Multi-Cluster based Dynamic Channel Assignment for Dense Femtocell Networks

  • This paper proposes a novel channel assignment scheme called multi-cluster based dynamic channel assignment (MC-DCA) to improve system performance for the downlink of dense femtocell networks (DFNs) based on orthogonal frequency division multiple access (OFDMA) and frequency division duplexing (FDD). In order to dynamically assign channels for femtocell access points (FAPs), the MC-DCA scheme uses a heuristic method that consists of two steps: one is a multiple cluster assignment step to group FAPs using graph coloring algorithm with some extensions, while the other is a dynamic subchannel assignment step to allocate subchannels for maximizing the system capacity. Through simulations, we first find optimum parameters of the multiple FAP clustering to maximize the system capacity and then evaluate system performance in terms of the mean FAP capacity, unsatisfied femtocell user equipment (FUE) probability, and mean FAP power consumption for data transmission based on a given FUE traffic load. As a result, the MC-DCA scheme outperforms other schemes in two different DFN environments for commercial and office buildings.

Research Trend and Analysis on the Issues of Informatization and E-Government in Korea (국내의 정보화 및 전자정부 연구동향 분석)

  • This study analyzed the research trends and methodologies through meta analysis method on the issues of ICT policy and e-government in Korean major journals and proceedings including Korean Association of Public Administration (KAPA), Korean Association of Policy Studies (KAPS), and Korean Journal of Information Policy of NIA (National Information Agency). The results showed that methodology has changed from explorative study with conceptualization to experimental study with theoretical model and cases. Qualitative approaches including case studies and description with policy implications were employed more as analyses tools. In terms of contents, system effectiveness and e-governance issues prevailed in the early 2000s, and since then, it has changed into ICT-based social changes and looking for generalization of theories including e-democracy, e-service, e-participation, digital divide, and post-information society. Now we are facing another ICT revolution of social network via web3.0 and gov3.0 and it is time to open a new theoretical debate, deconstruction of discourse, and collaborative perspective among different disciplines.

Factor Analysis for Improving Adults' Internet Addiction Diagnosis (성인 인터넷 중독진단 개선을 위한 요인분석)

  • Korean adults' internet addiction diagnosis measure, K-scale developed by Korea National Information Society Agency (NIA), has composed of 4 categories including 20 items. This scale can diagnose user's internet addiction with individual's questionnaire items. Most of previous research works were tried to know reasons of internet addiction and to judge whether adolescents are addicted or not with their samples. In this research, it is the goal to find the key component to judge individual's internet addiction by using a decision tree in the data mining field and a principal component analysis in statistics. From the experimental results, we would discover that tolerance and preoccupation factor is the most important one to affect adult's internet addiction.

Value Recognition and Intention to Adopt Smart City Services: A Public Value Management Theory Approach

  • Smart city, which employs information and communication technology (ICT) to resolve urban problems, is gaining more research attention in the innovation research. However, most previous studies regard citizens as merely passive accepters of the smart city services, focusing on individual private values. The present study aims to expand existing limited perspectives by applying public value management theory. Drawing from the literature review, we developed a dual perspective that a smart city service should encompass: private and public value. Then we set up a causal relationship between the value recognitions and intention to adopt smart city services. We further related antecedent variables to the dual value recognition in terms of citizens' characteristics: prior knowledge, personal innovativeness, and citizenship. Two case subjects among currently operating smart city services in South Korea were selected to empirically investigate our hypothesis. Results confirm the recognition of both public and private value is significantly related to the citizens' personal characteristics and resultant attitude towards acceptance and support for diffusion of the smart city services. This study is expected to provide useful implications for a new angle for the recipient of the smart city services, value orientation of the services, citizen's participation, and method selection for promotion.

  • This study verified theoretical model to explain adolescents' addictive use of smartphone. I used the data of 679 middle and high school students among 2013 internet addiction survey of National Information Society Agency(NIA). This study utilized structural equation modeling analysis to compare a suggestive model and alternative model. According to the final model, higher the satisfaction of family relationship, the addictive use of smartphone and emotional problems of adolescents were reduced. And, higher the addictive use of smartphone, higher the emotional problems of adolescents. Also, family relationship affects emotional problems via addictive use of smartphone. While, in the alternative model, path from amount of smartphone use to addictive use of smartphone was not significant. Results of this study suggest that family relationship variable may play an antecedent factor of addictive use of smartphone and emotional problems of adolescents and control of smartphone use is important to keeping a mental health of adolescents.

Balancing Efficiency and Flexibility in Software Project: The Role of Team Collective Improvisation, behavioral integration, and member diversity

  • The successful management of software (SW) projects is a continuous concern to managers, which is attributed to the contradictory demands that most projects are facing; meeting user requirements within time and budget limit while flexibly dealing risks during the progress of the projects. The present study asserts project performance and risk mitigation are not tradeoff but to be achieved simultaneously, which is called SW project ambidexterity. Drawing on the literature on organizational behavior, hypotheses are developed speculating the relation among project performance, risk mitigation, team collective improvisation, team behavioral integration, and team diversity. Using empirical data collected from 102 SW project teams of 507 team members in South Korea, empirical analysis indicates team collective improvisation is a significant antecedent to SW project ambidexterity, playing a pivotal role to balance the contradictory demands. Furthermore, team behavioral integration positively influences the degree of team collective improvisation, and the magnitude of the relation is partially contingent on the team members' age and major diversity. The present study advances theory by providing a context specific explanation about the SW project ambidexterity and its precedents.

Comparison of EEG during Watching Emotional Videos according to the Degree of Smartphone Addiction (스마트폰 중독 정도에 따른 감정 영상 시청 시의 뇌파 비교)

  • As smartphone usage has increased recently, so has smartphone addiction. Many of the smartphone users, however, do not even recognize the risk of smartphone addiction. In this experiment, smartphone users have been categorized into two groups by smartphone addiction measure (S-measure) developed by 2011 National Information Society Agency (NIA): A high risk group and a normal group. The changes of brain waves have been observed when the subjects were watching emotional videos of anger, sadness, happiness, and fear. The results show that the values of FP1 and FP2 (frontal lobe) theta band of the high risk group have been measured to be high, which indicate anxiety disorder. Although happiness and fear videos showed no difference between these groups, sadness and anger videos showed significantly different results for these groups: the brain waves of the high risk group showed higher values than those of the normal group. Therefore, this experiment showed that the high risk group takes feelings of sadness and anger more sensitively than the normal group.

  • We discovered the fact that the most important factor for judging adults' internet addiction in the K-scale method which was developed by Korea National Information Society Agency (NIA), has composed of 4 categories including 20 items, is tolerance and preoccupation factor from the experiments by using data mining techniques. In this research, we propose a new internet addiction diagnostic method based on the degree of tolerance considering users' non-duty internet activities. From some questionnaire participants, their feedbacks for the K-scale and the proposed diagnostic method were collected, and then we confirmed that the proposed user-centered diagnostic method is effective to find undiscovered addicts due to individuals's intention in the K-scale.

  • The purpose of this study is to examine factors influencing the digital divide between the baby boomer and elderly generation. Under this relationship, we investigated the age, education, family type, income, using attitude, using motivation, using outcome, cognition of intelligence information society, anxiety of intelligence information society, life satisfaction, social support. Research data were Using the data of 2017 Digital Divide Survey conducted by the National Information Society Agency(NIA), The final sample were 2300 who fully responded. As a result of factor, age, education, using attitude, using object, cognition of intelligence information society, life satisfaction significantly effected directly in baby boomer. Also, family types, cognition of information intelligence society, life satisfaction in elderly. Based on the results of this study, the implications and future studies of the baby boomer and elderly are suggested.

A Case Study on the Application of AI-OCR for Data Transformation of Paper Records (종이기록 데이터화를 위한 AI-OCR 적용 사례연구)

  • It can be said that digital technology is at the center of the change in the modern work environment. In particular, in general public institutions that prove their work with records produced by business management systems and document production systems, the record management system is also the work environment itself. Gimpo City applied for the 2021 public cloud leading project of the National Information Society Agency (NIA) to proactively respond to the 4th industrial revolution technology era and implemented a public cloud-based AI-OCR technology enhancement project with 330 million won in support of 330 million won. Through this, it was converted into data beyond the limitations of non-electronic records limited to search and image viewing that depend on standardized index values. In addition, a 98% recognition rate was realized by applying a new technology called AI-OCR. Since digital technology has been used to improve work efficiency, productivity, development cost, and record management service levels of internal and external users, we would like to share the direction of enhancing expertise in the record management and implementation of work environment innovation.
