Analysis of the Present Status and Future Prospects for Smart Agriculture Technologies in South Korea Using National R&D Project Data

  • Food security and its sovereignty have become among the most important key issues due to changes in the international situation. Regarding these issues, many countries now give attention to smart agriculture, which would increase production efficiency through a data-based system. The Korean government also has attempted to promote smart agriculture by 1) implementing the agri-food ICT (information and communications technology) policy, and 2) increasing the R&D budget by more than double in recent years. However, its endeavors only centered on large-scale farms which a number of domestic farmers rarely utilized in their farming. To promote smart agriculture more effectively, we diagnosed the government R&D trends of smart agriculture based on NTIS (National Science and Technology Information Service) data. We identified the research trends for each R&D period by analyzing three pieces of information: the regional information, research actor, and topic. Based on these findings, we could suggest systematic R&D directions and implications.

  • With the rapid development of the Fourth Industrial Revolution and digital transformation, scientific and technological innovation measures are being devised to overcome Korea's low-growth, high-cost structure. Accordingly, by examining the R&D investment evaluation system of R&D PIE (R&D Platform for Investment and Evaluation), which has been promoted by the Korean government in response to the Fourth Industrial Revolution, from the perspective of R&D transformation, this study aims to explore a new path for a sustainable national science and technology innovation system following digital transformation. In particular, from the perspective of R&D PIE, a MLP (Multi-level Perspective), which had been conducted as an abstract theoretical study, was attempted with specific cases and analysis for each of the three layers: niche, landscape, and regime. In conclusion, R&D PIE was intended to elevate the abstract R&D investment evaluation system to a platform that leads innovation in the digital space of the Fourth Industrial Revolution. In addition, it was confirmed that the R&D PIE could be replaced or enhanced as a platform for innovation in response to the Fourth Industrial Revolution, thereby providing an alternative to job creation and an escape from economic crisis.

  • Research and development projects in Research and development projects in Korea are ineffectively conducted due to the lack of a system for effectively planning, conducting and disseminating the result of the research projects. In this study, we have designed a framework for system that can be used in the planning and managing stage of National R & D information to guarantee standardization and extendability of the information. A national R & D technology information portal system for managing the distributed national R & D information on a single database is suggested based on this framework for the construction of a more effective information support system and the dissemination of national R & D information between researchers.

  • This paper proposes a method of using national R&D patents' CoIPC networks to identify interdisciplinary trends of technology areas related to Korean national R&D. While previous research analyzed interdisciplinarity of national R&D with simple bibliometric descriptions, this research uses the network-based indexes to analyze its interdisciplinarity from the viewpoints of interdisciplinary "diversity of coupling" and "strength of coupling". In this research, this proposed method was used to form a R&D CoIPC network from the Korean national R&D patents registered from 2007 to 2010. It is expected that the proposed method can be incorporated into a system for a national R&D trend analysis, and used to identify the issues of technology convergence in national R&D and formulate its related research policies.

R&D Strategy Development for Nanotechnology Areas based on Efficiency Comparisons (효율성 비교를 통한 나노기술 분야별 R&D 전략 수립)

  • In this paper, we compared the efficiencies of national R&D investments between NT (Nanotechnology) areas in terms of papers, patents, and commercializations, and found ways to improve the efficiencies of national R&D investments for each NT area. This is in response to huge R&D investments government has made recently in NT areas. Here, we collected data on investments, papers, patents, and commercializations for the R&D projects in NT areas through National Science & Technology Information Service. Based on the data, we analyzed the investment and performances (papers, patents, and commercializations) for each NT area, calculated the efficiency for each NT area, and compared the efficiencies between NT areas. Next, using cluster analysis, we identified several NT areas with similar characteristics in terms of paper efficiency, patent efficiency and commercialization efficiency. Finally, we derived implications for the efficiency enhancement for each grouping. The cluster analysis showed that there could be two groups, one being low in terms of technological outcome (papers and patents) efficiencies and high in terms of commercialization efficiencies, while the other being high in terms of technological outcome (papers and patents) efficiencies and low in terms of commercialization efficiencies. Therefore, the strategy for one group calls for support for technology transfer or technology introduction from other R&D performers and grant of guidance for improving R&D performers' commercialization ability to other R&D performers while the strategy for the other group calls for R&D support for transfer of technology to other R&D performers, activation of technology transfer and support for commercialization of R&D performers.

  • 각 부처에서 관리되고 있는 국가R&D정보는 범부처 공동활용을 위하여 국가과학기술지식정보서비스(NTIS) 체계를 통하여 유통된다. 그러나 부처별 연구관리전문기관에서 NTIS로의 단방향성 R&D정보 유통체계로 인하여 부처별 전문기관에서 관리되는 R&D정보와 NTIS에서 관리되는 R&D정보간 데이터 불일치 문제가 발생한다. 그러므로 본 논문에서는 국가R&D정보의 관리현황 및 문제점을 분석하고, NTIS와 부처간 국가R&D정보의 동기화를 위한 국가R&D정보 유통체계 개선 프로세스를 제안한다.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

Development of Cross Reference R&D Information Model using Topic Map (Topic Map을 활용한 연구개발정보의 연계 모델 개발)

  • Recently, under the pressure of national necessity, the national S&T information system(NTIS) for collecting, managing and distributing various R&D information is under discussion. The close inter-connections and cooperations among elements in R&D process, activity, information and data levels are the basis of national S&T information system. In this paper, we propose a cross reference model of R&D information. The proposed model includes research project, person and output information which are essential in the R&D activities. By using the proposed model, a cross navigating and referencing among R&D information is possible. And various queries on the models from various viewpoints are also possible. XML Topic Map, ISO13250 Standard, is used for development of the proposed model. The efficiencies and further practical usages of proposed model are discussed by demonstrating the proposed model with an example.

  • A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data quality Improvement. and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.
