Adopting Cloud Service in the National Spatial Data Infrastructure

  • In Korea, NSDI(National Spatial Data Infrastructure) was implemented for integrating and sharing the nationally generated spatial data. One of the main roles of implementing NSDI is providing spatial data to public agencies. And now, the establishment plan for NSDI with the technical advancement should be needed. This paper deals with the technical aspects of adopting cloud service in the NSDI. First, we propose the concept for target system, which shows the current and future NSDI. In the future NSDI model, GIS cloud and governance systems are included. Service functions for cloud system and infrastructure implementation design directions are derived. Finally, governance system implementation plan is described. This research will contribute to the implementation of NSDI cloud service system.

  • By the rapid development of Information Communication Technology (ICT) and Geo-spatial Technology (GT) and the increased usage of spatial data for planning and infrastructure management, the National Geographic Information System (NGIS) for more efficient and effective utilization of spatial information has been developed by the central government in Korea since 1995. NGIS is the base of Spatial Data Infrastructure (SDI). SDI is developed as one of National Information Infrastructures (NII). Among the hierarchy of SDI, National Spatial Data Infrastructure (NSDI) has very important role in the success of SDI development. Many research articles show that the USA's NSDI initiatives, development strategy have been strongly influenced all over the world. In these viewpoints, to propose the future directions of Korean NGIS, the development of NSDI strategy of USA is reviewed by literature through published book and internet resources. The conclusions of this study are as follow: 1) top-down and bottom-up approach are needed for integrated data sharing and standardization. 2) the creative and evolutionary vision and strategy has to be suggested. 3) the training program and lecture material has to be developed and diffused to the users and providers of spatial data. 4) governance system has to be built for NSDI evaluation. 5) the formation of geo-spatial forum to discuss the spatial-related problems and make research agenda, etc.

A Study on the Strategic NSDI Model for Developing Countries based on Korean Experiences (한국의 경험을 통한 개발도상국 NSDI 전략적 구축 모델에 관한 연구)

  • This study aims to establish a strategic NSDI (National Spatial Data Infrastructure) model for developing countries based on good practices in the Republic of Korea. The Republic of Korea is a unique country in the world, which has become a developed country from a recipient of international aid since the Korean War in 1950. The rapid economic growth can be mostly attributed to the IT technologies and the Republic of Korea's NSDI efforts as a good practice could provide useful lessons for developing countries. This study consists of theoretical reviews, interviews of Korean NSDI experts, analysis for lessons learned, a summary of the lessons in terms of Six NSDI components and finally a strategic NSDI model for developing countries. The NSDI model is structured by (1) implementation strategies suggested for geospatial data, capacity building, geospatial platform, and cost-effective management with partnership, (2) a roadmap of important NSDI tasks and activities, and finally, (3) a harmonized approach for successful NSDI implementation.

The Establishment of Service Cloud Based Expansion and Developing Plan for National Spatial Data Infrastructure (서비스 클라우드 기반 국가공간정보통합체계 확대발전방안 수립)

  • The construction of National Spatial Data Infrastructure (NSDI) started from 2008 and was completed at 2012, with the aim of co-utilizing public agencies' national spatial information by integrating and linking. Despite the existence of the NSDI, an update of spatial data is not fully reflected because the spatial information has not been updated simultaneously by NSDI and public agencies. By examining the public agencies' services using the spatial information, a national budget is wasted because the re-usable similar services are duplicated. These issues could be solved by adopting a cloud system, whose concept is co-utilizing IT resources, to the NSDI. This study examined the service cloud based expansion and development plan for NSDI. The plan included an implementation strategy for a spatial information service cloud system and an establishment plan for a governance system. The service scenarios, concept diagram, and service functions for the system were derived in a system implementation plan. For the service functions, the unit functions of two modules were proposed and specific functions were derived. In the establishment of a governance system, the business roles and business processes were defined for organizations managing service cloud based NSDI. The business role and process were defined and derived by each service life-cycle step. With the proposed system implementation plan, a detail system design and composition of the organization could be possible, and a service cloud-based NSDI system could be implemented.

  • 본 논문은 개발도상국을 위한 국가공간정보기반(National Spatial Data Infrastructure: 이하 NSDI) 추진전략을 마련하기 위해, 1995년부터 그동안 국가GIS 3단계에 걸친 우리나라 공간정보기반(Spatial Data Infrastructure: 이하 SDI)구축 성과에 대한 평가작업을 수행하였다. 이런 우리나라 SDI성과에 대한 분석과 평가는 기존의 문헌조사 및 전문가 20인의 델파이조사를 토대로 하였다. 아울러 개발도상국 SDI의 SWOT분석을 수행하였고, 이와 함께 우리나라 SDI사례를 바탕으로 한 개발도상국을 위한 NSDI 추진전략을 모색하였다.

  • In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.

A Strategy for Activating Spatial Data Community : A Case of the NSDI CAP(Cooperative Agreements Program) in U.S. (공간정보 커뮤니티 활성화 방안 연구 : 미국 NSDI의 CAP 사례를 중심으로)

  • This paper reviews the strategy of activating spatial data community and its impacts, focusing on the Cooperative Agreements Program(CAP) of National Spatial Data Infrastructure(NSDI), established by Federal Geographic Data Committee(FGDC) in U.S. to facilitate cooperative data sharing. After thoroughly reviewing the 20 research categories followed by 350 cases, supported by CAP for the last decade, it turned out that since NSDI issued "Future Directions Initiative" in 2004, the CAP adopted all components of NSDI as CAP categories in attempting to reinforce the partnership rather than mainly deploying standardized meta-data. Also, CAP has been utilized as a means to enforce the role of NSDI as spatial data user and provider as well, recognizing that the spatial data community is essence for expandable and sustainable NSDI. Implementing CAP resulted in the sound structure of spatial data marketplaces increasing spatial data demand and promoting the relevant business due to diverse users.

A Study on The Construction of Desirable Model of the National Spatial Data Infrastructure Policy Promotion System (국가공간정보정책 추진체계의 바람직한 모형구축에 대한 연구)

  • In order to efficiently promote a nation's National Spatial Data Infrastructure (NSDI) vision, it is important that a rational NSDI promotion system should be established. For such a NSDI promotion system, cooperation among the related organizations and the consistency of policies are crucial. In these regards, the main purpose of this research is to suggest a desirable model for the NSDI promotion system. Also, this study attempts to demonstrate problems and provide solutions in Korea NSDI promotion system. To accomplish this purpose, the literature reviews and content analysis were used. Following are the major findings of this research. First, a desirable NSDI promotion system should be consisted of the upper system (at the planning level) and the lower system (at the executive or implementing level). Second, the upper and lower system in NSDI promotion system should both be vertically connected and be horizontally connected. Third, the upper system should consist of the NSDI promotion committee, civil advisory committee, and sub-committee. Fourth, the lower system for the execution purposes of NSDI projects should consist of the NSDI top manager, in each central/local government, and professional support institute.

  • In this study the infrastructure of PKIMS(ParK Information Management System) was constructed based on SDI(Spatial Data Infrastructure) not only to provide the consistent spatial information of the space called park but also to share the latest information so that administrative officers could make people satisfied for their information request and promote consistent policy for the park management. PKIMS was developed by integrating with SDI for all life cycle of spatial data such as the data generation, use and share so that the efficiency and executive of administrative services could be acquired. Moreover, this construction of successful application system based on SDI would be the very good sample for implementation of NSDI(National Spatial Data Infrastructure).

  • Korean government has conducted National Geographic Information System(NGIS) project since 1995. The NGIS was set up and directed by central government to stimulate the growth of GIS field in Korea. Thanks to the project, all aspects of GIS in Korea has been rapidly developed. However, this government-led strategy now reveals some limitations on the advancement of GIS in Korea It is time to prepare new approaches for the further development of GIS in Korea. This study aims at introducing the concept and model of National Spatial Data Infrastructure(NSDI) and suggesting strategies fir it. By doing so, this research attempts to reestablish the role of government and draws new policy directions for the NGIS.
