한국의 방산수출 확대 전략 연구 - 한·폴란드 방산수출 사례를 중심으로 - (A study on Korea's defense export expansion strategy - Focusing on Korea-Poland Defense Export Case -)

  • 1990년대 냉전의 종식 이후, 평화의 시대가 지속되면서 유럽국가들은 방위비 삭감과 군비축소를 단행했으며 그 결과 서방의 방위산업 기반은 점차 약화되었다. 반면 세계 유일의 분단국인 한국은 북한의 핵·미사일 위협에 직면하여 지속적인 군비 강화를 추진하면서 방위산업의 고도성장을 달성할 수 있었다. 러시아-우크라이나 전쟁의 여파로 재래식 무기체계에 대한 소요가 급증하고 세계 방산시장의 구조변동이 가시화하는 가운데 2022년 폴란드와의 대규모 방산수출 계약이 성사되면서 한국산 무기체계는 큰 주목을 받게 되었다. 2023년 K-방산은 세계 무기수출 9위를 기록했으며, 한국은 2027년까지 세계 4위의 방산수출국 도약을 목표로 하고 있다. 따라서 본 연구는 한-폴란드 방산수출 사례를 분석하여 문제점을 도출하고, 국가 전략산업인 K-방산의 수출 활성화 관련 발전전략을 제시하였다. 방위산업이 한국의 미래 먹거리가 되기 위해서는 방산전담기구 구축, 방위산업 기술보호에 대한 정부차원의 대책 마련, 방산수출과 연계한 우방국들과의 군사 및 안보협력 확대 전략이 필요하다고 판단된다.

무기체계 신뢰성 향상을 위한 중소 방산업체 환경시험 지원방안 고찰 (A Study on the Environment Test Support for Small and Medium Defense Companies to Improve Weapon System Reliability)

  • Purpose: Environment test support is urgent for small and medium defense companies in order to improve the reliability of weapons systems. Also, to reduce the burden of test costs, the voucher system must be strengthened. Quality assurance support should be accompanied by budget support. Methods: First of all, it is necessary to expand infrastructure for test equipment that suffers shortages by considering environmental test frequency and waiting periods to reduce the time required for environmental tests. Results: In regard to the environmental test, expansion for test equipment infrastructure, security of budget for the test, establishment of test plan, education and consulting support are required to resolve some limits of small and medium defense companies. Conclusion: Along with the opening of environmental test courses for industry operators, the expansion for consulting support projects of the defense industry support system is needed.

Finding Naval Ship Maintenance Expertise Through Text Mining and SNA

  • Because military weapons systems for special purposes are small and complex, they are not easy to maintain. Therefore, it is very important to maintain combat strength through quick maintenance in the event of a breakdown. In particular, naval ships are complex weapon systems equipped with various equipment, so other equipment must be considered for maintenance in the event of equipment failure, so that skilled maintenance personnel have a great influence on rapid maintenance. Therefore, in this paper, we analyzed maintenance data of defense equipment maintenance information system through text mining and social network analysis(SNA), and tried to identify the naval ship maintenance expertise. The defense equipment maintenance information system is a system that manages military equipment efficiently. In this study, the data(2,538cases) of some naval ship maintenance teams were analyzed. In detail, we examined the contents of main maintenance and maintenance personnel through text mining(word cloud, word network). Next, social network analysis(collaboration analysis, centrality analysis) was used to confirm the collaboration relationship between maintenance personnel and maintenance expertise. Finally, we compare the results of text mining and social network analysis(SNA) to find out appropriate methods for finding and finding naval ship maintenance expertise.

휴대용 유도탄의 후방 안전영역 평가방법에 관한 연구 (A Study on the Evaluatioin Methods for the Rear Safety Zone of Portable Guided Missile)

  • Recoilless weapons, which lead strong back blast and impulse noise more than 160 dB, have been used in compliance with the regulation of the safety zone for the safe operations. However, the safety zone regulations for the newly developed weapons should be prepared since the existing guidelines do not provide any information concerning the reason for the safety zone. In this study, the outdoor launch tests were performed to collect the data such as noise, pressure and temperature of the back blast. An assessment method using data obtained from launch tests has been proposed to determine the safety zone. The safety zone has been determined with consideration for the following criteria: Impulse noise, temperature and pressure of the back blast and blast angle. As a results, new safety zones for them have been established for the recoilless weapon developed by ADD (Agency for Defense Development). We expect that this research can be used as a guideline for establishing a new safety zone regulation of similar weapon to be developed.

4차 산업혁명 시대에 적합한 무기체계 운용시험평가 개선전략 도출 (Developing Strategies to Improve Operational Test and Evaluation of Weapon System in the Age of the Fourth Industrial Revolution)

  • After North Korea's sixth nuclear test, the operational environment on the Korean Peninsula has fundamentally changed, and the South Korean military faces various security challenges, including a reduction in military service resources and shorter military service periods. In particular, the South Korean military is seeking a new paradigm in military construction amid changes in the defense acquisition environment linked to the push for defense reform 2.0 and the utilization of the fourth industrial revolution. Therefore, this study considered strategies for improving the operational test and evaluation of weapons systems suitable for changes in the defense acquisition environment to effectively prepare for existing military threats and future warfare patterns. For this purpose, external environment analysis and internal capabilities were diagnosed using PEST Analysis and SPRO Analysis, and improvement strategies were derived through SWOT analysis.

국방품질경영시스템 인증 심사결과 분석을 통한 인증제도 개선 방안 (Improving Certification System by Analyzing Audit Result of the Defense Quality Management System)

  • Purpose: This article aims 1) to propose improvement directions of the certification by recognizing the quality management practices based on the analysis of the audit results of the military contractors and 2) to suggest some ideas on quality audit planning preparation to help the government quality assurance representatives. Methods: Based on the nonconformity report of the defense quality management system (DQMS) requirements, frequently occurring requirement components are found and summarized. Three hypothesis testings are executed to check whether the maturity levels of the quality management systems are influenced by the company size, weapon tye, and company type, regarding the nonconformity frequency as dependent variable. Results: Nonconformity occurs most frequently in the order of product realization, measurement analysis and improvement, management responsibility, resource management, and quality management system. Nonconformity reduces when the company size increases, for the guided weapons, and in the defense companies. Conclusion: Since small-sized companies are inferior to larger companies with respect to the DQMS maturity level, more support should be provided to these small-sized companies which produce military supplies.

한국 방산수출 세계 빅4 진입 전략 -첨단기술 확보와 공동연구개발을 중심으로 (Korea's Defense Industry Export Strategy to Enter the World's Big4 - Focusing on Securing Cutting-edge Technology and Joint Research and Development)

  • 한국은 '22년 역대 최대의 방산수출 실적을 달성하였다. 방산수출은 한국의 무기를 외국에 수출하는 것으로 방위산업 진흥을 위한 가장 효과적인 방법이다. 또한, 우수한 무기체계를 지속적으로 공급하려면 견실한 방위산업이 구축되어 있어야 하기 때문에 방산수출은 국가차원의 중요한 사안으로 정부는 대통령실을 콘트롤타워로 적극적인 지원정책을 펼치고 있다. 특히 한국의 방산수출 빅4 진입이라는 화두가 제기되고 있는데, 본 논문은 기존에 제시된 방산수출 진흥 방안과는 달리 혁신적인 방안으로서 세계 수준의 무기체계를 보유할 수 있는 첨단기술 확보와 구매국의 요구에 맞춤형으로 수출할 수 있는 공동연구개발이라는 전략적인 방안을 제시하고 구체적으로 실행할 수 있는 절차를 제시하였다. 즉 첨단기술 확보를 위해 군은 기존의 방식을 탈피하여 과감한 첨단기술 선정과 충분한 예산 지원을 하고 개발기관에게 자율성을 부여해야 하며 이 기술이 첨단무기에 적기에 적용되도록 신속개발시스템도 도입해야 한다. 수출 공동연구개발은 구매국의 첨단기술 보유 의지를 고려하여 초민감 핵심기술을 제외한 유연한 기술이전을 추진하고 전략적 파트너십을 형성하는 방향으로 나아가도록 하는 것이다. 이를 통해 한국의 방산수출 변화의 시점에서 획기적이고 새로운 전략을 통하여 한국의 방산수출이 세계 빅4에 진입하는데 도움이 되도록 하였다.

4차 산업혁명 대응을 위한 국방기술기획 분석 및 개선방안 연구 (A Study on the Analysis and Improvement of Defense Technology Planning in Response to the Fourth Industrial Revolution)

  • 4차 산업혁명이 시대적 이슈로 떠오르며, 우리나라가 기술 후발주자의 위치에서 4차 산업혁명을 선도하는 '퍼스트무버'가 되기 위해, 빅데이터, 인공지능, 로봇, 사물인터넷, 3D 프린팅 등의 ICT 기술을 향후 어떻게 발전시켜 나아갈지 연구개발전략 수립의 중요성이 강조되고 있다. 본 논문에서는 4차 산업혁명이 우리사회에 미칠 파급효과와 현 국방기술기획체계의 현황을 분석하고, 국방의 R&D 관점에서 4차 산업혁명 기술의 국방 분야 활용을 위한 개선방안을 제시하였다. 현 국방 R&D 전략은 군에서 요구하는 무기체계의 연구개발을 통한 적시 전력화를 위해 각 무기체계의 핵심기술들을 사전에 확보하는 방향으로 초점을 맞추고 있다. 현 제도 하에선 4차 산업혁명 기술의 역할이 군에서 요구하는 무기체계의 일부 기능 구현으로 국한되게 된다. 이와 같은 제약의 개선방안으로써 소요무기체계가 결정되지 않았지만, 미래 전장을 선도하게 될 것으로 예상되는 기술 개발을 가능하게 하는 선도형 핵심기술 사업의 활성화와 4차 산업혁명 기술의 국방 R&D 체계 내의 역할 확대를 위해 무기체계 선도형 핵심기술 로드맵의 수립을 제안하였다.

The Role of Operations Research/Systems Analysis in Defence Policy and Programming Decisions

  • The very fact that so many of us are here to participate in this conference on Operations Research is an indicator of the importance we attach to this relatively new and still expanding field. All of us recognize that Operations Research techniques are especially useful tools in problem solving in business, Government and the military. A discussion of the role of Operations Research and the related field of Systems Analysis in national defense policy and programming decision processes seems especially appropriate at the opening session of this conference, As you know, Operations Research as an organized form of research first found application in the review of individual military weapons systems and their effectiveness just over forty years ago. From that relatively narrow beginning has evolved a discipline whose future exploitation and utility you will explore over the next several days. I plan to review very briefly the historical development of Operations Research and Systems Analysis as tools in the defense decision-making process. Then, I will give you an overview of their application to today's military and defense problem solving by discussing the use of these techniques at the headquarters level by the United States Navy, Obviously, in such a brief period, I cannot cover all applications, specific techniques, or all of the groups involved in such a complex process. A review of the historical development of Operations Research/Systems Analysts reveals that the use of the basic concepts of Operations Research is not new; it originated with the first attempts to use the scientific approach to solve problems. We are still seeking, through modern analysis, to answer the three questions posed by John Dewey in his examination of the problem solving process in 1910.'1 - What is the problem? - What are the alternatives? - Which alternative is best? As I noted earlier, Operations Research, as an organized form of research, began in Great Britain in the late 1930s with the review of individual weapons systems.

핵무장 전.후 북한의 대남 군사전략 비교 (Comparison of North Korea's Military Strategy before and after Nuclear Arming)

  • After successful nuclear tests Pakistan launched a more severe surprise attack toward India than before. It is highly possible that North Korea will adopt this Pakistan military strategy if it is armed with nuclear weapons. The North Korean forces armed, with nuclear bombs could make double its war capability through strengthening aggressive force structure and come into effect on blocking reinforcement of the US forces at the initial phase of war time. Therefore we may regard that Pyongyang's nuclear arming is a major one of various factors which increase possibility of waging a conventional warfare or a nuclear war. North Korea's high self-confidence after nuclear arming will heighten tension on the Korean Peninsula via aggressive military threat or terror toward South Korea, and endeavor to accomplish its political purpose via low-intensity conflicts. For instance, nuclear arming of the Pyongyang regime enforces the North Korean forces to invade the Northern Limit Line(NLL), provoke naval battles at the West Sea, and occupy one or two among the Five Islands at the West Sea. In that case, the South Korean forces will be faced with a serious dilemma. In order to recapture the islands, Seoul should be ready for escalating a war. However it is hard to imagine that South Korea fights with North Korea armed with nuclear weapons. This paper concludes that the Pyongyang regime after nuclear arming strongly tends to occupy superiority of military strategy and wage military provocations on the Korean Peninsula.
