A Trend Analysis on Professional Engineer Examination and Reflection to a College Academic Curriculum - Focused on Generation/Transmission/Distribution Subdiscipline of Electrical Engineering - (발송배전기술사 고시 출제경향 분석 및 대학 교과과정 반영에 대한 고찰)

  • The government has pushed ahead with the establishment of a connection system among education-task-qualification with regards to the promotion of engineering industry, but there has been a lack of pertinent data. In this regard, this study investigated the ways of connecting universities' engineering education with Electrical Professional Engineer examination. The results show that the tendency of questions consists of 30[%] of transmission, 16[%] of basic theory, 14[%] of transformer, 14[%] of generation, 9[%] of new technology, 11[%] of other relevant fields. This study also presents a survey on the relationship between the engineer's license and college curriculum. The curriculum of Electrical Engineering Department of a leading National University in Seoul is investigated in relation to the Examination. Some learning materials for successful completion of the university curriculum and acquisition of the Professional Engineer license are also recommended.

  • Recently, there have been frequent incidents of talent accidents caused by youth driving without a license. Driving without a license is becoming a hotbed of curiosity and challenge for some young people, and there is a limit to managing smart keys at home to prevent this. Therefore, in this paper, using the facial recognition algorithm, the face of the driver sitting in the driver's seat is compared with the information stored in advance, and the system is designed to control the engine by determining that it is a registered driver. If the registered driver authentication is successful, the matching accuracy and Unlock message are output to the LCD connected to the Raspberry Pi.

  • This paper provides a comprehensive analysis of the implications of the metaverse on the music industry, focusing on copyright issues and potential solutions. It delves into the concept and characteristics of metaverse platforms, describing them as environments that immerse users in a variety of virtual experiences. A significant portion of the paper is dedicated to exploring music use and copyright infringement in the metaverse. It examines how users incorporate existing music into their content, often leading to legal challenges due to copyright infringement. The paper discusses the role of online service providers (OSPs) in this context and the legal implications of their actions. The paper also addresses the 'safe harbor' provisions for OSPs and examines the balance between protecting rights holders and limiting OSP liability. It highlights the challenges and limitations of copyright enforcement in the metaverse, especially given the unique nature of content on platforms such as Roblox. Finally, the article proposes solutions to simplify music licensing in the metaverse, suggesting a shift from property rules to liability rules and the establishment of Collective Management Organizations (CMOs) to streamline the licensing process and better protect copyright holders' interests.

Issues and Considerations surrounding Revocation Physician's Medical License Arising from Criminal Offenses (의사의 형사범죄에 따른 면허취소처분의 쟁점과 고려사항)

  • In recent years, there have been opinions in which physicians are liable to the revocation of their medical license if they are sentenced to above a certain level for criminal charges regardless of the types of offenses. Accordingly, a revised bill of law was submitted in the National Assembly, and related discussions are thus expected to commence. Considering the morality and ethics or the level of the rule of law that the general public expects of physicians, as well as the license revocation system in other professional sectors, it is assessed that medical license revocation due to criminal convictions of physicians is appropriate to some degree. However, if a poorly devised system is established based on unrefined inferences or emotional judgements, unexpected side-effects are likely to arise. With regard to serious criminal acts that society generally perceives as unacceptable, it can be assessed that the revocation of physicians' licenses would appropriately protect the general public from threats. However, given the life-saving characteristics of high-risk medical practices, higher malpractice exposures, and social values, it is difficult to assess charges of professional negligence resulting in death(or in injury) and minor offences in the same manner as anti-social criminal offences are handled. Physicians need to be treated the same as any other professions. At the same time, they are engaged in administering medical treatment to patients in the face of great risks as professionals. Under the circumstances, a discussion on the introduction of a more specific and empirical system is needed by considering the intrinsic characteristics of medical treatment and the need for an equitable health and medical policy. Accordingly, based on the above judgment and perception, this study explores the code of ethics for physicians and medical license revocation related to criminal offences at home and abroad, and examines various legislative alternatives appropriate for the Republic of Korea. In doing so, the purpose of the study is to contribute to the development of a reasonable system for handling criminal offences by physicians.

  • In this paper, we propose a key management scheme which can provide delivery of the key used to encrypt a digital content from the package server to digital rights management (DRM) clients in a secure manner. The proposed scheme can protect digital content from attacks since an encrypted digital content is sent by a package server and only DRM clients can decrypt the encrypted digital content. It protects the key not only from purchasers but also among the other principals who manage the distribution and license servers.

  • 본 논문에서는 효율적으로 주차 공간을 확보와 주차장 성능을 향상을 위한 방법을 조사하였다. 이러한 방법으로는 차량 번호판 조사를 이용하여 주차 회전율을 구하는 방법이 있었다. 본 연구로 효율적으로 주차장을 사용하고 있는지를 판단할 수 있다. 또한 차량의 주차를 하여 잘 소통되는지를 알 수 있었다.

Statistical Discriminant Analysis on the Driving Ability of the Brain-injured

  • Brain injured patients who had the driver's license before the injury of the brain were tested with the newly developed tool CPAD by Hangyang Medical School and the National Rehabilitation Center. The CPAD contains many variables to measure the ability of driving. Also for each patient the American standard CBDI score was measured and the result was compared with the CPAD results. Of interest is to classify the patients as pass, border, fail group after the CPAD test. To derive the discriminant functions with the group information based on CBDI, parametric/nonparametric and multivariate/univariate discriminant analysis was performed and discussed.

  • 본 논문은 이동식 자동영상속도측정기로 과속 단속된 영상자료 중 역광 원인으로 자동차 번호판을 인식할 수 없어 폐기되는 영상자료에 대한 번호판 인식률을 향상시키는 알고리즘을 제안하였다. 명암값 분포가 불규칙한 자동차 번호판 이미지나 영상 자체에 손상이 많은 자동차 번호판 이미지를 지역적 적응 이진화 알고리즘을 사용함으로써, 오츠 전역적 이진화 알고리즘보다 뛰어난 자동차 번호판 인식률을 얻었다.

  • 자동차 번호판 인식은 카메라의 발달과 무인자동차 주차 시스템, 불법 주정차 단속 등 응용 서비스의 증가로 부각되고 있는 텔레매틱스 분야의 핵심 기술이다. 특히 우리나라의 번호판은 영업용과 비영업용의 도색이 틀리고, 현재 4종류의 번호판 체계를 갖고 있다. 따라서 번호판 인식은 이들 번호판을 종류별로 분류하고 인식해야 되는 어려움이 있다. 본 논문은 레이블링 기법으로 번호판 종류를 분류하고, 지역 글자 인식에서 뭉개짐 현상이 발생하는 경우, 기존의 신경망에서 인식치 못하는 것을 차영상과 신경망을 이용하여 인식률 향상을 이루었다.

Evaluation of International BIM Standard Contracts to establish BIM Copyrights and Operational Protocols in Korea (국제 BIM 표준계약서 분석을 통한 국내 BIM 저작권 보호 및 운용 체계 수립에 관한 연구)

  • Building Information Modeling, and its associated work practices, requires project participants to share not only 3D geometric data, but also information in the model that may be considered proprietary and even trade secrets. Thus protection of intellectual property, or BIM copyrights, must be in place for participants to share proprietary information among project stakeholders. Currently Korea does not have adequate copyright laws or mechanisms to provide such protection. This research examined three BIM copyright legal documents, namely U.S.' ConsensusDOCS 301, AIA Document E203/G202, and U.K.'s CIC BIM Protocol to determine how copyright protection is realized, and to formulate appropriate stipulations within the Korean construction context. The resultant requirements include stipulating ownership at to the BIM originator, adopting a license-sublicense scheme, employing a federated model, and use of a formal model delivey table to allocate responsibilities. Given Korea's adoption stage, liability should be minimal, and license revocation should be allowed if payments are not met. The three BIM legal documents focus on practical measures that allow participants to customize requirements for individual projects, and such conventions should be emulated in Korea.
