By the rapid development of Information Communication Technology (ICT) and Geo-spatial Technology (GT) and the increased usage of spatial data for planning and infrastructure management, the National Geographic Information System (NGIS) for more efficient and effective utilization of spatial information has been developed by the central government in Korea since 1995. NGIS is the base of Spatial Data Infrastructure (SDI). SDI is developed as one of National Information Infrastructures (NII). Among the hierarchy of SDI, National Spatial Data Infrastructure (NSDI) has very important role in the success of SDI development. Many research articles show that the USA's NSDI initiatives, development strategy have been strongly influenced all over the world. In these viewpoints, to propose the future directions of Korean NGIS, the development of NSDI strategy of USA is reviewed by literature through published book and internet resources. The conclusions of this study are as follow: 1) top-down and bottom-up approach are needed for integrated data sharing and standardization. 2) the creative and evolutionary vision and strategy has to be suggested. 3) the training program and lecture material has to be developed and diffused to the users and providers of spatial data. 4) governance system has to be built for NSDI evaluation. 5) the formation of geo-spatial forum to discuss the spatial-related problems and make research agenda, etc.

The current industrial development and the Increase of population along Nakdong River have produced a rapid Increase of wastewater discharge. This has resulted in problem of water quality control and management. Although many efforts have been carried out, water quality has not significantly improved. The goal of this study is to design a NGIS-based water quality management system for the scientific water quality control and management in the Nakdong River. For general water quality analysis, QULA2E model was applied to the Nakdong River. A sensitivity analysis was made to determine significant parameters and an optimization was made to estimate optimal values. The calibration and verification were performed by using observed water quality data for Nakdong River. A water qualify management system for Nakdong River was made by connecting the QUAL2E model to ArcView. It allows a Windows-based Graphic User Interface(GUI) to implement all operation with regard to water quality analysis. The modeling system in this study will be an efficient NGIS for planning of water quality management.

1995년 제정된 "시설물의 안전관리에 관한 특별법"에 근거하여 일정 규모 이상의 1종 및 2종 시설물을 대상으로 정기점검, 정밀점검, 정밀안전진단이 관련전문가에 의하여 주기적으로 수행되고 있으며, "재난 및 안전관리 기본법" 에 의하여 특정관리대상시설을 지정하여 주기적인 안전점검이 수행되고 있다. 그러나 수작업에 의한 안전관리 업무 수행과 점검 및 진단 결과에 대한 사후 관리로 관계 업무 주체들에게 과다한 업무가 부과되면서도 안전관리가 효율적이고 효과적으로 이루어지고 있지 못한 상황이다. 또한 관련 업무가 서로 다른 법령 및 기관에 분산되어 업무의 비효율성을 야기하고 있다. 이에 본 연구는 국가지리정보시스템(NGIS)이 제공하는 시설물에 관한 지리정보를 중심으로 서로 다른 법령과 기관에 의하여 수행되는 시설물 안전관리 관련 정보를 통합 관리할 수 있는 시설물 안전관리시스템 개발을 목적으로 수행되었다.

국가지리정보체계의 구축 및 활용 등에 관한 법률(구법/NGIS Act, 2000)이 폐지되고 국가공간정보에 관한 법률(신법/NSDI Act, 2009)이 제정되면서 국가 공간정보 정책 평가시스템에는 많은 변화가 발생되었다. 구법과 비교할 경우 신법은 국가 공간정보 정책의 추진체계가 일원화되었다는 장점은 있으나 예산 요구권의 약화로 공간정보 정책의 법적 실현가능성은 약화되었다는 논의가 있다. 이러한 문제의식 하에 구법에서 신법으로 법률이 새롭게 제 개정되면서 나타난 평가체계의 변화를 분석하는 것은 매우 중요한 의미를 갖는다고 할 것이다. 따라서 본 연구의 목적은 구법과 신법에서 규정한 국가공간정보 정책 평가체계를 비교 분석하여 평가 제도에서 나타난 변화가 무엇인지를 분석하는데 있다. 주된 연구방법은 구법과 신법의 비교분석 방법을 활용하였다. 비교 분석대상은 평가추진체계, 평가주체, 평가대상 및 범위, 평가결과의 활용, 평가전담기관 등이다. 분석결과를 토대로 할 경우 국가 공간정보 정책 평가시스템의 개선방안으로는 평가목적의 명확화, 평가 전담기관 제도의 활성화, 평가결과와 인센티브 및 예산 연계성의 강화, 공간정보정책의 사전 사후 연계성 강화 방법론 모색, 상향식과 하향식 접근이 결합된 평가지표의 개발 방안 등이 필요하다는 것을 제안하였다.

The government is spending a large amount of budget to establish NGIS due to the importance of geospatial information. This paper deals with the study of schema mapping technique which can efficiently establish military topographic DB forest layer using digital forest map and other existing geospatial DB. In order to accomplish this 1) each schema of these types of DB was analyzed then, 2) mapping table which connects related attributes was created and finally, 3) military topographical DB forest layer of the area of interest was efficiently established. This research was able to display solutions that resolved compatibility issues between existing geospatial DB of these types, established by the schema mapping techniques described in this research.

모델에 입력되는 지형자료의 형태는 좌표별 고도가 체계적으로 정리된 DEM(Digital Elevation Model)형태를 사용할 수 있으며, 과거에는 이러한 지형자료를 얻기 위해 대상지역의 지형도 중 등고선을 대상으로 좌표별 고도수치를 정리하여 구축하거나, 섬세한 지형자료를 구축하고자 할 경우 각 고도별 등고선자료를 scan한 후에 각 등고선별 고도자료의 위상관계를 설정해 주는 작업을 진행하였으나, 두 방법 모두 상당량의 수정작업과 반복작업이 요구되는 단점을 갖고 있었다. 그러나 국립지리원 주도로 1998년 9월부터 시작된 NGIS(National Geogralhic Information Sydtem)사업에 의해 구축된 수치지도를 이용하여 등고선별 고도자료를 추출하고, 이를 가공하여 모델의 입력자료로 활용하는 방법이 최근에 소개되고 있으며, 지형자료의 구축에 소요되는 시간 및 정확한 자료를 구축할 수 있다. 정부에서는 NGIS 이단계 사업의 추진에 앞서 위성자료를 활용한 공간영상정보를 구축하여 기존에 NGIS 일단계에서 구축된 기본도와 NGIS 이단계에서 구축예정인 다양한 주제도와 공통주제도, 나아가 주요 분야별 프레임워크데이터의 효율적 갱신에 활용할 예정이다. 이러한 공간영상정보는 동시성과 주기성, 광역성을 가지고 1-2m의 고해상도까지 정보의 제공이 가능하므로 향후 주제도의 구축과 갱신에 기여도가 매우 높으리라 예상된다. 아울러 기존에 오랜 기간 제작된 항공사진을 적정 해상력으로 스캐닝하여 공간DB화 함으로서 위성자료와 연계된 과거와 현재의 시계열 자료를 확보함으로써 보다 다양한 대국민 정보서비스가 가능하리라 판단된다. 이와 함께 지방자치단체에서도 그동안 축척된 항공사진을 공간DB화하여 도시계획과 녹지관리, 하천 및 환경관리 등을 위하여 활용이 크리라 예상된다. 본 연구에서는 이를 위한 공간영상정보화된 항공사진의 관리와 제공을 위한 관리시스템의 개발과 정확도 관리 방안, 검수 방안, 사용자를 위한 메타데이터 제공방안 등을 제시하고자 한다.
