정보통신 기술은 같은 목표를 가진 사람들의 협조를 증진 시킬 수 있는 신속하며 정확한 의사소통수단을 제공해 주고 있다. 작은 정부인 NGO 역시 정보통신 기술의 발달로 많은 사람들의 참여가 이루어졌지만 NGO 간의 정보 공유는 미흡하다. 이러한 시점에서 NGO들이 서로간의 사업 정보를 쉽게 공유하고 협업할 수 있는 웹서비스 시스템인 Smart NGO 시스템을 제안한다. Smart NGO는 현재 대부분의 NGO들이 홈페이지에 등록하는 정보를 활용하여 정보를 교류할 수 있도록 하였으며 Smart Tool이라는 새로운 플랫폼을 이용해 NGO가 쉽게 자신의 사업 정보를 등록 할 수 있도록 하였다. 또 이러한 정보들을 Smart Viewer를 통해 NGO나 일반인이 공유할 수 있도록 하여 다양한 사람들이 NGO의 활동에 협조하도록 하였다. 본 논문은 이러한 Smart NGO 시스템의 구조 및 구현을 보인다.

최근 NGO의 급격한 성장과 위상이 높아지면서 정부정책과정에서의 NGO와 정부간 역할관계는 각 분야에서 활발하게 논의되고 있다. 그럼에도 불구하고 교통분야에 대한 NGO와 정부간 역할관계에 관한 관심이나 연구가 매우 미흡한 실정이다. 이와 같은 배경에서 수행된 본 연구는 현재 열악한 대중교통서비스를 개선하기 위해서 NGO와 정부간 정책연대 등 새로운 정책운용의 필요성을 제시한 탐색적 연구이다. 본 논문의 분석결과, 우선 대중교통정책 운용은 ‘공급자중심’에서 ‘이용자중심’으로 전환되어야 한다. 이를 위해서는 ‘서울시를 비롯한 자치단체들이 NCO와 정책연대를 통해 정책추진에 시민의견을 적극 반영하는 제도적 장치가 강구되어야 한다. 구체적으로는 서울시의 경우 교통·환경·소비자 등 관련분야의 NGO와 서울시 및 의회관계자, 전문가, 업계대표 등이 참여하는 가칭 ‘대중교통시민위원회’를 구성한다. 또한 지방자치단체는 대중교통 전반의 서비스 개선목표와 단계별 세부추진사항을 결정, 헌장으로 제정하고 이를 토대로 대중교통정책의 집행과정과 성과를 주기적으로 평가하고 시정 조치할 필요가 있다.

NGO called the third sector is one of the major party of the modern society. Therefore documentation of the various NGOs' activities is the way of recording our society fully. This paper identifies the value of NGOs' records, verifies the needs for NGOs' records management, examines two case of consulting projects on NGOs in Korea which has been conducted by the author and graduate students, and offers a consulting methodology of building records management scheme for the small scale NGOs. The cases are related to small-scale NGOs operated by under 10 full-time activists. One case is related to the NGO based on the locality and the other case is related to the NGO based on the special subject matter. The methodology contains four stages such as defining direction stage, AS-IS analysis stage, TO-BE modelling stage and transition & closing stage. Standard records management guideline for NGOs should be developed using this methodology in the future.

The purposes of this study were to draw out the situational problems of the community based NGO (Non Governmental Organization) movement and to suggest development strategies for NGO movement in Korea. The study was conducted through extensive review of literature and analysis of the related data. The major findings of this study were as follows; As the development of democracy and localization process were in progress, the community based NGO movement was also developing quantitatively, however not yet qualitatively. The NGO Times Net, a internet newspaper for NGOs revealed that the number of community based NGO was 3,397 as in 2004, which was 5 times larger than 597 central based or Seoul located NGOs. However, some of the problems identified were lower participation of local people, quality of the movement compare to the original purposes of the movement, and the problems in local leadership, etc. In order to overcome various problems, this study suggested some strategies for development such as enhancement of civil education, expansion of voluntary spirits, financial support for NGOs, better mutual understanding among the GOs (Government Organizations), POs(Profit Organizations) and NGOs. Self evaluation and innovative strategies will be needed for further development of NGO movement in Korea.

This study is intended to empirically investigate how Korean consumers evaluate foreign CSRs conducted by Korean firms. Specifically, the study investigates the effects of domestic vs. foreign CSR targets & domestic vs. global NGO affiliations by employing a two-way 2-by-2 factorial design. Field experiments were carried out with adult consumers in Seoul aged over 25. Our findings, first, suggest that Korean consumers perceive domestic CSRs more positively than foreign CSRs. But Korean consumers were found to respond more positively to foreign CSRs when the focal firm was perceived as a global firm. As regards to NGO affiliations, the study found that consumers were partially favorable towards domestic NGOs. However, interestingly, foreign CSRs with domestic NGOs were perceived more favorably than foreign CSRs with foreign NGOs.

The use of professional retirement personnel who have largely left their economic activities due to the retirement of baby boomers is a modern task and is emerging as a social issue. This study aims to explo re the perception of professional retirees' overseas volunteer experience as NGOs and seek ways to utilize pro fessional retirement personnel. This study is a qualitative study using photo-voice, and the participants in the study are retirees of retirement age from professions with experience in NGO overseas service. Data were collected through group activities and individual interviews, and data were analyzed using participatory analysis and subject analysis. The perception derived from the study was that NGO overseas service is the best job to be safe and raise the national status, and that information on this is wanted to be provided in retirement education. In conclusion, retirement education for the expansion of NGO overseas service was conducted not only in public enterprises but also in general workplaces to discuss ways to prepare before retirement, and the operation of the Retired NGO Overseas Volunteer Information Service Center was suggested. This study is meaningful in presenting basic data for preparing alternatives to social welfare policies in old age after retirement through the recognition of the experience of professional retirees in overseas NGO service

This study considered the experimental parameters (Nano-graphene oxide reinforced polycarbonate, GFRP) under low-velocity impact load and vibration analysis. The effect of nano-graphene oxide (NGO) on a polycarbonate-based composite was studied. Two test procedures were adopted to obtain experimental results, vibration analysis. The mechanical tests were performed on damaged and non-damaged specimens to determine the damaging effect on the composite specimens. After the test was carried out, the effect of NGO was measured and damping factors were ascertained experimentally. 0. 2 wt% NGO was determined as the optimum amount that best affected the Vibration Analysis. The experiments revealed that the composite's damping properties were increased by adding the nanoparticles to 0.25 wt% and decreased slightly for the specimens with the highest nanoparticles content. Cyclic sinus loading was applied at a frequency of 3.5 Hz. This paper study the frequency effect of 3.5khz frequency damage on mechanical results. Found that high frequency will worthlessly affect the fatigue life in NGO/polycarbonate composite. In 3.5 Hz frequency, it was chosen to decrease the heat by frequency. Transmission electron microscopy (TEM) micrographs were used to investigate the distribution of NGO on the polycarbonate matrix and revealed a homogeneous mixture of nano-composites and strong bonding between NGO and the polycarbonate which increased the damping properties and decreased vibration. Finally, experimental modal analysis was conducted after the high-velocity impact damage process to investigate the defect on the NGO polycarbonate composites.

The objectives of this study were: a) to measure the satisfaction of who volunteered in the activity, and b) to identify factors related to their satisfaction from the activities, and c) to provide policy implications to improve their satisfaction. This study was based on a literature review and empirical analyses. The empirical analyses have been completed through individual interviews with community residents who volunteer the NGO activities in the Korean Federation for Environmental Movement. The major findings from empirical analysis were as follows: As a result of correlation analysis, nine variables affecting the degree of their satisfaction were "activity time", "sex", "support of family and friends", "understanding of environmental NGO activities and fields of environmental NGO activities", "contact points for the activities", "income and vocation". As a result of multiple regression analysis, the five variables affecting the degree of their satisfaction were "understanding of the NGO activities", "income", "support of family", "marital status", "activity period" and these five variables explained 49.1% of the degree of their satisfaction. Based on the empirical findings, the following suggestions could be offered for the environmental NGO activities. 1) Environmental NGOs should offer resident-friendly programs which may help the residents participate in the NGO activities, so the volunteers can participate in the activities with their family, friends, and neighbors. 2) Environmental NGOs should provide appropriate information and educational supports to community residents, which might facilitate them to have a sound understanding of the NGO activities. And the environmental NGOs should provide diverse activity programs to facilitate participation and to formulate eligible management system for the activities. 3) To enhance the satisfaction of participation, environmental action programs should be organized and conducted through a careful consideration of the status of the community, the characteristics of residents, and so on. To provide better contact points, environmental NGOs should cooperate with religious organizations in communities, social groups, media and so on.

NGOs occupy so high international position that it is said the age of NGOs or Renaissance of NGOs has came. Recently, they continuously succeeded in hindering and blocking large-scale international events through their violent struggles. This paper studied the concept of NGO, examples of NGO struggles during recent international events and stated anticipated struggles during ASEM III and their trend. Thereafter, with future prospect of NGO activities, some measures for successful 2002 World Cup and 2005 APEC were provided in this paper. 본 논문에서는 국내에서 활동 중인 대표적인 NGO(Non-Government Organization)기구들을 살펴보고 이들 NGO 기구들의 다양한 활동 사례를 살펴보도록 한다. 특히 온라인 비즈니스에 중점을 두고 인터넷 및 모바일 앱을 포함한 온라인을 활용한 다양한 마케팅 전략을 살펴보고 이에 대한 제약 사항 및 이에 대한 올바른 방향을 제시하고자 한다. 이를 통해 최신 정보기술을 이용한 NGO 활동의 영역을 넓히고 이를 통해 대중의 참여를 유도하고 마케팅의 효율성을 극대화 시키고자 한다.
