The Perspective of Forest Certification in South Korea: Case Study of Questionnaire for Forest Products Manufacturers and Consumers

  • This study was conducted in the spring of 2005 through personal interviews to examine the opinions of forest products manufacturers and consumers about the perspective of forest certification in South Korea and to characterize those consumers who expect the activation of a forest certification system in South Korea. Study results indicated that consumers showed more positive aspect for the activation of forest certification than forest products manufacturers. Respondents who had a negative view for establishing a forest certification system in South Korea pointed out a lack of customers' demand for certified wood products as the most important reason. Results also showed that, even when a forest certification system would be introduced as a possible policy for helping to attain sustainable forest management, it would take at least 5 to 10 years to establish a forest certification system in South Korea. To facilitate the establishment of the system, many respondents suggested that an increased public awareness of forest certification systems was the most required precedent condition, and government for manufacturers and forest management association for consumers had to certify forest management practices as a competent organization. A profile of consumers who expected the activation of a forest certification system would describe in relative terms as the highly educated female who interviewed in the city of Seoul and of the 20 age bracket. Although there were an increased public awareness and positive prospective of forest certification by consumers and forest products manufacturers, it is required to arouse much more interest of consumers about the system.

The Management Status and Civic Consciousness Analysis on the Urban Forests in Chuncheon (춘천시 도시림의 관리실태 및 시민의식 분석)

  • The research on urban forests in Chuncheon, so far, has mainly conducted in Ponguisan urban forest. Research on other urban forests in Chuncheon was scarce. Accordingly, in this study, the author chose the main urban forests in Chuncheon and tried to find a way of efficient establishment and management of urban forests in Chuncheon by field and questionnaire survey. The research findings, there were several reasons why effective management can not be implemented in the main urban forests in Chuncheon. To solve these problems and make an efficient establishment and management of urban forests in Chuncheon, the first way is to make forest management plans on the urban forest in Chuncheon and expand administrative organization, personnel and budget. Establishment and management of urban forests needs a practical, strengthened overall management system. The second way is to enhance the regional and functional characteristics for urban forest, expand the area of urban forests, and enhance management of Street trees. The third way is to designate Urban Nature Park or Urban Park for the main urban forests in Chuncheon and need to change the ownership of the urban forests by purchasing. The fourth way is to respond to Chuncheon citizen's preference and their way of utilization when create the urban forests in Chuncheon, expand convenience facilities, relaxation facilities as well.

A Study on the Improvement of Evaluation System for Implementation of National Forest Management (국유림경영계획 실행평가 제도 개선방안에 관한 연구)

  • National forests have been assumed to do a leading role in carbon sequestration and creating forest resources since society demanded it due to climate change. Therefore, it is needed to check whether a national forest management plan and its evaluation are implemented effectively. As an effective planning and management is to be ensured on the basis of proper evaluation system, this research suggests to improve the evaluation system by analyzing it theoretically. Improvements for national forest management plan and its evaluation are as follows: (1) adjusting evaluation goal and time; (2) giving weighting to each work when planning; (3) writing details of change in planning and its grounds; (4) using the national forest management information systems to integrate these evaluation methods and result. Since to predict future changes in forests and achieve sustainable forest management begins at the reliable evaluation for overall process of the implemented project, the significance of this study is in proposing the improvement of evaluation system for national forest.

Significance and Future Direction for Designation and Management of Landslide-Prone Zones (산사태 취약지역 지정·관리 제도의 의의와 향후 과제)

  • The legal basis for the systematic prevention and response to landslide hazards, and the rehabilitation of landslide-hit areas, was established through the amendment of the Forest Protection Act in August 2012. The most noticeable amendment to the Act is the inclusion of clauses associated with the designation and management of landslide-prone zones (including debris flow-prone zones). In this paper, we (1) introduce the clauses related to the designation and management of landslide-prone zones that were included in the amended Forest Protection Act, (2) examine their significance by reviewing the present status of related domestic laws and structural countermeasures such as sediment check dams for sediment-related disaster prevention, and (3) suggest the future directions of the procedure for the designation and cancellation of such zones, and their maintenance and institutional aspects. The establishment of an institutional device for the designation and management of landslide-prone zones has great significance in the aspect of (1) the establishment of a comprehensive management and prevention system for potential landslide-prone zones in forested areas where the hazard risk has been poorly recognized as compared with the flood risks in lowlands, and (2) the establishment of the basis for overcoming the limits of structural countermeasures according to limited budgets. To develop the designation and management system for landslide-prone zones, not only must present problems be addressed, but a cooperation system between the administration and local residents must also be established.

The Building Strategies of Natural Park Integration Monitoring System Based on Geographic Information Analysis System

  • The goal of this study was to propose building strategies of web-based national park monitoring system (WNPMS) using geographic information analysis system. To accomplish this study, at first, this study selected and made integrated management indicators considering physical, ecological, and socio-psychological carrying capacity in national park. Secondly, this study built up an integrated management this system with statistical analysis program for execution of various multivariate analysis and spatial analysis. Finally, WNPMS could identify the relationship among visitors, natural resources, and recreation facilities in national park, and forecast the future management status of each national park in Korea. There results of this study will contribute to prevent the damage of natural resources and facilities, improve visitor's satisfaction, prevent an excess of carrying capacity at national park, and established tailored management strategies of each national park.

Traction Performance Improvement Study on a Small-scale Tower Yarder Attached to a Farm Tractor (농업용 트랙터 기반 소형 타워야더의 견인 성능 개선에 관한 연구)

  • In a cable yarding system, a small-scale tower yarder attached to a farm tractor wasdeveloped and used for small-diameter tree harvesting operations. Based on this design, improvement of traction performance was required for medium- and large-diameter tree harvesting operations. In this study, the mechanical transmission employed for the tower yarder was modified into ahydro-mechanical transmission system. Maximum traction forces, including tractor engine speed and hydraulic power pressure, were investigated, and comparisons were made between the mechanical and hydro-mechanical transmission systems. Six tractor engine speeds (1,200, 1,400, 1,600, 1,800, 2,000, and 2,200) and three levels of power transmission mechanism pressure (4.9, 6.9, and 8.8 MPa) were investigated in the two different transmission systems. Results showed a maximum traction force of 15,146.6 N at an engine rotation speed of 757 rpm in the current mechanical transmission system, and 36,140.0 N at anengine rotation speed of 1,575 rpm in the modified hydro-mechanical transmission system. The maximum traction forces for the hydro-mechanical transmission were 2.4 times greater than those of the mechanical transmission, and may therefore be applicable to medium and large-diameter tree harvesting operations. Thus,as a modified version of the conventional transmission system, the new hydro-mechanical transmission system may be cost-effective for use in large-scale cable yarding operations. In the future, however, it will be necessary to investigate problems that may arise from field application tests.

Comparison of the Timber Harvesting Productivity and Cost of Single-operation using a Forestry Combi-machine Versus Multi-operation using a Tower-yarder and Processor (타워야더+프로세서 기반의 작업시스템에서 단공정 및 다공정작업의 생산성 및 비용분석)

  • The harvesting system in South Korea faces the problems of aging workers and high wages, so it is necessary to improve the operation system and train workers to use high-performance forestry machines. This study compared the effectiveness and costs of yarding and processing operations between a multi-operation system using a tower yarder (HAM300) and a processor (KESLA 20SH) with those of a single-system using a forestry combi-machine. A whole-tree (cable) yarding operation was conducted in the clear-cutting area located at Compartment 15, Gwangneung Experimental Forest, National Institute of Forest Science, and the productivity and cost of multi- and single-system were analyzed. The productivity of the single-system was 1.5 m3/PMH and 1.6 m3/PMH higher than that of the multi- system because the single-system produced 1 log/cycle more than the multi-system in the yarding operation. The cost was approximately 12.1% lower for the single-system (₩36,113/m3) than for the multi-system (₩41,065/m3). The costs of the single-system and multi-system were decreased by maximums of 22.6% and 15.9%, respectively, by decreasing the idle time.

Computations of Forest Road Density considering for Forest Terrain and Characteristics (산지 지형 및 특성을 고려한 임도밀도 산정)

  • To provide the basic policy informations for environment-friendly and economical construction of green forest road, forest road density considering for the forest terrain and characteristics was computed. As results, designing the effective forest management and protection, standard forest road density as a social overhead capital (SOC) concept was computed to 8.57 m/ha. Considering as based facilities for forest management, we also optimal forest road density for preparing the sustainable forest management system was computed to 14.01 m/ha.

A Study on Transportation Optimization and Efficient Production Method of Raw Materials for Pellet for Construction of Supply Chain Management

  • This study designed a model of the efficient production schemes and raw materials transportation optimization of current South Korean's simple and monolithic distribution system of wood to build a SCM (supply chain management) as a basic level to establish a distribution of future by pellet production of raw materials costs and reduce transport costs, and specifically to forest of pallet to contribute to revitalizing the market. The result of each transportation costs after building the best transportation network from raw material supply area to demand area applying transport law was 964,600 thousands Won from 6 supply areas to 7 demand areas. And the result of each model's analysis to get the pellet's efficient production through production cost reduction showed that it reduced from 325,701 Won/t to 240,106 Won/t, results of existing efficient pellet for the production model 8,233 tons over 20,000 tons annual production capacity from the size of the expanded production capacity when the expansion. However, when the production size expanded to 50,000 Tons of the production, the effect was very small even though production cost decreased.

Postural Risk Assessment of Young Tree Tending Operations in for Managing Pinus Densiflora and Larix Kaempferi Plantations (소나무와 일본잎갈나무 조림지 관리를 위한 어린나무가꾸기의 작업 자세 위험도 분석)

  • Pinus densiflora and Larix kaempferi forests not only extended the plantation management area but also cultivated to the sustainable wood supply chain during the last 5-years. These prescriptions are primarily done by manual operation activities, particularly in young tree tending. Two types of tending activities, brashing by brush cutter(BB) and pruning by pruning shear and saw(PP), were selected for the investigate of musculoskeletal disorders' level and postural risks using Ovako Working Posture Analysis System (OWAS). The postural risk indexes (BB and PP) ranged from 115 to 125 and 102 to 105, respectively. There is no significant difference between the species. The young tree tending operations had low postural risks. The results may be used as basic data to develop technical guideline for safe young trees.
