The Relationship between Donor Behavior and Financial Statements in Japan

  • NFPs support a sustainable society and they rely on contributions from donors. Donor behavior is a kind of consumer behavior that influences fundraising by NFPs. In order to make fundraising functional under a principal-agent relationship, NFPs must construct trust through proper provision of accounting information. For donors, financial statements are main source of accounting information. Edelman revealed that the level of trust in Japan's NFPs is the lowest in East Asia, because of a lack of transparency and accountability. Some researchers had investigated donor behavior as a kind of consumer behavior and had provided supportive results that accounting information influences donor behaviors, before this research was conducted. This research investigates this background by conducting questionnaire-based survey. Main questions of this questionnaire were created according to criteria that BBB are using for NFPs in the U.S. The results of this survey revealed the lack of reliability of basic accounting information in Japan and that education in higher educational institutions can improve this situation. This survey also revealed that a rating agency like BBB, which evaluates accounting information of NFPs, could improve trust on NFPs. The implications of this study can apply to the other countries and regions where trust in NFPs is insufficient.

체성감각 유발 전위에서 montage에 대한 개념 (The Concepts of Montage in Somatosensory Evoked Potentials)

  • Although somatosensory evoked potentials(SSEPs) have been utilized as the useful diagnostic tools in evaluating the wide variety of pathological conditions, such as focal lesions affecting the somatosensory pathways, demyelinating diseases, and detecting the clinically occult abnormality, their neural generators is still considerably uncertain. To appreciate the basis for uncertainties about the origins of SSEPs, consider criteria that must be met to establish a causal relationship between activity in a neural structure and a spine/ scalp-recorded potential. Electrode locations and channel derivations for SSEPs recordings are based on two principles:(1) the waveforms are best recorded from electrode sites on the body surface closest to the presumed generator sources along the somatosensory pathways, and(2) studies of the potential-field distribution of each waveform of interest dictate the best techniques to be used. In this article, authors will describe followings focused on ;(1) the concepts of near field potentials(NFPs) and far field potentials(FFPs) - the voltage of NFPs is highly dependent upon recording electrode position, FFPs are unlike NFPs in that they are widely distributed, their latencies and amplitudes are independent of recording electrode.(2) appropriate montage settings to detect the significant potentials in the median nerve and posterior tibial nerve SSEPs(3) neural generators of various potentials(P9, N13, P14, N18, N20, P37) and their clinical significance in interpretating the results of SSEPs. Especially, Characteristics of N18(longduration, small superimposed inflection) suggested that N18 is a complex wave with multiple generators including brainstem structures and thalamic nuclei. And N18 might be used as the parameter of braindeath. Precise understanding on these facts provide an adequate basis utilizing SSEPs for numerous clinical purposes.

2단계 군집분석을 통한 해구별 조업정보의 유사성 분석 (The similarities analysis of location fishing information through 2 step clustering)

  • 수협의 어선조업정보는 국가 공식 통계가 가지고 있지 못한 위치별 조업정보를 가지고 있다는 장점이 있다. 위치별 조업정보는 해당 지역의 어업피해보상, 자원가치 산출 등을 추정할 수 있어 국가통계자료로의 가치가 매우 높으나 어업인들의 자기 정보의 노출에 대한 기피로 인해 신뢰성이 떨어지는 단점을 지니고 있다. 본 연구는 유용성분석을 통해 이러한 수협의 어선조업정보의 활용을 위한 방안을 제시하고 위치별 조업패턴의 특성을 분류하여 해구별 유사성의 정보를 산출을 목적으로 하였다. 분석결과 수협의 어선조업정보는 정부 생산통계대비 어획량의 약 33% 수준이나 유용성 분석에서 그 패턴과 상관관계가 밀접해 위치별 패턴파악에 유용한 것으로 나타났다. 이를 바탕으로 대해구별 2단계 군집분석을 통해 어획량, 조업일수, 조업척수에 대해 각각 최적의 군집을 구분하고 이를 종합하여 8개의 군집으로 패턴을 구분하였다.

보로노이 다이어그램에 기반한 개선된 유클리디언 거리 변환 방법 (Improved Euclidean transform method using Voronoi diagram)

  • 본 논문에서는 기존의 고속 유클리디언 거리 변환법을 개선한 새로운 계산 방법을 제안한다. 기존의 고속 유클리디언 거리 변환법이 가지고 있는 단점인 특징점의 수에 비례하여 계산량이 늘어나는 단점을 극복하기 위해서, 본 논문에서는 특징점들 중에서 비특징점과 4방향으로 연결되어 있는 특징점만을 이용하여 보로노이 다이어그램을 계산함으로써 유클리디언 거리 변화도(Euclidean distance map)의 계산 시간을 기존의 방법보다 평균 40%로 감소시켰다. 본 논문에서 제안한 방법의 효율성을 검증하기 위해서 크기의 바이너리 영상 16장에서 대해서 기존의 방법과 제안한 방법으로 똑같이 유클리디언 거리 변화도를 계산하여 계산 시간을 비교함으로써 그 효능을 입증하였다.

Management of plant genetic resources at RDA in line with Nagoya Protocol

  • "Plant genetic resources for food and agriculture" means any genetic material of plant origin of actual or potential value for food and agriculture. "Genetic material" means any material of plant origin, including reproductive and vegetative propagating material, containing functional units of heredity. (Internal Treaty on Plant Genetic Resources for Food and Agriculture, ITPGRFA). The "Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS) to the Convention on Biological Diversity (shortly Nagoya Protocol)" is a supplementary agreement to the Convention on Biological Diversity. It provides a transparent legal framework for the effective implementation of one of the three objectives of the CBD: the fair and equitable sharing of benefits arising out of the utilization of genetic resources. The Nagoya Protocol on ABS was adopted on 29 October 2010 in Nagoya, Japan and entered into force on 12 October 2014, 90 days after the deposit of the fiftieth instrument of ratification. Its objective is the fair and equitable sharing of benefits arising from the utilization of genetic resources, thereby contributing to the conservation and sustainable use of biodiversity. The Nagoya Protocol will create greater legal certainty and transparency for both providers and users of genetic resources by; (a) Establishing more predictable conditions for access to genetic resources and (b) Helping to ensure benefit-sharing when genetic resources leave the country providing the genetic resources. By helping to ensure benefit-sharing, the Nagoya Protocol creates incentives to conserve and sustainably use genetic resources, and therefore enhances the contribution of biodiversity to development and human well-being. The Nagoya Protocol's success will require effective implementation at the domestic level. A range of tools and mechanisms provided by the Nagoya Protocol will assist contracting Parties including; (a) Establishing national focal points (NFPs) and competent national authorities (CNAs) to serve as contact points for information, grant access or cooperate on issues of compliance, (b) An Access and Benefit-sharing Clearing-House to share information, such as domestic regulatory ABS requirements or information on NFPs and CNAs, (c) Capacity-building to support key aspects of implementation. Based on a country's self-assessment of national needs and priorities, this can include capacity to develop domestic ABS legislation to implement the Nagoya Protocol, to negotiate MAT and to develop in-country research capability and institutions, (d) Awareness-raising, (e) Technology Transfer, (f) Targeted financial support for capacity-building and development initiatives through the Nagoya Protocol's financial mechanism, the Global Environment Facility (GEF) (Nagoya Protocol). The Rural Development Administration (RDA) leading to conduct management agricultural genetic resources following the 'ACT ON THE PRESERVATION, MANAGEMENT AND USE OF AGRO-FISHERY BIO-RESOURCES' established on 2007. According to $2^{nd}$ clause of Article 14 (Designation, Operation, etc. of Agencies Responsible for Agro-Fishery Bioresources) of the act, the duties endowed are, (a) Matters concerning securing, preservation, management, and use of agro-fishery bioresources; (b) Establishment of an integrated information system for agro-fishery bioresources; (c) Matters concerning medium and long-term preservation of, and research on, agro-fishery bioresources; (d) Matters concerning international cooperation for agro-fishery bioresources and other relevant matters. As the result the RDA manage about 246,000 accessions of plant genetic resources under the national management system at the end of 2016.

NFS 표준을 위한 개선된 프로브를 이용한 칩 수준 NFP 측정값 교정 및 검증 (Chip-level NFP Calibration and Verification Using Improved Probe for NFS Standardization)

  • 본 논문에서는 near-field scanning (NFS) 시스템을 위한 새로운 보정 방법을 제시하였다. 제안된 교정 방법은 새로운 near-field probe (NFP)와 circular patch patterns (CPPs) and meander patterns (MPs) 같은 새로 고안된 패턴으로 구성되어 있다. 제안된 패턴들은 IEC61967-2과 6에 언급된 기존의 방법과 비교해 공간 해상도을 개선하고 NFP의 교정 절차를 단순화하기 위해 사용하였다. 또한 감쇄 특성에 대한 NFP의 길이 효과를 8mm와 30mm의 길이를 가지고 조사하였다. 이러한 특성을 위해 지름 (D)가 20, 40, 60, 그리고 100mm의 CPP를 만들었고 여러 가지 폭과 간격을 가지는 MP를 설계하고 제작하였다. 단순화된 교정 절차를 이용하여 공간 해상도와 측정 높이 사이의 역 관계를 발견하였다. 테스팅 결과는 측정 높이 $200{\mu}m$에서 $120{\mu}m$의 공간해상도를 복잡한 수정 알고리듬 없이 8GHz 아래에서 얻을 수 있음을 보였다. 제작 단가를 위해 모든 패턴과 NFP는 일반적인 고가의 LTCC 대신 저가의 PCB (FR-4)을 이용해 실현하였다. 이결과를 칩 수주 EMC 사용 가능성을 검증하기 Sub-micron scale 동작이 가능한 NFSS을 제작하였고, 제안된 NFP를 이용하여 사용 칩의 측정결과 $200{\mu}m$ 패턴의 형태를 정확하게 묘사가 가능한 수준의 해상도를 확보하여 칩 수준 EMC 검증에 사용 할 수 있음을 증명하였다.
