The First Comprehensive Plan of National Health Insurance (제1차 국민건강보험 종합계획)

  • On May 1, 2019, the Minister of Health and Welfare announced publicly the first Comprehensive Plan of National Health Insurance (NHI). The Comprehensive Plan which is the 5-year plan including expenditure and revenue aspect of NHI, is desirable in 42 years of introduction of NHI and 30 years of universal coverage of NHI, though the Plan was late and had some conflict process. The Comprehensive Plan was established without evaluation of Moon's Care Plan, did not included to relationship with NHI and other health security systems, and did not have the blue print of NHI. The Plan was not sufficient in content of adequate health care utilization and relationship with service benefit and cash benefit. The Comprehensive Plan should be modified in considering the blue print of NHI and national healthcare system with participating stakeholder in turbulent environment-low fertility, rapid ageing, low economic growth rate, era of non-communicable diseases, unification of the Korean Peninsula, and 4th industrial revolution. Therefore, I suggest to establish the President's Committee of Improving Healthcare System for the blue print of health care and NHI.

On-farm Tree Planting and Management Guidelines for Medium to High Potential Areas of Kenya

  • This review paper presents guidelines which stakeholders use in addressing on-farm tree planting configuration, establishment, tending, silvi- cultural management, management of pests and diseases, challenges and opportunities as practiced in the medium to high potential areas of Kenya. The tree planting configurations discussed includes blocks planting (woodlot), boundary, compound planting, home/fruit gardens, trees intercropped or mixed with pasture, trees on riverbanks and roadside. Participatory monitoring and evaluation techniques have been highlighted. The main challenges facing tree planting activities include culture and attitude of local people, land and tree tenure, inadequate technical support, lack of recognition and integration of technical information and indigenous knowledge, capital and labour shortages, lack of appropriate incentives measures, damage by domestic and wild animals, conflict over trees on the boundary and policy and legal issues. This guideline targets forest managers, extension agents, students and other practitioners in policy and day to day decision making processes in Kenya.

A Study on the Relevance between Workers' Job Characteristics and Organizational Effectiveness by Job Stress in Small & Medium Sized Enterprises (중소기업 근로자의 직무스트레스가 직무특성과 조직유효성 간의 관련성에 미치는 영향에 관한 연구)

  • The objective of this study is to examine the relevance between Job Characteristic and Organizational Effectiveness by Job Stress. The proxy variable of the Job Characteristic are skill variety, task identity, task significance, task autonomy, and task feedback. The proxy variable of Job Stress are role conflict, role ambiguity, and role overload. And the proxy variable of Organizational Effectiveness are job satisfaction, organizational commitment, and turnover intention. The sample consists of 379 data belonging to manufacturing and service industry located on Busan, Ulsan, and Gyungnam in 2015. The result of this study shows that there is difference on the relevance between Job Characteristic and Organizational Effectiveness according to the Job Stress. Therefore, it is more important to reduce the job stress to enhance the Organizational Effectiveness.

Job Satisfaction and Commitment of General Hospital Employees (종합병원인력의 직무만족요인과 충성지수)

  • This study was intended to enhance the level of hospital personnel management through analysing job satisfaction of hospital employees in terms of structural, personal and environmental variables. The sample of this study consist of a total of 790 persons including doctors, residents, interns, pharmacists, nurses, medical engineers, office workers and manual workers who have worked for general hospitals with 200 beds, 300 beds and 800 beds respectively. The Likert's 5 scales were used for the measurement of satisfaction. The results can be summarized as follows: 1. Structural Variables The level of satisfaction on the job itself was generally low, 2.8 in Likert's 5 scales, with the order of role ambiguity(3.87), routinization(2.6), work overload (2.45) and autonomy(2.37). Hospital employees are aware of their responsibility and they regarded their work as heavy one. The compensatory satisfaction degree was 2.5 which was also low: There were in the order stability(3.1), distributive justice(2.57), pay(2.3) and promotion(1.9). Usually hospital employees showed high degree of stability, while, their satisfaction on promotion possibility is quite low due to specially differentiated structures of hospitals. The degree of satisfaction on the internal conditions of organizational culture was relatively higher as 2.92: They were co-worker's support(3.69), supervisory support(3.15), role conflict(2.64) and welfare(2.17) in order. The satisfaction on welfare as an economic condition was the lowest. 2. Personal Variables The level of satisfaction on personal variables was 3.27 which seemed to be quite high: Contribution to the hospital(3.38), attitude on job performance(3.28) and pride as a member of the hospital(3.07). They seem to believe that their work has been helpful to the performance of hospitals. 3. Environmental Variables The degree of satisfaction on these variables was 3.07 on the average which was derived from environmental factors such as family-role conflict and community support related to hospital employees' environment. The order of satisfaction for each variable is community support(3.2) and family-role conflict(2.94). They turned out to be fairly satisfied with their job in community and yet, they wanted more spare time to spend with their family.

Priorities Analysis of NCS Vocational Key Competence of Nurse using AHP Method (AHP기법을 활용한 간호사의 NCS직업기초능력 우선순위 분석)

  • Objectives: The purpose of the research is understand the priorities of national competency standards vocational key competence factors in nurse who is work in Seoul and Incheon. Methods: The design of this study is descriptive investigation research, and the subjects were 144 nurse. we establish the vocational key competency defined in national competency standards as analytic hierarchy analysis model. The vocational key competency has 10 categories and 34 sub-categories. And based on the survey in nurse, the weight representing relative importance of each factor were calculated by using analytic hierarchy process method. Results: The analytic hierarchy process analysis on 10 categories showed that professional ethics(0.149) was higher than any other categories while that of numeracy(0.040) was at the bottom. And the analysis on sub-categories revealed that the most important factors in each categories included the Ethical community(Professional ethics), Conflict management skills(Interpersonal skills), Problem solving capability(Problem-solving skills), Listening skills(Communication skills), Applicable technical skills(Technical skills), Ability to understand business(Ability to understand organizational structures), Information processing capabilities(Information capacity), Self-management skills(Self-development capability), Ability to manage time(Resource management capabilities), Basic math skills(Numeracy). Conclusions: The results in this study can be used as basic data for the development of liberal arts curriculum for Nursing.

Family-Friendly Community Characteristics and Life Satisfaction of Working Mothers with Elementary School-Age Children: Mediation Effects of Work-Family Conflict and Facilitation (가족친화적 지역사회 특성과 초등학령기 자녀를 둔 취업모의 삶의 만족도 : 일-가족 갈등 및 촉진의 매개효과)

  • This study examined the relationship between family-friendly community characteristics and the life satisfaction of working mothers with elementary school children, and investigated whether the relationship was mediated by work-family conflict and facilitation of working mothers. For the analysis, the study used the response data of 627 working mothers from the 11th wave of the Panel Study on Korean Children (PSKC, 2019) and multi-mediation effect analyses were conducted using PROCESS. The main results are as follows. First, the higher neighbor support, the higher the work-family facilitation, which significantly increased life satisfaction. Second, the appropriateness of parenting environment and community service infrastructure satisfaction showed significant indirect effects with life satisfaction through increasing work-family facilitation and lowering work-family conflict. Moreover, the appropriateness of parenting environment was positively related with life satisfaction and it was a only variable that was directly associated with life satisfaction. On the other hand, the convenient access to community service infrastructure was found to lower work-family facilitation and lower life satisfaction, confirming the need for follow-up studies. This study shows that the family-friendly characteristics of the community are important for working mothers with elementary school-age children and provides empirical evidence to improve the family-friendly community characteristics.

The Effects of Job Stress of Construction Workers on Construction Accidents and Turnover Intention (건설업 종사자의 직무스트레스가 건설재해 발생과 이직의도에 미치는 영향)

  • The purpose of this study is to investigate the factors and effects of job stress of construction workers on construction accidents and turnover intention in order to improve the field work environment of construction industry which shows higher industrial accidents than other industries. To this end, research models and hypotheses were established based on previous research, and the questionnaire was distributed to 10 construction companies in Daejeon, Sejong, and Chungcheong provinces. The 301 data collected were performed statistical analysis such as basic statistical analysis, factor analysis, reliability analysis, correlation analysis, regression analysis, and logistic regression analysis using the statistical package (IBM SPSS 22). The results of this study are summarized as follows. First, job stress has a significant effect on accident occurrence. Among the sub-factors of job stress, there was positive (+) influence on work culture and relationship conflict between peers, and organizational system had negative influence. Job demands, compensation incompetence, and job instability were not statistically significant. Therefore, it is necessary to concentrate on the factors of work culture, organizational system, and relationship conflict in the construction site. Second, job stress has positive effect on turnover intention. Job stress, inadequacy of compensation, and work culture were positively related to turnover intention. Third, job demands have a slightly greater impact than compensatory inadequacies. The factors that make the job turnover more important are the excessive job burdens such as respect, internal motivation, responsibility rather than expectation non-conformity, time pressure, increase of work load. Therefore, in order to reduce the turnover intention of the construction worker, it is necessary to pay attention to improvement of the job requirement. Fourth, the worker's job stress could overcome by exercise and fatigue elimination, work environment management, and self-opening for others. It is necessary to establish a work environment management system for counseling and intimacy formation to open up the exercise and fatigue relief program of the workers at the construction site and to open themselves between the workers and the supervisors.

Introduction Process of the Tobacco Graphic Health Warning Law in Korea: Analysis on the National Assembly Minutes (한국에서의 담뱃갑 경고그림 도입과정 분석연구: 국회 보건복지위 회의록 분석을 중심으로)

  • Graphic health warning on the tobacco product package is a cost-effective tobacco control policy to convey information on harmful effect of tobacco use to health, and it is known not only to motivate smokers to quit but also to deter adolescents from start smoking. In case of Korea, amendments to National Health Promotion Act requiring implementation of graphic health warning had been submitted 13 times, from 2002 to May 2015. In May 2015, the amendment had been approved by the National Assembly and it enters into force on December 23, 2016. This research analyzed the discussions from Health and Welfare Committee of the National Assembly during the implementation of the graphic health warning in order to study decision making process of legislators. Study found that there was a shift from a general opposition on implementing graphic health warning at first to a harsh conflict over relaxation of the regulation once discussing the implementation in earnest. Particularly, while the group supporting the implementation of the graphic health warning or opposing relaxation advocated the amendment with scientific and knowledge-based evidences including the World Health Organization Framework Convention on Tobacco Control, the group opposing the adoption of the amendment itself or suggesting relaxation tended to defend their position with empathy on smokers or tobacco industries.

The Basic Study on development of Education and Training for rational farm management and smooth succession of family farm (합리적 농장경영과 원활한 농장승계를 위한 교육·훈련 과정개발을 위한 기초연구)

  • This study is to find the causes of the current situations of conflict between generations in regards to succession of their family farm, for the target group of graduates of the year 2008 and their parents. This study also aims at finding a way of controlling and solving the conflicts, and of developing a course of education and training, so that through this process they can come to a rational conclusion to the conflicts that arise regarding succession of the farm, in a climate of harmony and peace. It is found that communication between parents and graduates has normally gone on well, but specific problems related to management of the farm are often present. Furthermore, there is often lack of trust and promise between the parties which often causes difficulties in preparation for the succession of the farm. On the basis of these observation, we have designed and implemented an education workshop and training, as a program in which parents and their successors participated. As a result, we found it to be very effective, but it was also found to be in need of some changes. The workshop is to be implemented in two separate stages. The first stage should focus on communication and trust between family members. Firstly, they are given the opportunity to share the list of concerns withone another, as an ice breaking activity. Secondly, they can present their own hopes or wishes. And lastly, they can communicate with one another in an effort to find resolutions that will be keep both parties satisfied. The second stage should be aimed at establishing agreements concerning succession of the farm in a harmonious and peaceful manor; the second stage is also an opportunity to discuss 'Farm management and succession'. The Korea National Agricultural College (KNAC), as a state college, is in the pursuit of fostering agricultural CEO's for the future of Korea. KNAC is currently implementing a very unique system of interviews in which parents participate together with students, in order to help them make a plan for rational management of their farm and smooth succession of the farm. Although KNAC now has students present a blueprint of their own unique business plans as a graduation thesis, it is necessary for KNAC to complement this system with education and training regarding the succession of family farms. Furthermore, KNAC should also develop an education and training program that is separate for this purpose, and make it a regular course of study of KNAC in the future.

An Exploratory Study on Dispute Resolution Pattern of Vietnamese and Cambodian Marriage Immigrant Women in Multi-Cultural Family (다문화가족 결혼이주여성의 분쟁해결방식에 대한 탐색적 연구: 베트남·캄보디아 출신여성을 중심으로)

  • This study examines dispute resolution patterns which Vietnamese and Cambodian marriage-immigrant women have utilized in their lives of South Korea. We implement two independent studies using quantitative and qualitative study based on interview method. Our findings show that first, most of marriage immigrant women from Vietnam and Cambodia adopt conflict avoidance method to resolve their disputes. Second, most of respondents tend to consult with people from mother countries in dispute resolution. Third, multi-cultural family support center may play an important role for consulting disputes of cross-border marriage women.
