The Estimation of Users' Benefit in Next Generation Urban and Rural Smart Weather Service Technique Research and Development Project (차세대 도시.농림 융합 스마트 기상서비스기술 개발 사업의 이용자 측면 편익 추정)

  • Korea Meteorological Administration has promoted the next generation urban and rural smart weather service project. The purpose of this project is to provide the necessary information to urban and rural districts by using the subdivided meteorological information. This study attempts to assess the value of the next generation urban and rural smart weather service project by using contingent valuation method. According to estimating result, annual mean willingness to pay per household for the next generation urban and rural smart weather service project is 2,947 won.

A study on the Integrated Analysis of Multi-ministrial R&D Program: Focused on the Next Generation Growth Engine Program (범부처 대형공동연구개발사업의 성과분석 사례연구: 차세대 성장동력사업을 중심으로)

  • This study was conducted to analyze the results of the implementation of next-generation growth engine program that was promoted across all government agencies for five years from 2004 as part of a range of initiatives aimed at expanding the nation's economic growth potential. The results were analyzed in this study using five indices: program purpose and design; strategic planning; program management; program results; and pan-governmental agency cooperation and coordination. The results of the study include the following. First, regarding program purpose and design, it was found that consistent leadership in the promotion of the programs was insufficient as the relevant program promotion systems and financial resources were dispersed among governmental agencies, even though the objectives and validity of the programs were recognized. Second, with regard to strategic planning, it was found that although the program objectives and technical development strategy had been established at the beginning of the program, they were biased toward the technical objectives and mainly implemented by the technology suppliers. Third, regarding program management, it was found that the responsibility for general administration, ranging from task planning to policy improvement, was given to the appointed program director but that the system of cooperation among the agencies was insufficient to carry out the relevant tasks. Fourth, regarding the results of the program, it was difficult to understand the results consistently as the economic objectives were not clearly presented, even though the technical objectives were achieved despite the short implementation period of the program. Fifth, with regard to pan-governmental agency cooperation and coordination, it was found that the coordination organization whose remit was to implement the program was established pursuant to the Basic Law on Science and Technology, but that no detailed regulations or guidelines on the operation of the organization were drawn up. To efficiently plan and execute future pan-governmental agency R&D programs that are similar to the next-generation new growth engine program, various requirements should be met, namely, 1) joint planning and consistent program design among governmental agencies, 2) clarification of the program objectives and budget allocation system, 3) establishment of a pan-governmental agency program operation and assessment system, 4) formulation of a strategy for linking R&D with standardization, and 5) enactment of pan-governmental agency joint operation rules.

  • This study aims to identify challenges faced by the schools participating in the 2006 School Library Revitalization Project so as to incorporate them in the next Year's plan, which is the last rear of the Phase one of the project, as well as in designing the phase two. By doing so, it seeks to contribute to enhancing effectiveness of the School Library Revitalization Project conducted by the Ministry of Education and Human Resources Development(MOEHRD), the Republic of Korea.

Evaluation and Improvement Methods of IT Mentoring Program (IT멘토링 제도에 대한 평가 및 발전 방안)

  • Engineering education in Korean universities have been commented to be at a certain distance from industrial needs. Since 2004, the Ministry of Knowledge Economy of Korean government has operated IT Mentoring program in which the mentors from industry provide participating university students with guidance during their execution of projects to promote industry-academy cooperative education while making use of the Hanium site. Recently, there have been outstanding and rapid growth of not only the recognition on the importance but also the practical cases of cooperative education. However, as the NEXT program becomes gradually terminated, many suggestions for sustaining and improving co-education programs. This paper proposes various ways to further develop IT Mentoring program on the basis of the research results collected from the survey.

A Post Assessment of Streetscape Improvement Projects Based on District Unit Plans (환경정비형 지구단위계획의 효과분석 - 건대앞 노유거리, 성신여대앞 하나로거리, 이대앞 찾고싶은거리를 중심으로 -)

  • The goal of this study is to investigate the achievement of street improvement projects based on district unit plans aiming at improving the urban streetscape. Post assessments are conducted for three streetscape improvement projects - Noyu street improvement project, Hanaro street improvement project next to Sungshin women's university, Chatgoshipun street improvement project in front of Ehwa women's university. The results of the post assessment indicate that the initial quality of streetscape has been improved after the projects. The long-term sustainability of the streetscape, however, was not achieved for the street improvement project applied at the street next to Sungshin women's university due to the lack of support from the community. It is found that the key component of success for the street improvement project is the strong cooperation between public and private parties.

  • The purpose of this study is to develop the performance evaluation indicator of information security training program for developing the next generation of top security leaders. Through literature review and focus group interview, we derived the performance areas and indicators based on the logic model. We conducted AHP(Analytic Hierarchy Process) questionnaire to calculate the weight of the derived indicators, and developed the performance indicator based on the survey results. Performance indicators were composed of 18 indicators in four main categories.

  • 본 논문에서는 하이브리드라디오 서비스를 성공적으로 도입하기 위해 필요한 정책적 조건들을 제안한다. 하이브리드라디오는 그 UI(User Interface) 특성과 오디오 방송 콘텐츠 외 서비스 구현으로 인해 기존 지상파플랫폼 외 추가적인 플랫폼이 필요하며, 이들 플랫폼을 구축하고 운영하는 새로운 플랫폼사업자의 등장을 수반하게 된다. 콘텐츠공급자와 플랫폼사업자가 일치하던 지상파 방송 산업과 달리 콘텐츠사업자와 플랫폼사업자가 분리되는 산업에서는 소수 플랫폼사업자가 다수 콘텐츠사업자에 비해 협상력 우위에 서는 역학관계가 생기게 되고, 이런 게임의 룰에 익숙하지 않고 사업적 규모도 영세한 지상파라디오 사업자들은 힘겹고 불공정한 사업 환경 속에 던져지는 상황을 맞게 될 수도 있다. 따라서 플랫폼사업자와 콘텐츠사업자가 상생하면서도 경쟁의 효율을 높이기 위해선 정교한 정책적, 제도적 장치가 필요하다. 또 하이브리드라디오가 기존 라디오 산업 내 제로섬 경쟁을 넘어 전체 이용자 규모를 확대하고 이를 효과적으로 수익과 연결하기 위해서는, 하이브리드라디오의 기술적 특성이 수용자에게 의미 있는 편익이 될 수 있도록 하이브리드라디오의 사업적 가능성을 충분히 활성화할 수 있는 제도 개선이 필요하다. 마지막으로 급변하는 미디어 빅뱅 상황에서 유의미한 유효 기간 내에 하이브리드라디오라는 신규 콘텐츠 유통 플랫폼을 성공적으로 도입하기 위해서는 산업 플레이어 간 불필요한 오해를 줄여 무의미한 논란을 최소화해야 한다.

An Institutional Analysis of the Large Scale National R&D Policy: Continuity and Change of Institutions (대형국가연구개발사업 정책의 제도적 분석: 정책제도의 지속과 변화)

  • This study analyzed the institutional characteristics of large scale national R&D policies in Korea. The analysis examined the continuity and change of the policy institution. It dealt with G7 Project, 21C Frontier Project, and Next Generation Growth Engine Project as the major large scale national R&D policies in Korea. The theoretical approach of this study is to the continuity and change or evolution of policy institution from the perspective of new institutionalism. Based on the theoretical analysis, it emphasized the analysis of the institutions in three different levels: macro, meso, and micro level. In the analysis, the research examined the idea of policy institution or policy goal, participants in the policy institution, and policy instruments in different levels. The outcome of the analysis shows that the policy of large scale national R&D in Korea has the institutional continuity in the macro level. In the meso level, however, the policy institution changes due to the administration change and the influence of political economic environment. In the micro level, the policy institution changes based on the symbolic influence of policy goal and the interest of bureaucrats. The research finds that the micro and meso level institutional changes cause the evolution of policy institutions and the major change of policy institution.
