This study analyzes the present state of disaster management system in Korea and the international standardization trend of disaster management systems in advanced nations. ISO has developed international disaster management standards in ISO/TC 223 Societal Security Technical Committee, and the advanced nations such as U.S.A., U.K. and Japan are in competition with each others to reflect their national disaster management standards in international standardization. Each disaster management organization in Korea separately carries on the disaster management standardization and activities because national standards for the disaster management is not established yet. The national standardization efforts for disaster management system have to be executed in Korea to raise efficiency in disaster management activities and to cope with the international standardization of disaster management.
The current study aims to propose a reorganization plan for the national emergency management system to improve the current organizational structure for responding to national disasters and emergency situations. As a theoretical framework, the current study identified four key elements of successful disaster response systems: responsiveness, controllability, expertise, and devotedness. On the basis of the four key elements of disaster response systems, this study critically reviewed the current state of the organizational structure of the Korean national emergency response system by discussing the issues inherent in the current structure and by doing a comparative analysis of two high-profile national disaster cases-the Sewol ferry disaster in 2014 and the Gwangsan Rescue of buried people in 2013. Then, this study proposed the reorganization plan for the national disaster response system in which the NEMA is under direct control of the Prime Minister of Korea. It coordinates and controls the related government departments, such as the police, maritime police, and military during the national disaster and emergency situation. This study also proposed a reorganizational plan for the regional disaster response system in Korea. Finally, it was suggested that the status of firefighters should be elevated to the national public servant level in order to achieve organizational efficiency and solve existing problems that come from the current separated systems.
Disaster management system should be built for minimizing damage factor that affects to construction facility from natural disaster. It could be classified by three categories such as disaster prevention, damage survey and recovery phases. For an integrated disaster management system, a disaster information classification system(DICS) is necessary for the reasonable disaster information management. This study suggests an integrated DICS that includes disaster type classification, facility type classification and information type classification for disaster management service. The applicability of suggested DICS is verified by railway facility and the research result could be used as a basic information system for national disaster management system.

This study conducted a field survey and analyzed coping process after Po Hang earthquake. Therefore, this study have found that Disaster Management Headquarters are operated rapidly. They are coped with urgent safety inspection for damage facilities and soil liquefaction with advanced equipment. And The headquarters interviewed with victims. So they found out What the victims needed. However, when carrying out relief activities, Research of temporary housing and allocation of donations was not rapid. Further, this study have found that earthquake specialists were lack and disaster information transfer was not working. This study will be utilized as fundamental data in planning disaster management system after an earthquake.
Increasing the need of national safety management system in order to an epoch-making improvement to scientific disaster management which appears new types of disasters through the exchange of traditional disaster environment and responds actively to the rapid exchange of social environment based on u-IT. This paper discusses the theoretical arguments regarding the structure of the national disaster management system. This paper is motivated by the criticisms that the Korean literature on the national disaster management system treats the issue in the limited context of the structural reform of the government and that in such process it confines itself to the production of very practical solutions based on partial observation on the national disaster management system of advanced countries without proper treatment of the peculiar political, socio-economic, cultural backgrounds of such countries. Therefore, this paper provides thorough theoretical review on the structural characteristics of the national disaster management system, which is pursued on the basis of the constructs of the systematic understanding of the characteristics of disaster itself as a policy subject. As a result this paper shows that the national disaster management system requires.
Purpose: This study explored the improvement and the direction of the smart disaster management system newly attempted in South Korea by analyzing the utilization of the existing system. This study focuses on making it easy to apply to user tasks and improving on site information. Research design, data and methodology: Problems were identified through field surveys with administrators in charge of administration and public institutions based on GIS based status board for NDMS which is widely used in Korea. Also, this study attempted to generalize to specialists in disaster management who are more likely to use the system in the future. Results: We derived improvement plans and verified the results through expert feedback. The results show that the GIS based status board for NDMS is cumbersome to use due to the vast array of unnecessary information compared to the high expected utilization. Conclusions: We found that improving the speed and accuracy of the smart disaster management information delivery system is necessary. Also, it is important to identify reasons for not improve the willingness to use this technology in disaster management and to figure out the process by which field personnel makes decisions that smart disaster information cannot be used for disaster management.
As disaster potential power of modern society grows larger, to improve and reinforce efficiently a national system which prepares and responds disasters, analyzed the survey for government officials of the department disaster management. Following is the contents of this research. First, cooperative relationship to disaster management organizations. Second, necessity of law establishment related crisis and disaster department. Third, by recognition regarding disaster management situational variable, overall recognition regarding disaster management situation, overall recognition regarding crisis type, recognition regarding occurrence possibility along disaster scale. Fourth, by recognition regarding structural variable of disaster management, the National Emergency Management Agency regarding disaster management, related organization, recognition difference of local government. It is a research about confusion regarding step of prevention - preparation - correspondence - restoration.
