Structural Analysis of Multipurpose Fishway in Chuksan River (척산천의 다기능 어도의 구조 해석)

  • In this study, the validity and applicability of the multipurpose fishway which has been constructed for the upstream migration of fish at Chuksan river in Uljin is assessed and analyzed by a commercial software. The upper slab types of fishway in this investigation are reinforced concrete slab (S1 type) and reinforced concrete slab with steel plate (S2 type). The three different sizes of subway passage ($0.8m{\times}0.1m$, $0.8m{\times}0.2m$, $0.8 m{\times}0.3m$) and velocities (0.6 m/s, 1.2 m/s, 1.8 m/s) of Chuksan fishway was investigated and compared for the Chuksan in government design code. The analysis showed that the maximum stress and bending moment of S1 type decreased 1~21 % and 12~27 % compared to the Chuksan in government design code, respectively. Also, the maximum stress of and bending moment of S2 type decreased 11~32 % and 27~39 %. From the numerical analysis, it was found that the S2 type was greatly effective and the subway passage size of $0.8m{\times}0.2m$ was most safe. This result can be utilized to be the basic data for design of the Multipurpose fishway.

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

  • The purpose of this study was to investigate if an community forestry programme (HKm) could be one of the main tool for REDD+ in Indonesia. Recently, considerable numbers of countries including Norway, England, Korea and etc. have invested 69 million US$ in total to Indonesia for implementation of REDD+. However, forest dependent people without a communal right are subject to poor forest governance during a stream of REDD+ in Indonesia. This study suggest that HKm are needed to be a tool for REDD+ in order to achieve the objects of REDD+ in terms of Equity, Efficiency, and Effectiveness (3Es) by stimulating local and Indigenous peoples to participate in REDD+. As a result of our study, Indonesia government have designated only 200,000 ha for HKm area by 2007. Indonesia government have a week political will to extend its area to give a communal right to those peoples who dwell in state forests and HKm application process is complicated and slow. HKm has a potential to be main tool for REDD+ in Indonesia. However HKm will be difficult to be main tool for REDD+ without resolving current obstacles.

  • This paper presents the concept of the National Science and Technology Park (NSTP) in Islamabad, Pakistan. Keeping in line with Karl Popper's Piecemeal Social Engineering theory, a critical-pragmatic approach is adopted in shedding light on the strategic thrusts and expected outcomes of this knowledge-driven, entrepreneurially-spirited, multi-industry project. Based on Triple-Helix perspectives, we investigate the role of the National University of Sciences and Technology, Islamabad in efforts aimed at developing NSTP as an intermediary hybrid organization that enhances industry-academia-government linkages, with the potential to serve as an engine for regional and national economic growth and competitiveness.

  • In Korea, primary school (also junior high school) is compulsory and free since 2004. But it looks high school is also compulsory, as over 80% of adults has a high school diploma currently. For 20 years improving high school education is only education-oriented, rather than occupation-oriented. And, the mismatch between the occupational requirement and the lesson from school is getting larger. To resolve this issue, the Korean government builds and utilizes National Competency Standards(NCS) to realize a competence-oriented society. With NCS, the government enables to run of a work-study program and tries to suggest the fundamental solution to improve occupational ability and the unemployment of young people. However, the prejudice against the education level and occupation is still engrained, and it is hard to match the education-career-qualification based on NCS. Therefore, we study NCS from the definition to the utilization, suggest an improving method to flexibly utilized the standards in the fields, and continuously improve and develop the NCS.

A Study on the User Behaviors and Satisfaction of Legislative Employees and Other Library Users for the Government Information Service of National Assembly Library of Korea (국회도서관의 공공기관 및 정부정보 서비스에 대한 입법관련 종사자와 일반이용자의 이용행태와 만족도 분석)

  • This study analysed the user behaviors and satisfaction for the government information service of Nation Assembly Library of Korea, based on the questionnaires from users including the legislative employees and other library users. The results showed that legislative employees used the services more often and have more needs for the services than other users. Most legislative employees and other library users evaluated that the services should be improved and that it would be desirable to develop a portal system and services providing the integrated search and offering government information as one stop service.

Exploring Near-Future Potential Extreme Events(X-Events) in the Field of Science and Technology -With a Focus on Government Emergency Planning Officers FGI Results -

  • This study aims to predict uncertain future scenarios that may unfold in South Korea in the near future, utilizing the theory of extreme events(X-events). A group of 32 experts, consisting of government emergency planning officers, was selected as the focus group to achieve this objective. Using the Focus Group Interview (FGI) technique, opinions were gathered from this focus group regarding potential X-events that may occur within the advanced science and technology domains over the next 10 years. The analysis of these opinions revealed that government emergency planning officers regarded the "Obsolescence of current technology and systems," particularly in the context of cyber network paralysis as the most plausible X-event within science and technology. They also put forth challenging and intricate opinions, including the emergence of new weapon systems and ethical concerns associated with artificial intelligence (AI). Given that X-events are more likely to emerge in unanticipated areas rather than those that are widely predicted, the results obtained from this study carry significant importance. However, it's important to note that this study is grounded in a limited group of experts, highlighting the necessity for subsequent research involving a more extensive group of experts. This research seeks to stimulate studies on extreme events at a national level and contribute to the preparation for future X-event predictions and strategies for addressing them.

  • According to the second scheme of the Korean Government about technology development, utilization and popularization of new ${\cdot}$ renewable energy, the continuous growth of distributed resources are expected. But there is a few paper about recloser and sectionalizer coordination and protection scheme in distribution system interconnected a number of distributed resources. In this paper, it is dealt with that recloser and sectionalizer coordination at the cases concerned with position among protection devices. Adding distributed resource, the problems of each case are investigated through simulation.

Interlaboratory Study for Cryptosporidium and Giardia Test Methods in Water (정수장 원생동물 분석방법의 국내 실험실간 교차시험 연구)

  • This interlaboratory study was designed to evaluate protozoan test methods in water and to predict the major causes of deviation of the methods. Each of four laboratories with previous experience of protozoa analysis in water participated, and met the initial performance criteria of EPA 1623 method provided. The protozoan analysis procedure consists of filtrations, concentration, immunomagnetic separation, dyeing (staining) and counting with observation. We tested three different filtration equipments: capsule filter for 10 L of surface water, and high volume (HV) capsule filter and membrane filter for 100 L of finished water. When the recovery of each step of the procedure was evaluated with EasySeed, the commercial stock of each 100 Cryptosporidium and Giardia, immunomagnetic separation and filtration step were the most crucial steps affecting the stability of the recovery, especially for Cryptosporidium. There was no significant difference of recovery among the filtration methods. Recovery of protozoa from source water were evaluated with spiked EasySeed as matrix tests. The recoveries of Giardia increased significantly in the matrix tests compared those in the deionized water. We also applied red stained mixture stocks of Cryptosporidium and Giardia called ColorSeed as internal standards of water sample tests. The recoveries of both EasySeed and ColorSeed in samples tested were within the range of the criteria, however, the Giardia recoveries using ColorSeed decreased significantly. Further optimization study with ColorSeed will be necessary, considering the convenience of using the internal standard without additional sample analysis. The significant factors of the recovery variation were identified as the differences of laboratories as well as water quality and type of the stock for spiking. The results of this study emphasize the importance of the quality assurance program for protozoan analysis lab in water.

  • Based on 'Backpack-free day' and 'Unsupervised studying day' in the early 1980s, 10% of all schools in 2004 had at least 1 day of five-day classes a month as at least 2 days were enforced in 2006, and most elementary and middle schools had widely enforced the five-day class since 2012 March. The five-day class system expands the stage of studying from school to families and local societies to build an educational community related to school-family-local societies to provide various activities such as culture, art, sports, social, nature experiences on holidays to have the goal to foster creative future talents with proper personality understanding and considering others. In Busan, the five-day week class of Saturday program is being operated in various methods by national local government and public organizations. The Saturday program of local societies registered in the Saturday school of the information sharing networks are 2823 in total for the past 6 years which are being operated by national local government and public organizations. However, participation of students in the Saturday program is around 20% in 2012 March when Saturday holiday system was widely conducted. For this, problems in the Saturday programs that are currently being enforced are to be closely analyzed and participation expansion plans are to be made. Therefore, this study analyzes and investigates operation forms of Saturday programs conducted in Busan to propose an improvement plan to fulfill goals of Saturday programs and boost participation of students.
