  • We live in an age of information. We also live in an era of rising environmental awareness. As a result, efficient and judicious use of environmental information has become a prerequisite to planning and management of environmental affairs in contemporary societies. During the past few decades, we have recorded a phenomenal rate of growth. and experienced an array of environmental problems such as pollution, destruction of natural environment, and ecological disturbances. In response to these problems we has embarked on a study of Environmental Information System(EIS). This study has four major components. First, it describes the current status of EIS in Korea. Second, it provides a survey of EIS in other countries, specifically USA and Japan. Third, the study also presents an application of GIS(Geographic Information System)in Korea, USA, and Japan. Finally, the study outlines strategies to develop EIS in Korea.

  • This paper reviewed the main characteristics of Web 2.0 and discussed the possible applications related to National Geographic Information Systems. In general, Web 2.0 refers to a next generation World Wide Web environment that let people participate and share information and data. The recent examples using Web 2.0 with geo-spatial information are convincing us apply Web 2.0 into National Geographic Information Systems. In order to imply Web 2.0 into National Geographic Information Systems, we should consider not only technological advancements related to providing the services but also shifting the relationship between information provider(government agencies) and end-users. In other words, new platform should be provided to users so that users can easily create, share, and mash-up data, which was previously managed and owned only by government agencies. Successful integration Web 2.0 platform into National Geographic Information Systems require some important points such that; 1) the consideration for the data should be changed from closed and agency owned data to opened and shared data. 2) data standards should be established to integrate all data from different sources. 3) real change need to be happened rather than different naming on the same system.

  • Salesperson Monitoring System (SMS) is geographic based information system that supports business auditing, sales area coordinating and customer management for each salesperson. Conventional SMSs focus mainly on the monitoring or logging functions, i.e., a salesperson locating or moving trail tracking. However, the schedules have been planned by human planner, and they have rarely been managed with a software system like SMS. In this paper, a mixed integer programming model for a salesperson routing schedule is provided. Then, 2-phase Genetic Algorithm (GA) is proposed to make salesperson routing schedule. Experimental results show a validity of the proposed method.

  • Geodetic Reference System was deferred from 2007 to 2010. Although National Geographic Information Institute in Korea takes charge of it, the progress is slow without clear policy alternatives. In this regards, this study aims at suggesting practical measures for introducing World Geodetic Reference System. Successful foreign countries have well established institutional system for improving their geodetic reference systems. In Korea, National Geographic Information Institute, Ministry of Maritime Affairs and Fisheries, and some municipalities have propelled introduction of the World Geodetic Reference System. However, none of them have systemical approaches. Although National Geographic Information Institute has conducted several researches regarding World Geodetic Reference System, comprehensive policy measures by central governments are not yet made. It suggests methods of data conversion, organizational structures, financial resources, and other supportive measures. Introduction of World Geodetic Reference System is nationwide project. However, there is not nationwide project promotion and management system yet. This research suggests overall policy frameworks to effectively propel World Geodetic Reference System.

  • This study proposes a Web GUI system using MGIS-based three-dimensional data models and hydrodynamic model. The study of Web GUI (Graphic User Information) system based on the MGIS (Marine Geographic Information System) is mainly performed on effective methodologies which transform real world data to computing world data. Finally, we design a Seomjin River Estuary Web GUI system integrating above data models. It must adds more ecological information and the various service item for approach more easily in order to user.

  • The purpose of this study is to develop an urban inundation model using GIS(geographic information system). The model is combining a storm sewer system model and a overland-flow model for the estimation inundation depth in urban area caused by the surcharge of storm sewers. SWMM(storm water management model) was employed to resolve the storm sewer flow and to provide the overflow hydrographs caused by the failure of a drainage system due to the shortage of drainage capacity. The level-pool overland-flow model and DEM based overland-flow model were used to calculate the detail inundation zones and depths due to the surcharge on overland surface. The simulation results can help the decision preventing flood damages by redesigning and enlarging the capacities of storm sewer systems in the inundation-prone areas. The model can also be applied to make the potential inundation area map and establish flood-mitigation measures as a part of the decision support system for flood control authority.

  • Local governments began to construct geographic information system to improve government productivity and performance. In support, central government organized a national commission for GIS. The master plan by NGIS has been the base for local government to participate in the construction of GIS at the local level in the under ground facilities management including water and sewers. The challenge faced by sewer facility managers includes controlling 'data accuracy'. The input for sewer data handling for efficient performance in local government requires accurate data. However data manipulation to get the 'good quality' data can be burdensome. Thus, the aim of this research is to provide the appropriate tool to guarantee the high quality of digital data in sewer facility management. It is helpful to pass the data examination by government as well as to insure confidence of decision and data analysis works in local government. In this research, error types of sewer data were classified and pointed the limitation of traditional examination methods. Thus this research suggested more improved method for finding and correcting errors in data input using sewer volume analysis and prediction model as immigrating sewer facility management work to Geographic Information System.

Calculation of Topographic Index with Geographic Information System

  • The multiple flow direction algorithm to calculate the spatial variation of the saturation tendency, I. e. topographic index, is integrated into the Geographic Information System, GRASS. A procedure is suggested to consider the effect of a tile system on calculating the topographic index. A small agricultural subwatershed ($3.4\;\textrm{km}^2$) is used for this study. The impact of a tile system on the groundwater table can be effectively considered by the Laplace's equation to the DEM. The analysis shows that a tile system has a high degree of saturation to compared to the case without tile drainage, and the predicted riparian area is well fitted to the actual watershed condition. A procedure is suggested to consider a tile system's effect on calculating the topographic index.

  • This study is analyzing what necessary law and institution is to solve various problem that is happened in process that execute the first$\sim$second National GIS Master Plan in the meantime at visual point that the second National GIS Master Plan(2001-2005) period is expired. Specially, it is that present what improvement direction of law and institution by each field is. Minimize of obstacle factors far National GIS Master Plan is purposeful during the third National GIS Master Plan period. To achieve study purpose, this study analyzes background of National GIS law and institution, objective, system. It is expected that of this article can contribute to the picture of National GIS law and institution.

  • The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.
