This study attempted to evaluate the spatial characteristics and applicability of the predicted ensemble rainfall data used for heavy rain alarms. Limited area ENsemble prediction System (LENS) has 13 rainfall ensemble members, so it is possible to use a probabilistic method in issuing heavy rain warnings. However, the accessibility of LENS data is very low, so studies on the applicability of rainfall prediction data are insufficient. In this study, the evaluation index was calculated by comparing one point value and the area average value with the observed value according to the heavy rain warning system used for each administrative district. In addition, the accuracy of each ensemble member according to the LENS issuance time was evaluated. LENS showed the uncertainty of over or under prediction by member. Area-based prediction showed higher predictability than point-based prediction. In addition, the LENS data that predicts the upcoming 72-hour rainfall showed good predictive performance for rainfall events that may have an impact on a water disaster. In the future, the predicted rainfall data from LENS are expected to be used as basic data to prepare for floods in administrative districts or watersheds.

This study aimed to identify heat wave vulnerable areas and discuss spatial typology and policy directions through spatial coincidence analysis of heat wave damage. By utilizing the climate change vulnerability assessment of the Intergovernmental Panel on Climate Change (IPCC) and Spatial Statistics Comparison Analysis, this study examined cities, counties, and districts in South Korea for five years (2015-2019), including 2018, when the heat wave was most extreme. It was determined that the number of heat wave days (exposure) was the most impactful among various factors for heat wave vulnerability. Sensitivity and adaptive capacity to heat waves were found to vary according to regional characteristics. The relationship between heat wave vulnerability and damage was categorized into four types through spatial coherence. Hot to Hot and Cold to Cold types have a positive relationship between vulnerability and damage, while Hot to Cold and Cold to Hot types have a negative relationship. The findings suggest that since different types of regions have distinct characteristics and conditions, policies and research for improvement should be directed to address each region separately. This study may be used as basic data for establishing heat-related policies in the future, as it categorizes regions by considering both heat vulnerability and damage and examines the direction of response by type.
This study was carried out for the purpose of supplying the basic data for artificial forestation, natural regeneration and ecological conservation etc., and obtaining information on alpine vegetation, by establishing vegetation units on the basis of phytosociological classification of community and studying growth pattern on the basis of species composition, hierarchy structure and population dynamics, for Taxes cuspidata naturally growing at the alpine districts in Korea. The importance value of Taxus cuspidata by districts mostly showed above 100 in the upper story but at Mt. Chiri and Mt. Hanra communities its value was comparatively low. In the middle story it showed lower value than that of upper story and not quite showed at Mt. Chiri. Taxus cuspidata communities in the lower story were only in Mt. Hanra, Mt. Odae and Mt. Sobaek, and their importance values were about 10 which were relatively low values. The communities were classified into five groups as Taxus cuspidata-Males baccata var. mandshurica, Taxus cuspidata-Abies nephrolepis, Taxus cuspidata-Abies koreana, Taxus cuspidata-Acer mono and Taxus cuspidata-Euonymus quelpaertensis by TWINSPAN analysis. Taxus cuspidata-Abies koreana community was distributed at the northern aspect of the mountain ridges and at higher elevation than other communities and distributed. Taxus cuspidata-Acer mono community was relatively low than the others and distributed at the hillsides of mountain. And Taxus cuspidata-Euonymus quelpaertensis communities were distributed at the relatively high elevation and northern and eastern aspect of the mountain tap, and Taxus cuspidata-Malus baccata var. mandshurica communities were distributed at the medium elevation, and southern and eastern aspect of the mountain ridge. In the relation between communities and environmental factors, it was correlated with aspect, elevation and topography at the first axis, and elevation, slope at the second axis.

Due to the climate change and various rainfall pattern, it is difficult to estimate a rainfall criterion which cause inundation for urban drainage districts. It is necessary to examine the result of inundation analysis by considering the detailed topography of the watershed, drainage system, and various rainfall scenarios. In this study, various rainfall scenarios were considered with the probabilistic rainfall and Huff's time distribution method in order to identify the rainfall characteristics affecting the inundation of the Hyoja drainage basin. Flood analysis was performed with SWMM and two-dimensional inundation analysis model and the parameters of SWMM were optimized with flood trace map and GA (Genetic Algorithm). By linking SWMM and two-dimensional flood analysis model, the fitness ratio between the existing flood trace and simulated inundation map turned out to be 73.6 %. The occurrence of inundation according to each rainfall scenario was identified, and the rainfall criterion could be estimated through the logistic regression method. By reflecting the results of one/two dimensional flood analysis, and AWS/ASOS data during 2010~2018, the rainfall criteria for inundation occurrence were estimated as 72.04 mm, 146.83 mm, 203.06 mm in 1, 2 and 3 hr of rainfall duration repectively. The rainfall criterion could be re-estimated through input of continuously observed rainfall data. The methodology presented in this study is expected to provide a quantitative rainfall criterion for urban drainage area, and the basic data for flood warning and evacuation plan.
Large metropolitan areas in the US are distinguished by highly fragmented fiscally independent suburban municipalities and special districts. The suburban fragmentation implies the congregation of similar socio-economic groups escaped from central cities and the disparity of geographical resources among local government jurisdictions. This study examines St.Louis County suburbs as a case study for the implictions of suburban governmental fragmentation and the fiscal disparities across local governmental boundaries by analyzing their relationship with public service provision using police and public school services as examples. The distribution of fiscal resources across political boundaries, the processes which created them, and public service inequalities reproduced from the disparity of fiscal resources reveal the causes and consequences of suburban governmental fragmentation. The central part of suburban fragmentation is the segregation of public goods consumption reproduced from the disparity of local fiscal resources, and it acts as a basic geographical segregating force in the suburban spatial organization.

There is the need of regulating chestnut production because of being expected with chestnut trees cultivation farmhouses to be in a difficult situation by means of FTA negotiation promotion hereafter in Korea. And this study is aim to establish compensation criteria and plan for depreciation of income of farmers who take part in chestnut production regulation. We surveyed one hundred and thirty three among chestnut trees cultivation farmhouses in chief producing districts Kyung-nam, Jeon-nam and Chung-nam in Korea. As the result of this study, this study showed compensation criteria and plans for depreciation of income for farmers's participate in chestnut production regulation and showed criteria for closing chestnut old tree orchard and working process of cutting chestnut old tree. Procedures in closing chestnut old tree orchard in a day per hecta were felling operation and crude manufacture of thirty trees per one man, five forklains in loading and unloading chestnut log from a truck and building of workroad, the two number of assistance persons in loading and unloading chestnut log from a truck, the 6.94 trucks in carrying chestnut log. After farmers close chestnut trees orchard, government cost of old trees cuts and net income decrease for 3 years in case of planting trees for landscape and environment preservation.
The assessed land values and housing prices have been widely utilized as a basic information for the land and house trades and for evaluating governmental and local taxes. However, there exists a price difference in actual markets between the assessment level and assessed land values or housing prices. This paper emphasizes the spatial mismatch between the assessed land values and housing market prices and particularly addresses the following two aspects by focusing on spatial effects of the modifiable areal units, which would substantially affect the estimation of the assessed land values and housing prices. First, we examine the spatial distributions of the assessed land values and housing market prices, and the gap between those prices, on the basis of the aggregated spatial units(i.e., aggregation districts). Second, we explore the scale effect of the MAUP(modifiable areal unit problem) generally embedded in estimating the prices of the sampled standard lands and houses, and calibrating the correction index for the land values and housing prices for the individuals. For the application, we analysed the land values and housing prices in Seoul utilizing GIS and statistical software. As a result, some spatial clusters that the housing market prices are significantly higher than the assessed land values were identified at a finer geographic level. Also, it was empirically revealed that the statistical results from the regression of regional variables on the assessed land values for the individuals are significantly affected by the aggregation levels of the spatial units.
The purpose of this study is to survey and analyze the operating state and characteristics of domestic and foreign green care, prioritize the facilities and programs for green care introduction through expert survey of importance, and thereby to provide a basic material for introducing green care in facilities in Rural Development Project districts, including domestic rural experience facilities. Domestic and foreign literature was analyzed in order to classify the necessary facilities programs, of green care, and the analysis results were modified and supplemented through Expert Delphi Survey. Based on the results, AHP based importance survey was conducted. In terms of the facilities and programs for green care introduction, necessary facilities (H/W) were categorized into four types (accommodation facility, resting facility, experience facility, therapy facility) and S/W programs into three types (learning experience type, therapy type, and care type). To verify the reliability of the AHP based importance survey, Consistency Index (C.I.) was analyzed. As a result, the C.I. value of nine respondents ranged from 0.000 to 0.083 so that the survey was found to have high consistency. The importance of S/W programs was 0.627, and that of H/W facilities was 0.373. For green care introduction, programs were found to be more important. Regarding the categories of necessary facilities, therapy facility had the highest value, or 0.348; experience facility 0.253; accommodation facility 0.211; resting facility 0.188. Therefore, therapy facility and experience facility were found to be important. In case of S/W programs, therapy type had the highest value, or 0.499, and learning experience type (0.255) and care type (0.246) were similarly important. Generally, the categories that had high importance values tended to show a remarkable difference in importance of their sub categories. In particular, facilities or therapy programs using natural ecology and forests were found to be highly important. In conclusion, it is required to actively review the introduction of active programs using resources, such as existing experience facilities and accommodation facilities and villages forests, and programs making the body and soul comfortable, such as natural ecology experience, Green Shower, and horticulture activity.
Recent centrally the downtown area, the transaction between the row housing and multiplex housing is activated and platform services such as Zigbang and Dabang are growing. The row housing and multiplex housing is a blind spot for real estate information. Because there is a social problem, due to the change in market size and information asymmetry due to changes in demand. Also, the 5 or 25 districts used by the Seoul Metropolitan Government or the Korean Appraisal Board(hereafter, KAB) were established within the administrative boundaries and used in existing real estate studies. This is not a district classification for real estate researches because it is zoned urban planning. Based on the existing study, this study found that the city needs to reset the Seoul Metropolitan Government's spatial structure in estimating future housing prices. So, This study attempted to classify the area without spatial heterogeneity by the reflected the property price characteristics of row housing and Multiplex housing. In other words, There has been a problem that an inefficient side has arisen due to the simple division by the existing administrative district. Therefore, this study aims to cluster Seoul as a new area for more efficient real estate analysis. This study was applied to the hedonic model based on the real transactions price data of row housing and multiplex housing. And the K-Means Clustering algorithm was used to cluster the spatial structure of Seoul. In this study, data onto real transactions price of the Seoul Row housing and Multiplex Housing from January 2014 to December 2016, and the official land value of 2016 was used and it provided by Ministry of Land, Infrastructure and Transport(hereafter, MOLIT). Data preprocessing was followed by the following processing procedures: Removal of underground transaction, Price standardization per area, Removal of Real transaction case(above 5 and below -5). In this study, we analyzed data from 132,707 cases to 126,759 data through data preprocessing. The data analysis tool used the R program. After data preprocessing, data model was constructed. Priority, the K-means Clustering was performed. In addition, a regression analysis was conducted using Hedonic model and it was conducted a cosine similarity analysis. Based on the constructed data model, we clustered on the basis of the longitude and latitude of Seoul and conducted comparative analysis of existing area. The results of this study indicated that the goodness of fit of the model was above 75 % and the variables used for the Hedonic model were significant. In other words, 5 or 25 districts that is the area of the existing administrative area are divided into 16 districts. So, this study derived a clustering method of row housing and multiplex housing in Seoul using K-Means Clustering algorithm and hedonic model by the reflected the property price characteristics. Moreover, they presented academic and practical implications and presented the limitations of this study and the direction of future research. Academic implication has clustered by reflecting the property price characteristics in order to improve the problems of the areas used in the Seoul Metropolitan Government, KAB, and Existing Real Estate Research. Another academic implications are that apartments were the main study of existing real estate research, and has proposed a method of classifying area in Seoul using public information(i.e., real-data of MOLIT) of government 3.0. Practical implication is that it can be used as a basic data for real estate related research on row housing and multiplex housing. Another practical implications are that is expected the activation of row housing and multiplex housing research and, that is expected to increase the accuracy of the model of the actual transaction. The future research direction of this study involves conducting various analyses to overcome the limitations of the threshold and indicates the need for deeper research.

The auther reported the distribution of fisheries high schools and arrangement of curriculum in Japan in the forward report, and describes on the outer apparance and substantiality of education of fisheries high schools in Japan in the present report. 1. The rate of population to the number of fisheries high school shows 2,350 thousands in Japan, compared with 3,250 thousands in Korea. Then the rate in Korea is 1.4 times as high as that in Japan. 2. The rate of pupil to the whole regular instructors for fundamental subjects and for vocational subjects in the fisheries high schools, and also the rate to the instructors for vocational subjects show 10.4 and 16.3 in Japan, compared with 18.2 and 30.2 in Korea. Then the rate in Korea is 1.8 times as high as that in Japan. In addition to the instructors for vocational subjects. trainer and assistants for technical training-are employed in Japan compared with no such instructors or assistants in Korea. Then the rate of pupil to the whole instructing staffs in Korea is 2.4 times as high as that in Japan. 3. 81 percents of training ships in Japan are larger than 400 gross tons, which is extremely higher to that in Korea. The rate of gross tonnage of the ships to the number of trainees shows 6.2 tons in Japan compared with 1.1 tons in Korea. Also such large dimensioned training ships are newly built every other 12 years. the construction cost per 1 gross ton of such ships are said as 2.5 to 3 million yen, which corresponds to 15 to 18 million wons, and is over 3 times as much as that in Korea. 4. The basic education on the marine field is widely diffused in Japan. For an example, swimming pools are prepared not only in fisheries high schools but also in primary schools although it is rate even in fisheries high schools or colleges in Korea. 5. Almost all provinces which locate on the seashore have at least one fisheries high school and the curriculum is arranged to match the needs of local districts, then the management of school is tightly linked to the local government. 6. Entrance system is also flexible and recommended entrance system for successors of fishermen is settled. 7. Re-education of instructors for the new subjects which should be prepared to match the demands of ages are supported by local government in the aspect of time and budget. 8. The special two-year course for advanced seamen' s education is attached to some fisheries high schools and the graduates are qualified to get the third grade marine officer's or engineer's liscence.
