Reflection and Challenge for Science and Technology Policy Studies in Korea

  • We have identified the paradigm, the knowledge structure, and the roles of S&T policy studies in Korea by empirical analysis and focus group interviews. First, it provisionally concluded that S&T policy studies in Korea are still in the pre-paradigm stage. Specifically, the level of consensus among scholars about the "academic definition of discipline" and "research scope", which is essential for an independent discipline, is still low. Next, a great part of the existing S&T policy studies in Korea is excessively weighted in specific research scopes and researcher groups. For a balanced development as an academic discipline, such imbalance must be overcome. Third, the studies in Korea showed that much of the research in the earlier stage was fragmented at the micro-level. More recently, however, S&T policy studies show co-evolutionary patterns, which increase the responsiveness of the society. Based on this analysis, the future direction of studies should form a unique flow of our own, building Korean policy cases and models rather than following those developed countries.

Factors Affecting Beneficiary Satisfaction on Financial Aid Program for Cancer Patients in Korea (암환자 의료비 지원사업 대상자의 만족도 관련 요인)

  • Limited research has investigated the satisfaction of patients with cancer. This study was performed to explore patients' satisfaction and the related factors. The data were collected by telephone survey for the participants who were beneficiaries on the national financial aid program for cancer patients between January and October in 2009. Student's t-tests and analysis of variance were performed first to determine if the mean satisfaction score differed by the characteristics of study objects, followed by stepwise multiple regression analyses to examine the factors affecting satisfaction. When comparing the relating factors with patients' satisfaction according to the sociodemographic characteristics, the male, old-aged, higher educated, lower cancer stage, lung cancer group showed a significantly higher level of recognition for satisfaction. A public health center, better public relations, recognized more helpful, don't have expectation, put a person to expense, and don't feel pressured for medical cost groups were showed a higher level of recognition for satisfaction. The result of the multiple regression analysis, short waiting time, well known program policy, recognized helping of policy and had the financial burden had significantly influence on the satisfaction of patients with cancer.

Analysis for the Policy Making Process of G7 Project in 1990s (선도기술개발사업(G7)의 정책결정 과정 분석: 범부처간 추진 과정 및 민간 전문가 역할을 중심으로)

  • This work firstly aims to analyse how the policy makers had been able to sort out the two policy issues, 'how did the MOST establish the inter-departmental project' and 'why did the MOST give a legal power to the private experts', in the process of policy making for Highly Advanced National(HAN) project, called G7 Project, which had been implemented for 10 years in 1990s. Then, this will discuss the policy implications available to the similar policy areas in the future. The result shows that the agenda setting of the G7 Project, one of the successful national R&D projects in Korea, had been initiated by a few leaders who had have the perspective of pioneer. In addition, this explains that private experts had more played than civil servant did in the process of policy formation, which had been backed up by the R&D plannin4g system then introduced in R&D management process for the frist time. This case study will provide policy makers with the opportunities to remind 'the necessities of the policy management by the system not actors', 'more effective management of distribution policy' and 'the better role of related experts in the policy making process'. Also, above issues will make both the practitioners and the researchers again consider how to improve the rationality and effectiveness of the policy making process in the field of science and technology.

Comparative Study on Mental Health Policy Goal in Korea and America (한국과 미국의 정신건강 정책목표 비교)

  • The purpose of this study was to review national mental health policy goal in Korea and America, and to suggest strategies for advancing the national mental health policy in Korea. Objectives: First, the review of nation mental health policy in Korea. Second, the review of nation mental health policy in America. Third, the development of nation mental health plan in Korea. Methods: To achieve this objectives, review the books, journals, and national published papers and so on. Results: First, 15 goals are planned for mental health promotion in Korea Health Plan 2010. Second, 14 goals and multiple strategies are planned for mental health promotion in America Healthy People 2010. Third, 3 plans are suggested for mental health promotion in Korea. Conclusion: Mental Health is essential dimension in holistic health. And mental health promotion has been increasingly emphasized in national health plan. Therefore, effective nation mental health policy establishment would be needed continuously.
