Morgenthau claims that in international relations, there are the economic, political, and military powers that enable a nation to achieve its political and diplomatic goals. This paper explores the possibility of resolving international conflicts with naval power. First, the theoretical and historical perspective, naval power was used as a final resort to force a nation's political or diplomatic objective on an enemy nation when negotiations failed, and this was done through the physical and psychological destruction of the enemy by naval power. But as the use of military power has decreased because of the invention of the nuclear weapon, the existence of a large and capable navy deterrent has become one of the most useful military options among a nation's diplomatic measures. In other words, he focused on the political usefulness of naval power as a deterrent and coercive diplomatic tool for persuading other nations to acquiesce, rather than using naval power and actual military action as a final resort. The reason for this is that compared to army and air force, navy's flexibility, continuity, and the ability to deter are greater. The navy provides excellent accessibility through its wide mobility on the sea, and it has been shown through research that the navy possesses a political usefulness that facilitates the solution of conflicts through presence, naval intervention, and naval blockade. On the other hand, among the factors that could improve the influence of the navy are alliance relations, a reliable and powerful navy, carrots and sticks that it would have to deal with in the case of successful or unsuccessful negotiations, and support from international opinion. On this paper I introduce E.N.Luttwak's naval suasion theory. By the his theory, there are two mode of naval suasion. One is latent naval suasion the other is active suasion. Latent suasion there are deterrent mode and supportive mode. Active naval suasion there are coercive mode and supportive mode. Coercive mode has positive and negative. The limitations of naval suasion have been identified as follows. First, because the objective of the use of naval power is persuading enemy nations, the results are unpredictable. Second, the leaders of all countries possess limited understanding on the complexities of naval power and therefore lack understanding of the usefulness of naval power when choosing options. Third, in case of failure through naval suasion, prestige and reputation of a nation can be damaged. Finally, the following are additional possible research topic. First, a research on the decision making process of choosing naval power as a measure to resolve conflicts is needed. Lastly, research on the size of the navy and types of ships required for efficient naval suasion is needed. Today's world requires cooperative security regime so that middle class navy also requires political use of naval power in solving international conflicts. Therefore, additional research on this topic is needed.
Recently, alarmed by the frequent international terrorism or safety accidents, the host countries of world sports events are focusing on security activities for the sake of the participants, facilities, events and competitions. They are alarmed because in case any happenings like international terrorism or safety accident, the contest itself can be criticized to be a failure as much as the international reliability of the host nation may well crash. We can see that any failure in coping with terrorism or safety matters can lead to a nation-wise crisis in the case of Indonesia where the October 12th of 2002 terrorist bomb attack in Bali damaged the image of the nation followed by the similar case in Philippine (Oct. 20th, 2002) where the same terrorist attack dramatically scared away the tourists to the nation. Korea is scheduled to hold the World Championship in Athletics in Daegu Metropolitan City in 2011. Also, it is slated to host various world sports events such as Yeosu International Exposition and Incheon Asian Games. In these contexts, this study analyzes counter-terrorism cases related with the recent international sports events that have been organized in a variety of manners in the era of globalization. This study aims to show alternatives for the safety management in these events. In other words, it is focusing on giving directions to the safety policies of the nation -which may become the future hub of north-east Asia and the world - for more perfect guard and defense, and counter-terrorism activities in all the conferences, sports events and international festivals where any private defense and guard companies are allowed to cooperate with the police force or public security agencies.

The existing K-CASH system doesn't allow compatible between different regions, different public transportations and the technologies made by different operators. If a K-cash user wants to use public transportation charged not by K-CASH but other operator, then he or she would have to get other type of card available for that transportation. Also, the incompatibility of the existing K-CASH might cause unnecessary expense because similar systems would have to be doubly constructed if the K-CASH operator would like to install the K-CASH system on the same infra as the other operators already did. As a result, a system which allows people to use just one card for their convenience regardless of regions, types of transportation and operators has been strongly demanded. In this paper, we developed Nation-wide Interoperable K-Cash system, Nation-wide Interoperable K-CASH Card, Purchase terminal, Purchase SAM and Settlement system that were updated from the existing K-CASH system. And we performed a conformity test to confirm performance. Also Korea Financial Telecommunications & Clearings and the KORAIL NETWARKS and the HiPlusCard joined for the testbed in Gwangju for 6 months. This result of testbed finally proved that the Nation-wide Interoperable K-CASH system is completely compatible.

In this paper, we describe the result of the test-bed on Nation-wide Interoperable Transportation System connected with Interoperable Traffic Information Collection System, which was developed by Korea Financial Telecommunications & Clearings, KOREAIL NETWORKS, HiPlusCard and Samsung SDS. we constructed Nation-wide Interoperable Transportation System on 4 downtown bus routes, 20 stations on line 1 subway, 2 stations of a train and 2 sections of the Honam highway in Gwangju and Interoperable Traffic Information Collection System in Seoul University IC Card Center. So we operated that by 480 Several staff were given a test card and asked to try it for about 6 months. This test-bed is for demonstrates the accuracy, safety and credibility of the Nation-wide Interoperability standard technology and it can be applied to all of transportation practically. When the staffs contact the card to Purchase terminal, the card performs transaction with Purchase SAM in the terminal, then transactions ara used to calculate in Settlement system and Interoperable Traffic Information Collection System. Through the test-bed, we examined this process and found unexpected problems happening during the test operation and have successfully solved them. In addition, the results of the test-bed let us know what additional improvement might be required for System. The successful run of the test-bed was verified by an evaluation of the test-bed staff and a public survey.
This study is a case study about the status of science gifted follow-up management systems for nation-level institutes for gifted and talented education. The aim of the study is to develop the theoretical model that establishes the basis of follow-up management systems for scientifically gifted to support in order to grow the beneficiaries of nation- level scientifically gifted education into globally competitive talented. Specifically, this study says the components of the systematic and efficient structure for nation-level gifted follow-up management. For this, we collect the experts' opinions on gifted education for follow-up management of the beneficiaries on national level science gifted, and gifted and talented education institutions conducted the case study for follow-up management. The collecting of experts' opinion have participated 11 persons, and 6 institutes were involved in the case study of follow-up management institutes. As a result, it reports for scientifically gifted follow-up management systems to be made by forming of the upper systems and each lower systems. Resources system was found to be composed of human information system and education information system. Operating system was found to be composed of input system, analysis system, and management system. Application system was found to be composed of prediction system, verification system and improvement system.
Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.

To provide the basic information for preservation and reasonable management plan of Abies koreana population, vegetation structure and growing condition by altitude were analyzed. Six sites($400m^2$) were set up along the Georim valley in Mt. Jiri from 1,000m to 1,500m. The importance value of A. koreana in tree layer was the highest at 1,400m(site V) and 1,500m(site VI), and that of Quercus mongolica in the other site was high. In subtree layer, the importance value of A. koreana was the highest at site VI which located at 1,500m above the level of the sea. In DBH distribution, A. koreana population distributed evenly at all DBH class(below 10cm, 11-20cm, 21-30cm, above 31cm). Since 2000, the amount of tree-ring growth of A. koreana at site I, II, III, IV, V, and VI were 1.002, 0.996, 1.752, 1.850, 1.198, 0.984 mm/yr, which has decreased slowly in time for 2000, except site III.
In this paper, based on the theory of performance studies and community-based theatre, I venture to explicate the socio-political significance of director Yim Jin-Taek's community-based performance called 'madanggut', which is heavily based on elements of indigenous culture. Yim's madanggut utilizes elements of indigenous cultures and searches for 'the Korean ethnic (arche)type' as 'the ideal Korean type' or 'genuine Korean-ness' for the reconstruction of 'the Korean ethnic community.' This paper interrogates the major task of Yim Jin-Taek's madanggut, which ideologically promulgates the idea of ethnocentric patriarchy supported by the traditional (mainly Confucianist) notion of 'community' - inquiring if this type of theatre can provide useful and practical prospects for imagining a more democratic and plural civilian society in Korea today, when the interaction of globalization, nationalism, regionalism, and localism simultaneously impact our everyday life and cultural identification. Regarding the recent global phenomenon of the resurgence of nationalism, I looked at madanggut's use of symbolic resources from the past for imaginative communal bonding as a nation. But, the claimed homogeneity of the national past by means of 'nation conflation' of different social groups is an illusionary conceptualization, and the national historiography silences memories of the marginalized groups and denies their histories. It is certain that in Korea nationalism has historically performed an important function during the colonization and democratization period. Nevertheless, as Yim's Nokdukkot realized, it cannot be overlooked that as a representative of 'the Korean ethnic community,' 'the protecting man/the sacrificial woman' is contradictory to the plural and lateral thinking of participatory democracy in community-building. It is time to think about a new political language that relates individuals to the community and nation. 'The ethnic type' cannot represent the whole nation and the members of the nation should be the examples of the community they belong to for a more democratic society. I have selected Yim's several community-based works mainly from the 1970s to the 1980s since the works provide grounding images, symbols, metaphors, and allegories pertinent to discussing how 'the Korean ethnic community' has been narrativized through the performances of madanggut during the turbulent epoch of globalization. I hope that this paper presents Yim's grounded aesthetics of community-based theatre with fully contoured critical views and ideas.
This thesis is to check whether the modernization, promoted mainly in 1960-1970 of Korea may have the relations with Confucian values or have a gap between this and that, and have the question about the idea of the appearance of modernity under Park Jung-hee's government, which is based on the viewpoint that Confucianism would have been made ill use of or have contribution to the nation-directing modernity, especially to the modernization of people. In a sense this thesis demands the overcome of the modern ills such as social dichotomy, leaving out matters of locals, and neglecting the diversities and singularities of creatures, resulted from efficiencies and uniformity caused by nation-centralism. At first Confucianism have represented humanism with a view to finding the mean between the two of locals, affairs, and men. As such it has seek to find centrality, which means my real mind for meeting outward things or the optimum as the mean, the best state between of the two. The political doctrines modified from Confucian learnings including chung, hyo, samgang, and oryun worked as the mechanism for finding nation-directing modernity. As a result we have lived in the modernity, strengthened by nation-centralism. And the leading concepts in related with Neo-Confucianism had people lose their spaces of desire for their own future or got them to be narrow. Accordingly the modernization of Korea means not an integral space in which we can achieve what we want in various aspects, but a deficient space to be complemented, resulted from the centralization of all conditions of life, dichotomous way of approaching matters by nation-centralism, far from being the essence of Confucianism. In the end the rapid modernization by the leaders in Korea has given rise to the concentration politics, economy, and so forth on Seoul as the center. Then we should deeply reflect the deficiency state of centralism like this and how Confucianism would have been responsible for it and will give how to relieve the unequal centralism of nation. Now for this matter we would like to expect our study in the future.v
