지난 문민정부이후 지리정보시스템은 새로운 사회간접자본으로 인식될 뿐만 아니라 국가경쟁력을 제고하고 행정의 생산성을 제고하는 수단으로 인식되었으며, 국가GIS정책의 규모와 범위가 확장됨에 따라 이에 대한 평가는 중요한 과정으로 부각되기 시작하였다. 그러나 「국가지리정보체계구축및활용등에관한법률」 에 규정된 평가체계를 국가지리정보체계추진위원회에서 적용하고 있으나 국가GIS사업에 대한 종합적인 조정 및 평가를 하기에는 부족함이 없지 않다. 이러한 관점에서 본 연구의 목적은 현재 국가71S평가제도를 비판적으로 검토하고 이를 토대로 평가체계의 개발방향을 모색하는데 있다

Our country is constructed the digital map in the first NGIS plan. Through digital map construction, it was had the potentiality that can more easily activate GIS. But these data included numerous problems from user's view. In the second NGIS plan, our government try to construct the framework data for the maximization of GIS utilization. This paper is showed a step of update that considered relationship between the national framework data themes, suggested the structure of maintenance activity for national framework data.

The MLTM(Ministry of Land, Transport and Maritime Affairs) has been performed NGIS project Assessment every year. But it has a couple of problems which are contents of assessment and the time of dealing in the assessment system. Considering the driven conclusions, this study proposed the improvement plan of NGIS project Assessment.

본 연구에서는, 수문해석모형과 국산 GIS 엔진인 HyGIS와 직접연계를 통해 자료수집 분석, 모의수행 및 결과도시를 일괄적으로 수행될 수 있도록 GIS-수문통합모형을 개발하였다. GIS 기반 수문모형의 자동화를 위해 유역 추출, 하도망 생성, 유출 매개변수의 산정 및 수문모형 진행을 필요한 모든 과정들에 대해서 사용자 인터페이스를 구축하고, 강우자료, 레이다/위성자료, 설계강우 조건으로부터 NGIS를 활용한 수문분석을 위한 NGIS자료의 표준화 과정을 제시하였다. 수문해석을 위한 유역추적방법에는 Clark, SCS, Snyder 방법, 하도추적방법에는 Muskingum, Muskingum-Cunge 방법 등과 같은 실제 실무분야에서 많이 이용되는 방법들이 이용 가능하도록 구성하였다. 수문모형과 NGIS DB와의 Interface 기능을 활용하여 국내 실무분야에 적용함에 있어 편의성과 실용성을 갖춘 모형을 개발을 통해, 수문모형 구축 시 NGIS 자료 및 지형 DB의 표준화 과정을 제시하고자 한다.

National Geographic Information System(NGIS) should be designed on the assumption that geographic data collected by each national organization should be integrated into geographic database systemically. To achieve this object, NGIS database would be better connected to National Very High-Speed Communication Network. In the process of research, some problems related to Korean NGIS are found. These are standardization, compatibility, extension, issue of making and opening digital map, and issue related to land information. So, it is required that pilot project apply National Geographic Information System in terms of National Very High-Speed computer network project. This project is to contain two main theme building of physical network and special management of network which is related with NGIS.

National Geography Institute(NGI, National mapping agency) has been producing national basemap in automated process since middle of 1980's toward the systematic and efficient management of national land. In 1995, Korean government initiated a full-scale implementation of the National Geographic Information System(NGIS) Development Plan. Under the NGIS Development Plan, NGI began to produce digital maps in the scales of 1:1,000, 1:5,000, 1:25,000. However, digital maps of 1:250,000 or less scale, which are currently used for national land planning, were not included in NGIS Development Plan. Also, the existing laws and specifications related to digital maps of 1:250,000 or less scale are not clearly defined. Therefore this study proposed a feature classification system, which defines features that should be represented in digital map of 1:250,000 or less scale.

국가지리정보체계의 표준화는 정보의 공동활용 및 상호운용성의 확보 등을 이유로 중요한 존재로 부과되고 있다. 이의 표준화는 현재 구체적으로 추진되고 있는 현재 국제적으로 추진되고 있는 OSE/RM을 참조하여 발전할 수 있으며 이의 구조에 맞는 국가 표준의 제정이 요구된다. 현재 추진하고 있는 국가지리정보체계 표준화는 국가 기본도 표준화와 공통데이터교환포맷 표준화가 있으며 국가 기본도 표준화에서는 지형지물 코드 및 속성 부분데이타 모델링 등을 추진하고 있고 공통데이터교환포맷 표준화에서는 국외표준의 국내수용으로 그 기본 방향을 유지하고 있다.

This study describes a construction procedure of 3D virtual space using the NGIS data and its application to simulation. 3D space topography is modeled by using DEM consisted with triangular regular network. The elevations of nodal points of DEM are calculated through the interpolation with contour line and elevation points from the NGIS. Also, data for 2D roads and their environments, such as trees, lamps, and traffic signals, were extracted from the NGIS and projected on the DEM surfaces to get 3D virtual space. To give a reality to 3D virtual space and accelerate its graphic speed, data were converted into the directX format. It is believed that the virtual space constructed in this work can be applicable to the ubiqutous because DEM data can be converted to the AutoCAD format and ASCII code.

본 연구의 목적은 한국에서 시도된 국가지리정보체계(NGIS)구축의 1단계사업에 대한 정책적인 측면에서 해외의 NGIS와 비교하여 2, 3단계 사업의 성공화를 도출하는데 있다. 본 연구의 첫 장에서는 Masser(1999)에 의한 세계 NGIS 추진 10개국의 정책과 핵심분야를 한국의 NGIS와 비교 분석하여 장단점을 제시하였다. 2장에서는 한국의 NGIS정책에 대하여 구체적으로 분석하여 3장에서 한국 NGIS의 핵심5대 분야와 연계한 결과 및 평가의 구체성과 4장에서 한국의 미래 NGIS의 방향을 동시에 제시하였다. 세계적으로 90년대 후반에 시작된 국가지리정보체계의 구축사업 중에서 11개국에 대한 선행정책연구 분석에서 볼 때 한국이 포함된 7개 국가에서 정부주도형의 하향식(Top-down)형식으로 수행하였으며, 3개 국가는 기존 수행체계를 발전시킨 상향식(Bottom-up) 형식이었고 나머지 한 국가는 절충형의 후발주자에 속하여, 한국의 NGIS 1단계사업은 국가주도형의 정책이 주종을 이루는 하향식 정책의 국책사업으로 밝혀졌다. 한국의 1단계 NGIS사업의 정책과 분야는 1995년부터 정부주도 정책에 따라서 2억 $(중앙정부: 64%, 지방정부: 36%)의 예산으로 2000년까지 11개 중앙부처가 참여하고 5개 분과위원회(총괄분과, 지리정보분과, 토지정보분과, 기술개발분과, 표준화분과)에서 10개 사업(지형도전산화사업, 주제도 전산화사업, 지적도전산화사업, 지하시설물도전산화사업, 지하시설물 관리체계개발시범사업, 공공GIS활용체계개발사업, GIS기술개발, GIS전문인력육성, GIS표준화사업, 국가GIS지원연구사업)을 수행한 대규모 국책연구개발사업이었다. 따라서 한국의 미래 NGIS 정책방향은 국가공간정보기반조성을 통한 디지털국토구축으로 국가 Agenda인 'u코리아'를 실현시키고 선진형 대민서비스를 제공하는 것으로 정해질 것이다.

지난 '95년 5월 재정경제원에서 기본계획을 확정하고 건설교통부, 재정경제원, 내무부, 농림수산부, 통산산업부, 정보통신부, 환경부, 총무처, 과학기술처, 통계청, 산림청 등 11개 관계중앙행정기관이 참여하는 범정부적인 사업으로 추진중인 국가지리정보체계(NGIS) 구축사업이 이제 첫돌을 넘기고도 4개월이 지났다.
