연구개발 정보시스템의 필요성, 구축배경, 제한점 및 향후·계획을 기술하였으며 성공적인 구축을 위해 고려해야 할 점들을 제시하였다. 본 논문의 결과는 국가연구개발사업 종합관리시스템 구축관련기관들의 역할정립 등에 기여할 수 있을 것이다.

본 연구는 R&D 정보 시각화를 위한 네비게이션 선행연구이다. 지금까지 R&D서비스에서는 연구 기획 단계에서부터 사업화에 이르기까지 기존의 연구 성과에 대한 조사 분석을 포함해서 해당 연구 주제에 대하여 기술동향, 시장분석, R&D정책 등 다양한 정보를 종합적이고 전략적으로 활용할 수 있는 정보 서비스가 부족하거나 제한적이었다. 이런 문제를 해결하기 위하여 본 논문에서는 서비스 디자인 방법론에 입각하여 R&D정보서비스의 서비스 디자인 프로세스를 사용하여 R&D 담당자와 UX 디자이너가 참여하는 사용성 평가와 서비스 디자인 방법론 수행 후 사용자 니즈를 분석해 보았다. 국가R&D정보와 관련된 정보처리기술 및 정보자원에 대해서는 기존 KISTI에 가지고 있는 국가R&D정보와 NDSL를 연계하고 이를 활용하여 연구자의 R&D활동에 관련된 문제해결을 지원하는 서비스 체제를 구축하고자 한다. 본 논문에서는 국가R&D정보 서비스 체제 구축을 위해 서비스 디자인 방법론과 사용자 분석을 통해 R&D정보 서비스의 개선 방향을 알아본다.

This paper identifies technology trends of national research and development (national R&D) by exploiting Korean national R&D patents, ranging from 2007 to 2010. In this paper, co-word analysis (CWA), which is a method to identify the relationship among technology terms by using their co-occurrences, is incorporated into network analysis to visualize the relationships among technology keywords of national R&D patents and calculate network indexes concerning inter-relationship diversity and strength of technology keywords. As a result, this research found that inter-relationship among technology keywords in national R&D are getting increasingly strengthening in an overall sense. In addition, the keyword inter-relationship diversity-strength map proposed in this paper revealed some significant technological keywords of national R&D : core technology keywords including "sensor", "film" and "fuel" and emerging keywords including "biosensor" and "thermoelectric". Because the proposed approach helps identify interdisciplinary trends of technology keywords from a massive volume of national R&D patents in a visual and quantitative way, we expect that the approach can be incorporated as a preliminary into the R&D planning process to assist R&D policy makers to understand technology convergence of national R&D and develop relevant R&D policies.

국가 R&D 데이터는 기초과학 연구부터 산업화 부분까지 전 분야에 대한 정보를 포괄하고 있지만 전문적인 용어로 표현되며 이로 인해 대중의 이용에는 어려움이 있다. 이에 NTIS 는 국가 R&D 데이터를 이용한 데이터 큐레이션 서비스를 개발하여 국가적인 현안과 사회적 이슈에 대해 국가 R&D 정보를 선별하여 제공하고 있다. 이에 본 연구에서는 NTIS 의 데이터 큐레이션 서비스인 이슈로 보는 R&D 서비스 분석을 통해 국가 R&D 정보를 이용한 데이터 큐레이션 서비스 구축 방안을 제안하고자 하며 이 서비스가 국가 R&D 정보에 대한 사용자의 접근성 향상에 미친 영항도 분석하였다. 이슈로 보는 R&D 서비스는 뉴스기사에서 추출한 이슈와 관련된 국가 R&D 과제, 성과, 주요 연구기관 등을 매핑하여 정리, 제공한다. 패키징에 이용된 데이터는 모두 오픈되어 있고 관련 자료는 보고서 형식으로 정리돠어 PDF 파일로 제공된다. 또한 해당 프로세스를 자동화 하여 관리자 뿐 만 아니라 NTIS 이용자라면 누구나 개인적인 이슈패키징을 가능하게 하였다. 이 밖에 Special Issue 코너를 개설하며 주요 현안에 대한 사용자의 접근,이용 편의성을 높였고 코너 개설 이후 접속자의 페이지뷰가 증가한 것으로 나타났다.
