Review on the New Fire Protection Standard for Nuclear Power Plants and Investigation for the Applicability of the Performance-Based Fire Modeling

  • NFPA-803 has been referred as the Fire Protection Standard at the Nuclear Power Plants of Pressurized Water Reactor. This Standard has been used as the fire protection regulation, containing prescriptive requirements with deterministic methodology. Recently, with cumulative efforts by the U.S. Nuclear Regulatory Commission and Utilities in America to establish a new Standard, including a quantitative evaluation methodology, NFPA-805, the Performance-Based Standard for FIRE Protection for Light Water Reactor Electric Generating Plants was issued and approved by the American National Standards Institute as an American National Standard with an effective date of February 9, 2001. This paper presents an analysis result from the computer modeling for the fire simulation In addition, it proposes the idea that this kind of analytic method can be available for the facilities design of fire prevention and protection fields, as well as an evaluation for the fire suppression system with a quantitative analysis for the thermal phenomena in fire compartments in Nuclear Power Plants.

  • Most of the laws and standards relevant to technology in Korea bear a resemblance to those in Japan. Electricity was not introduced to Korea until Lighting ceremony in Kyong-Bok palace observed in 1887. Since Korea was annexed to Japan in 1910 and our public works were under Japan control we have applied Japanese laws and regulations made by Chosun government-general. Independently from Japan the power electricity accepted power plants of USA, codes of NESC, ASME / ANSI, NEMA. Our generation and distribution system takes American style while our consumer side takes Japanese style. As global trade system was transferred GATT into WTO, the harmonization of technological standards, certification construction testing in the trend of world. This paper is based on WTO / TBT agreement coming in effect after 12th, April, 1979. For Korea the distribution system has a strong resemblance to American system so that unconvertible because IEC 60364 originated from Europe while NEC originated from USA. This papers deals with the fundamental elements of electrical safety system with comparing IEC 60364 with NEC. This paper considers how engineers should apply NFPA 70(NEC) and IEC based on the comparison of NEC to IEC in relation to electrical installations.

Dust Explosion Characteristics of Multi-Walled Carbon Nano Tube (다중벽 탄소나노튜브의 분진폭발 특성)

  • Dust explosion hazards are always present when combustible dusts are manufactured or handled in the process. However, industries is experiencing difficulty in establishing chemical accident prevention measures because of insufficiency of information on dust explosion characteristics of combustible dust handled in industry. In this study, we investigated experimentally dust explosion characteristics of two kinds of multi-walled carbon nano tubes (MWCNT) different in particle size distribution and examined classification of dust explosion hazardous area for MWCNT manufacturing or handling process by applying the NFPA 499 code. As a result, $P_{max}$, $K_{st}$, LEL, MIE and MIT of MWCNT 1 having $124.2{\mu}m$ median diameter are obtained 6.3 bar, $56bar{\cdot}m/s$, $125g/m^3$, over 1000 mJ, and over $650^{\circ}C$. $P_{max}$, $K_{st}$, LEL, MIE and MIT of MWCNT 2 having $293.5{\mu}m$ median diameter are 6.2 bar, $42bar{\cdot}m/s$, $100g/m^3$, over 1000 mJ, and over $650^{\circ}C$, respectively. MWCNT 1, 2 are not categorized as combustible dust listed in the NFPA 499 Code for classification of dust explosion hazardous area because explosion severity and ignition sensitivity of MWCNT 1, 2 are below 0.35 and 0.01, respectively.

An Analysis of the Appropriate Number of People Per Apartment Household According to NFPA 101 (NFPA 101에 의한 아파트 한 세대당 적정 수용인원 분석)

  • The study analyzes the appropriate number of people per a household by applying an evacuation simulation to a 27-floor apartment in accordance with the NFPA 101 standard. The results of the analysis are as follows. First, if there are three people residing in each household, there would be 156 households in total, of which 85.25% were evacuated within 5 minutes. Second, 208 households with 4 residents were evacuated within 5 minutes. Third, if there are five people residing in each household, there would be a total of 260 households and 71.92% of residents were evacuated within 5 minutes. Lastly, 62.82% of the 312 households, each consisting of 6 people, were evacuated within 5 minutes. Measures to reduce evacuation time include determining the width of the stairs according to the number of people indoors, the number of floors in the building, the slope of stairs, and the users' characteristics, the design reflecting the ventilation conditions of the stairs, the installment of outdoor evacuation stairs, two-way stairs, evacuation lift, and the installation of an evacuation safety zone for people to evacuate outside of the building in the middle floors. In addition, measures, such as the mandatory installation of automatic emergency door open-close device to the rooftop, are required to facilitate rooftop evacuation.
