해설-전시 접수국지원(WHNS) 협정

  • 전시 접수국 지원(WHNS) 협정의 개념은 '80년대초 이후 미국이 NATO의 중.장기 방위증강을 추진하는 과정에서 발전,구체화된 것으로서 현재 미국은 벨기에, 서독등 10개의 NATO 회원국들과 WHNS 협정을 체결하고 있다. 우리나라와 미국간의 WHNS 협정은 지난해 서울에서 개최된 제23차 한.미 연례안보협의회의(SCM) 기간중(1991년 11월 21일) 체결되었다. 이 협정은 외부침략등 유사시 미국과의 연합전쟁 수행을 전제로 미국 증원부대의 전개를 보다 신속히 하고, 증원군이 필요로 하는 군수지원 사항을 사전에 규정해 둠으로써 유사시 대응태세를 강화하는데 목적이 있으며 주한미군의 단계적 감축에 대비한 보완책으로서 그 필요성이 크다고할 수 있다. 이 협정의 체결을 계기로 한.미 양국은 수평적 안보협력관계를 발전시켜 나가는 기반을 조성하였으며, 기존의 지원사항 및 협력체계의 재정비와 한.미 연합방위능력의 향상이 기대된다

Improved Minimum Variance Matched field Processing Technique for Underwater Acoustic Source Localization (수중 음원 위치 추정을 위한 개선된 최소 분산 정합장 처리 기법)

  • Matched field processing technique is performed by considering complex underwater environments. Specially, the performance of minimum variance processor is greatly degraded by eigenvalue problem. In this paper, we propose the minimum variance matched field processor using shaping matrix. This shaping matrix makes that the input covariance matrix is invertible and enhances the desired acoustic source component. It was proved effectively range/depth localization of the proposed method with simulated data and vertical array data collected by NATO SACLANT Center north of the island of Elba off the Italian west coast.

  • U.S. is constructing EPAA(European Phased Adaptive Approach) as a part of BMDS(Ballistic Missile System). The purpose of EPAA is to protect European NATO territory from Iranian ballistic missile threats. EPAA project consists of three phase, $1^{st}$ phase is completed as deploying transportable forces such as aegis BMD ships at the mediterranean, and $2^{nd}$ phase is on going. In this paper, the concept, characteristics, current status and future works of EPAA are surveyed and described.

  • Relations between Ankara and Washington, which have hardly been harmonious, recently became extremely tense, especially when Turkey decided to deal with Kurdish enclaves nearby its border. Russia naturally took advantage of the tension by providing Turkey with advanced S-400 missiles and by trying to play a peacemaking role in contested regions within Syria. Ankara's dealings with Moscow alienated it from NATO and the USA, and complicated relations with Russia and its allies in Syria, where Turkey's interests collided with those of Tehran and Moscow. While these aspects of the Ankara/Moscow relationship are well known, this article explores how the discovery of natural gas in the Mediterranean has increased Ankara's importance to Moscow, as a means of sowing dissension within NATO and helping Moscow hinder the emergence of alternative gas suppliers to Europe.

  • The Republic of Korea has a close cooperative relationship with NATO, of which the United States is a member. NATO is encouraged to follow UHF coalition waveforms for military air operations(SATURN) as defined in STANAG 4372. SATURN is a high-speed frequency hopping waveform with enhanced anti-jamming and security functions. Plans to improve the performance of existing military aircraft with air to ground radios to which SATURN function is applied. IFF case analysis and MRT evaluation plan were established to present an efficient test and evaluation plan for air to ground radios.

A Study on Determination of Motor Data of a Base-Bleed Projectile based on Standard Ballistic Model (표준 탄도모델 기반 항력감소탄의 모터 자료 결정에 관한 연구)

  • In this study, the methodology of determination of base bleed motor data for base bleed projectile based on the NATO standard trajectory model, especially STANAG 4355 Method 2 were presented. Ground combustion experiments and aerodynamic performance firing tests were conducted to determine the drag reduction motor data of the base bleed projectile and this data was described based on the NATO standard ballistic model. The derived drag reduction motor data were input into the ballistic equations to complete the ballistic model and it was confirmed that the calculated predicted trajectory from the ballistic model matched well with the measured trajectory from the aerodynamic performance firing tests.
