The Korean government strives to transform the society from one that stresses academic and qualification to one that stresses individual competencies. National Competency Standards(NCS) has been adopted to this end. However, NCS classifies cadastre into a group with survey and spatial information collection. Such classification limits cadastre to encompass cadastral administration, cadastral survey, geospatial survey, etc. This study reviews current status and implications of NCS, and proposes few solutions: improvement of classification system, introduction of cadastral industry cooperation model, curriculum development based on competency level, unification between NCS developer and learning module writing group, etc.

The purpose of this study is to confirm the effectiveness of NCS-based education in the field of hair beauty applied in the educational field and to find ways to improve it. To this end, the importance of each NCS competency unit in the field of hair beauty evaluated by senior hair designers and the achievements of new designers evaluated by the IPA method were analyzed to explore the difference between importance-achievement and improvement plans through this. As a result of the study, NCS education in the field of hair beauty was found to be 6 items for improvement, 21 items for maintenance and strengthening, 14 items for long-term improvement, and 1 item for improvement consideration among the existing 41 competency units. In particular, the lack of creativity and the ability to collect and analyze the latest information, which should be improved urgently, appear, confirming the necessity of efforts to develop creative abilities as hair designers in the NCS education field.

National Competency Standards (NCS) need to be introduced to train newly hired staff and to gradually improve employees' work performance in the information security industry. In particular, the introduction of a new NCS curriculum for new hires is important in order to retain and efficiently manage professionals in the information security field. However, the legacy NCS is not clearly designed for the information security field. So a formal curriculum has been suggested for institutions training the information security workforce. Therefore, this study establishes a competency unit based on the types of personnel, their duties, and required knowledge. To select the competency unit, this study reviewed prior research to understand the required skills and work knowledge, and reviewed recruitment-based NCS that public agencies and public and private companies have carried out, including them in the study. The selected competency unit was classified into a required competency unit and an elective competency unit based on the importance of the duties and the demands of training. Through a verification process for the new, licensed career path model in the NCS information and communications field, this study suggests updated NCS competency units and required courses to provide an appropriate NCS curriculum for newly hired employees in the information security industry.

The purpose of this paper is to compare SWECOM and Information & Communication Engineering NCS to explore how to improve current NCS. First, it would be helpful to use NCS competency unit and competency unit element as categorization criteria and then to provide levels and roles into performance criteria and KSA. Second, developing common lower level competency unit would decrease the redundancy of KSA and make it clear for users. Third, providing other kinds of skills along with technical skills such as management skill would be useful for users.

This study was performed in order to derive components that librarians think preferentially necessary and realistically important when applying the NCS 'Library and Information Administration's duty' to the library working environments. It was possible by evaluating and analyzing the importance and utilization of ability unit and its element which are the components of NCS 'Library and Information Administration's duty'. First, ability units of 'User Information Services', 'Reading and Culture Programs' were higher in importance and utilization at the same time. Ability units of 'Library and Information Practical Research Perform', 'Library and Information Curation', 'Library and Information System Operation' were lower in importance and utilization when we evaluate the importance and utilization of ability unit and its element which are the components of NCS 'Library and Information Administration's duty'. Second, components of 'Reading and Culture Programs', 'User Information Service', 'Library and Information Collection' were higher in the order, and components of 'Library and Information Curation', 'Library and Information System Operation', 'Library and Information Practical Research Perform' were found lower in demands as the desirable level and the current level appear less common when we analyzed the demands on the duty components utilizing Borich requirements analysis model. Third, six ability units of 'Reading and Culture Programs', 'User Information Services', 'Library and Information Collection', 'Library and Information Services Marketing', 'Library and Information Preservation', 'Library and Information Use Analysis' were derived as priority components when we analyzed the priority of the duty component (ability unit) utilizing The Locus for Focus model.

The national competency standards (NCS) is a systematize and standardize for skills required to perform their job. The NCS has developed a learning module with materialization and standardize by competence unit element, which is the unit of specific job competency. The existing curriculum is material to gab analysis for use in education training with competence unit element. The existing gab analysis has evaluated subjectively by experts. The gab analysis by experts bring up a subject subjective decision, accuracy lack, temporal and spatial inefficiency by psychological factor. This paper is proposed automated evaluation model for problem resolve of subjective evaluation. This paper use index term extraction, term frequency-inverse document frequency for feature value extraction, cosine similarity algorithm for gab analysis between existing curriculum and competence unit element. This paper was presented similarity mapping table between existing curriculum and competence unit element. The evaluation model in this paper should be complemented by an improved algorithm from the structural characteristics and speed.

최근 이슈화되고 있는 국가직무능력표준(NCS)에서 "방송통신직종"의 직무분석과 "국가기술자격검정"의 자격시험제도에 관한 실행방안을 알아본다. 국가직무능력표준은 학벌 중심의 사회에서 능력 중심의 사회로 전환하기 위한 정부의 정책방향에 따라 표준을 구성하였고, 표준에 기반 하여 학교교육 직업훈련 및 자격제도 개편을 하고자 시행되고 있다. 방송통신직종은 대분류가 정보통신이고, 중분류가 방송기술, 소분류가 방송제작기술, 방송플랫폼기술, 방송서비스로 분류되고 있다. 방송통신 직종의 각 세 분류 내에 능력단위를 보고 "국가기술자격검정"의 연관성을 검토하였다. 결과적으로 국가직무능력표준의 직무 능력단위의 수준을 검토함으로서 국가기술자격검정의 자격등급별로 타당성을 비교하였으나 능력단위 수준 및 능력단위의 내용이 가지고 있는 다양한 직업군을 자격검정으로 맞추지 못 할 것으로 판단이 되고, 자격제도의 올바른 시행을 위해서는 세부 항목을 검토하여 세분화하거나 자격검정을 새롭게 분류하여 제도화를 하거나 정비가 필요할 것으로 판단이 된다.

최근 국내 신입사원 입사시험에 NCS 직업기초능력시험을 도입함에 따라 국내 각 대학교나 교육기관에서는 NCS 기반의 전공교육 및 교양교육을 도입하고 있다. 이에 따라 프로그래머를 지향하는 공학도를 위한 NCS 기반 프로그래밍 능력을 향상시켜줄 수 있는 교수-학습 지침안이 필요하게 되었다. 본 연구에서는 학습 모듈을 도출하기 위한 분석과정을 거쳐 본 교과의 학습로드맵과 NCS능력단위요소를 기반으로 학습자 스스로 NCS 프로그래밍 능력을 향상시킬 수 있는 교수-학습 모듈을 설계하였다.

This research is aimed to develop a National competency standards(NCS) as a method of job standardization, and then to be applicated as a baseline data on overall university curriculum by using the NCS. Study period is from June 21, 2014 to November 30, 2014. To accomplish the aims, a pool of researchers and experts like as industrial site experts, education training experts, and job analysis specialists was formed. Job title to be conducted in medical record is defined as medical information management and NCS was developed through deducing 12 competency unit, 43 competency unit elementary and competency unit each career during lifelong. And finally the developed standards proposal was completed to be NCS after verification by on-the-spot specialists.

This study analyzed the problems of skin beauty textbooks used in high school based on the NCS ability unit, and was to improve them. By the NCS standard, it focuses on the contents which can be learned during the high school course. The main results are as follows. First, the revision of textbooks is to contain NCS competency unit, which is excluded in spite of being taught. Second, Replacement is required for NCS 5 level beyond the high school. Third, the illustrated and photographic materials is revised to improve the understanding by maintaining consistency and visibility. Fourth, the contents on the practical skill need specific explanations and instructional materials. Fifth, to revise terminology and the notation system is needed in skin care. The results of this study can be used as basic data to develop an NCS learning module in the skin care field and high school textbooks.
