A Study on Technical GIS Policy for Integrating GIS with Emerging IT for National GIS Development (국가GIS 발전을 위한 신기술 도입방안에 관한 연구)

  • The purpose of this paper is to present guidelines on technical GIS policy for integrating GIS with emerging information technologies and infrastructure systems for national GIS development. These guidelines are expected to advance the development of GIS and stimulating GIS industry, by anticipating potential problems. This paper consists of foul parts. After Introduction, section two covers the present and upcoming status of essential information technologies including communications, security, LBS, Ubiquitous and standardization. Section 3 describes the guidelines for combing GIS and emerging IT for national GIS development. The final section summarizes and derives conclusions.

  • Geographic Information System(GIS) market in Korea was made based on "the First Master Plan for the korean National GIS" Recently the private GIS market is growing rapidly for LBS, Telematics, Web Geographic Information Service. So, the purpose of this study is to make the development strategies reflected ′moving the core of GIS market′ from public to private sector. By using the Model of Added Value chain, the business model which reflect features of geographical information best, we analyzed markets and classified them into four fields along the uses and degrees of added value. The features of markets in each field are researched and the ways of development about each fields are established. And the business model for geoaphic information circulation is made for development of GIS. market. To realize the development strategies in each field, this study proposes the national roles.

  • GIS can be used on almost entire fields of the world, such as the national land management, environmental management, disaster management, enterprise activities, and general lives. GIS is called as an infrastructure of the knowledge information on the cultural society. For insuring the national power on the periods of the unlimited competition, it is very important to establish the national information infrastructure. Purpose of the NGIS project I is to development on living benefits of peoplethrough an efficiency of policy and rationalism of planning. In order to achievement of this purpose, the NGIS project I has been established using the national geographic information base planning. The NGIS project I consists of the master management part, the geographic information part, the technique development part, the standardization part, and the land Information part. These five GIS project parts are operated by four governmental ministers and related institutions, such as minister of transportation and construction, minister of science and technology, minister of information and communication, minister of administrative and home affaires. The NGIS I project is to establishment of the nation spatial information systems, such as various nationwide digital maps, GIS technique development, GIS education, GIS standardization, and GIS researches.

GUI construction for 3D visualization of ocean hydrodynamic models (해수유동모델의 3차원 가시화를 위한 GUI 구축)

  • This study presents an application of GIS technologies to construct the graphic user interface for 3-dimensional exhibition of the results obtained by ocean hydrodynamic model. In coastal management studies, GIS provide a receptacle for scattered data from diverse sources and an improvement of the 3D visualization of such data. Within the frame of a GIS a variety of analytical, statistical and modeling tools can be applied to transform data and make them suitable for a given application. A 3D hydrodynamic model was driven by time-dependent external forcing such as tide, wind velocity, temperature, salinity, river discharge, and solar radiation under the open boundary condition. The Jinhae Bay was selected as a case study. Here, we have used GeoMania v2.5 GIS software and its 3D Analyst extension module to visualize hydrodynamic model result that were simulated around the Jinhae Bay.

  • This paper illustrates some practical geographic information system (GIS) applications for aiding fishery managers and coastal area planners in analysing the likely control scheme of coastal farming areas, and in providing a flexible framework for decision making on fishery development and zoning issues. The effective management of marine farming operation is vitally important since it can greatly influence economic availability by determining capital outlay and by affecting running costs, rates of productions and mortality factors. GIS has been widely adopted elsewhere as a potent management tool in both the private and public sectors. GIS is now being extensively adopted in marine-associated activities. Here, we have used GeoMania v2.5 GIS software and its 3D Analyst extension module to visualize marine farming areas data that were collected around the Jinhae bay.

Development Strategies for Business GIS Based on NGIS (NGIS 기반하의 Business GIS 발전방안)

  • The purpose of this study is to present the role of NGIS(National Geographic Information System) and the development strategy for Business GIS in the ubiquitous society. We analyze the level of GIS technology with the ICT(Information Communication Technology) as well as GIS application trends especially in location-based circumstances. Also, we advocate not only making GIS contents to meet the international standards such as GML(Geography Markup Language) and TPEG(Transport Protocol Experts Group) but applying GIS as a killer application to oncoming diverse ICT areas including LBS(Location -Based Service), Telematics, ITS(Intelligent Transport System), gCRM(geographic Customer Relationship Management), DMB(Digital Multimedia Broadcasting), u(ubiquitous)-City and u-Town. Finally, we build a conceptual Business GIS model based on NGIS for QoS, standardization, R&D, education, and security.

  • Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.

The Development of Computer Map and GIS (컴퓨터 지도의 발달과 GIS)

  • The writers study on the development and the prospect of computer map based on the most recent computer mapping technical aspects. We also study domestic prospect of computer map in connection with the present condition of domestic GIS. The main results are as follows: (1) Computer map has rapidly developed in spite of its short history. We expect that computer map will be improved more in the future owing to the development of computer hardware and software. Most mapping processes will be possible sooner or later owing to Artificial Intelligence(AI) and more improved scanner without human effort. (2) Computer map can be used for various industrial fields and its development can give a great help for technical advance in correlated industries. (3) Computer map has really developed in the country since 1980, when GIS was introduced. Especially, government planned to digitalize all the basic topographical maps covering the whole country between 1996-1998. We think that there is an epoch-making change in the development history of computer map in the future. (4) The development of GIS is closely connected with one of computer map, but the recent technical levels of GIS is not perfect. So there is an urgent need for technical supplement to produce good computer maps. (5) The government had better construct GIS database in order to cut down expenses derived from overlapping input of data by individual users and there is a need for data standard.
