울산지역 어항개발의 경제성 평가 - 정자항을중심으로 - (Benefit-Cost Analysis for Developing Jeongja Port in Ulsan)

  • The objective of this study is to review the methodology of economic analysis of fishing ports by examining the economical feasibilities of a national fishing port (Jeongja Port) in Ulsan. This study utilized market value evaluation method to measure the benefits and costs related to the development of ports. The benefit variables are income effects resulting from the developments while the cost variables are sum of construction costs and maintenance costs. The income effects are measured in two ways: (1) income from individual project resulting from the developments, (2) the income effects by utilizing investment multipliers. The results shows that the BC ratio (Benefits/Costs) of Jeongja port by using (1) income from individual project resulting from the developments was 1.07 while the BC ratio by using (2) the income effects by utilizing investment multipliers was 1.10 due to a relative short period of useful life for investment multipliers. However, the income variable utilizing investment multipliers is more sensitive to the period of duration than the income variable from individual project.

  • 본 연구는 부산지역내에 어촌 및 어항을 방문하는 방문객과 어촌 및 어항개발에 직접적 또는 간접적으로 관련이 있는 지역주민을 대상으로 설문조사를 수행하였다. 설문 내용은 어촌 및 어항개발이 지역사회에 미치는 영향, 어촌 및 어항개발 시 고려/개선사항, 투자우선순위 어촌 및 어항 개발방향에 대한 것으로 초점을 두었다. 설문조사 결과를 바탕으로 향후 부산지역에서의 어촌 어항개발 방향을 모색하고자 하였다.

삼중자망에 의한 해역별 어획량 및 어획성능 비교 (An analysis on catch and fishing power of trammel nets by fishing ground)

  • For an effective management of fisheries resources, we need fisheries informations necessary for the establishment of reasonable fishing effort and TAC distribution. We carried out fishing research using trammel nets in the coastal sea of Susan-port(Yangyang, Gangwondo, Korea) and Hupo-port(Uljin, Gyeongbukdo, Korea) and analyzed fishing power variation of the fishing gear in terms of species composition, condition and so on for both sites. A total of 29 species were caught with most dominant species of Hippoglossoides dubius followed by Pseudopleuronectes herzensteini, Lophius litulon and Alcichthys elongatus in Susan. The total number of species caught in Hupo was 37 species with most dominant species of Todarodes pacifius followed by Lophius litulon, Hexagrammos agrammus and Pseudopleuronectes herzensteini. CPUE of Susan fishing area per trammel net was 12.74 fish and 2.00kg on average, while it was 6.80 fish and 2.27kg on average for Hupo. The fishing power index for both sites was 1, placing the two fishing grounds in a same level.

  • This study is change of the street space of the port city of Yokohama and the transformation process of the canal. modern port city Yokohama is a region that was responsible for the development of East-West maritime transport routes in Japan in the 17th century and the inland transportation through fishing villages and ports. it has also grown rapidly as a regional port and new port. In particular, through the revitalization of trade between foreign settlements and Japanese residents in the port area, the existing fishing area became a modern port city space. Yokohama went through the following process and grew into a modern port city. The construction of the port harbor and the maintenance of existing logistics functions, the formation of the central horizontal axis through maintenance of the fishing village, the construction of the logistics movement route to the inland area through the construction of the canal, the expansion of the horizon for fire prevention and fire restoration, The formation of a new settlement space according to the movement, the transformation of the existing religious axis by the combination of the elaboration and the introduction of modern transportation, and the spatial connection between the inland cities.

어선 항적데이터를 활용한 어업손실보상을 위한 조업일수 산출 방법 (A method of calculating the number of fishing operation days for fishery compensation using fishing vessel trajectory data)

  • The fishery compensation by marine spatial planning such as routeing of ships and offshore wind farms is required objective data on whether fishing vessels are engaged in a target area. There has still been no research that calculated the number of fishing operation days scientifically. This study proposes a novel method for calculating the number of fishing operation days using the fishing trajectory data when investigating fishery compensation in marine spatial planning areas. It was calculated by multiplying the average reporting interval of trajectory data, the number of collected data, the status weighting factor, and the weighting factor for fishery compensation according to the location of each fishing vessel. In particular, the number of fishing operation days for the compensation of driftnet fishery was considered the daily average number of large vessels from the port and the fishery loss hours for avoiding collisions with them. The target area for applying the proposed method is the routeing area of ships of Jeju outer port. The yearly average fishing operation days were calculated from three years of data from 2017 to 2019. As a result of the study, the yearly average fishing operation days for the compensation of each fishing village fraternity varied from 0.0 to 39.0 days. The proposed method can be used for fishery compensation as an objective indicator in various marine spatial planning areas.

한국과 일본의 어촌·어항법 분석과 피셔리나 개발방향 (South Korea and Japan's fishing Villages law and Sea Port law Analysis and the Development Direction of Fisherina)

  • 본 연구는 우리나라와 일본의 어항내 마리나 및 피셔리나 개발과 연관된 관련법의 적용, 허가 및 운영 관련 조례 제정, 마리나 개발 및 규제와 관련된 법규 등 그 현황을 비교 분석하고, 향후 국내의 실정에 적합한 피셔리나 모형을 개발하는데 그 목적이 있는 연구의 결과는 다음과 같다. 첫째, 개발비용을 절감할 수 있는 시설을 개발하여야 한다. 둘째, 기존 어항의 유휴시설을 리모델링한 형태로 개발하여야 한다. 셋째, 어업활동의 개선과 해양레저스포츠 활성화로 어촌의 새로운 소득원 창출을 할 수 있는 형태로 피셔리나를 개발하여야 한다.

평택항 교통안전특정해역 설정에 관한 연구 (A Study on the Establishment of Specific Traffic Safety Areas at Pyeongtaek Port)

  • 본 연구는 평택항을 통항하는 선박의 항해 안전을 확보하기 위해 교통안전특정해역 설정의 필요성을 정량적인 데이터로 제시하고자 하였다. 연구 비교 대상 6개 항만과 평택항과의 안개 일수, 도선 거리, 대형선 입항 척수, 조업 어선 척수를 비교 분석하였다. 연구결과 평택항은 잦은 시계 제한의 영향을 받는 역 조건의 가운데 부산, 부산신항, 울산, 포항항보다 약 3.5 ~ 6배 더 긴 도선 구간을 항해 해야한다. 특히 어장이 형성되는 5 ~ 7월에는 통항로에 위치한 35척의 조업 어선을 피하기 위해 대형선이 역주행하는 상황이 발생하여 상대 선박과의 충돌 위험을 갖는 교통 환경임을 확인하였다. 따라서 평택항 접근수역에 교통안전특정해역으로 설정한다면, 대형선이 조업 어선 보다 법적 우위를 갖게 되므로 통항 안전성을 확보할 수 있을 것으로 판단된다.

정치망과 죽방렴 어선의 탄소 배출량 현장 조사 (On-site measurement of carbon emissions of set net and bamboo weir fishing boats)

  • This study calculated the on-site measurement (Tier 4) of greenhouse gases emitted during the production stage of major fishing periods that utilize set nets and bamboo weir fishing boats. In addition, using theoretically calculated results (Tier 1), the emission factor presented by the Intergovernmental Panel on Climate Change (IPCC) was comparatively analyzed. On average, carbon emissions for each operating period in the bamboo weir and set net were calculated to be 0.16 and 3.58 kg CO2 time-1, respectively; and the measurement values (Tier 4) for each tool were about 4-17 times lower than their respective theoretical values (Tier 1). Significant differences were found based on engine performance. As port entry, port departure, and operating periods of the vessels show negligible variation with short distances, the operation of the vessel engine was considered as the main variable for carbon emissions in anchovy set net fishing.

동해 삼중자망어업의 해역별 어획 특성과 혼획·투기 현황 (Catch characteristic and present condition of by-catch & discard of trammel nets fishery in the East Sea)

  • For an effective management of fisheries resources, we need fisheries informations necessary for the establishment of reasonable fishing effort and TAC distribution. To study the present state of by-catch and discard of gill-net fishery in the East Sea, we carried out fishing research using trammel nets in the coastal sea of Susan-port (Yangyang), Jangho-port (Samcheok) and Hupo-port (Uljin). As a result, a total of catch of Susan was 259,172g and that of Hopo was 577,638g. Thus Catch of Susan was 1.49 times more than that of Hupo considering the number of used fishing gear. And catch of Janho was 7.4 times more than that of Susan considering the number of experiment. Two methods of by-catch analysis in this study were used, one method is standardizing of listed species catching possible in fishing license, another method is regarding catch species under 1% of total catch as by-catch. As a result of by-catch analysis of two method, by-catch rate of Susan was 6.55% and 5.87% respectively, that of Hupo was 44.70% and 5.24% and that of Jangho was 0.96% and 2.31%. Discard rate of fish in Susan, Hupo and Jangho were 1.59%, 3.42%, 2.23% respectively.

완도항 인근 수역 피항 정박지 지정 검토 연구 (A Study on Design of Emergency Anchorage at Adjacent Waters of Wan-do Port)

  • 현재 완도항은 인근해역을 통항하는 선박이 황천을 만났을 때 피항할 수 있는 묘박지의 부족으로 항만 안전에 많은 위험요소가 내재하고 있다. 이러한 문제점을 해결하기 위하여, 본 연구에서는 완도항 인근 해역의 지리적인 조사를 하여, 피항 정박지의 최적지를 제안하고자 하였다. 정박지 제안을 위하여, 인근 해역의 어장 조사를 실시하여 정박지 부근의 어장위치 등을 조사하여, 위해 요소를 분석하였다. 또한 통항선박과의 안전관계를 위하여, 해상교통조사를 실시하였으며, 이를 정박지 지정에 반영하였다. 이를 바탕으로 최적 정박지를 후보지로 제안하였다.
