Research on the Legal Composition and Institutional Systems of The Dao Constitution: Focusing on The Constitution of the Republic of Korea (『도헌』의 법률적 구성과 제도적 장치 연구 - 대한민국헌법을 중심으로 -)

  • The purpose of this study is to analyze the ideological background, legal composition, and separation of powers contained within the institutional devices of The Dao Constitution based on the basic principles of the legal system, which would be embodied in The Constitution of the Republic of Korea. The ideological background of The Dao Constitution is that of the religion, Daesoon Jinrihoe. In Daesoon Jinrihoe, it is held that the Supreme God, Sangje, determined that Mutual Contention, the ruling pattern of the Former World, ran contrary to His divine will and this endangered the world as nature and humans had also fallen into Mutual Contention. As an act of divine intervention, Sangje established Mutual Beneficence so that nature and humanity could follow Mutual Beneficence as a paradigm shift culminating in a Great Opening of the universe. Sangje, the agent behind the paradigm shift, revealed His divine will that humans transform into mutually beneficent humans. Therefore, The Dao Constitution was written to be a set of fundamental norms based on the 'rights and obligations of the members of Daesoon Jinrihoe' to accept and implement the will of Sangje as it applies to each member's mission. The legal composition of The Dao Constitution consists of the body and supplementary provisions. The text consists of general rules, moral rights and obligations, origins, and institutional devices. Institutional devices include the Central Council, the Institute of Propagation and Edition, the Institute of Religious Services, Works, Financial Management, and the Institute of Audit and Inspection. The legal composition of The Dao Constitution is similar to that of the Constitution. The difference is that while the Constitution applies a 'principle of maximum rights and minimum obligations,' The Dao Constitution stipulates more obligations than rights in order to complete the mission of the members. The principle of separation of powers is applied to the institutional devices in The Dao Constitution. In The Dao Constitution, the organizational form of the central headquarters has been divided into a 'before and after' scheme surrounding the death of Dojeon. The organizational form of the central headquarters prior to Dojeon's death was similar to a Constitutional Monarchy. After the death of Dojeon, the central headquarters' organizational form became similar to a parliamentary cabinet system. The separation of powers at central headquarters is divided among a legislative power (the Central Council), an executive power (the Institute of Religious Services), and a judicial power (the Institute of Audit and Inspection). The separation of powers within the functions of the central government first occurs between the Central Council and its employees, then between the Central Council and the Institute of Auditing and Inspection, and also between the Legislative Government and the Institute of Religious Services. Furthermore, the principle of a vertical separation of powers exists between the central headquarters and the local organization.

Evaluation of co- and Mutual Weparation for Actinide(III) and RE by a $(Zr-DEHPA)/n-dodecane-HNO_3$ Extraction System ($(Zr-DEHPA)/n-dodecane-HNO_3$ 금속함유 추출 계에 의한 악티나이드(III)및 RE의 공추출 및 상호 분리)

  • This study was performed to evaluate the co- and mutual separation for Am, Cm and RE elements from the simulated multi-component solution equivalent to real HLW level by a Zr-DEHPA(di-(2-ethylhexyl) phosphoric acid containing Zirconium)/$NDD(n-dodecane)-HNO_3$ extraction system. Zr-DEHPA was self-synthesized and the optimal condition of (15g/L Zr-1M DEHPA)/NDD-1M $HNO_3$ was selected taking into consideration of prevention of the third phase, and effects of concentration of DEHPA, nitric acid and impregnant amount of Zr on the co-extraction of Am, Cm and RE. In that condition, the extraction yields were 81% (Am), 85% (Cm), more than 80% (RE elements), 98% (Mo), 85% (Fe), 98% (U), 73% (Np), and less than 5% (other elements) so that the system developed for the co-extraction of Am-Cm/RE was proved to be available. For that, however, U, Np, Mo and Fe was elucidated to have to be removed in advance, and Zr inducing the third phase formation was found to be practically excluded. The co-extracted Am-Cm/RE were sequentially separated in an order of Am-Cm (stripping agent : 0.05 M DTPA-1M Lactic acid of pH 3.6)${\rightarrow}RE$ (stripping agent : 5M $HNO_3$), and then their separation factors were evaluated. At above conditions, Am of 65.4%, Cm of 63.9%, RE (except for Y) of more than 85% were stripped.

  • 기존의 접근 제어 메커니즘인 강제적 접근 제어와 임의적 접근 제어는 무결성을 요구하는 상용 환경의 정보 보안에는 부족하여 이의 대안으로 직무 기반 접근 제어 (RBAC:Role Based Access Control)가 주목 받고 있으며, 직무를 수행하는 사용자의 의무 분리(Separation of Duty)에 대한 연구가 최근 이루어지고 있다. RBAC에서 사용자는 직무에 배정된 접근권한(Privilege) 만을 수행하여야 하는데 상호 배타적(Mutual exclusive)특성을 갖는 직무는 표현 및 접근 권한의 직무 배정과 수행에 있어서 어려움이 있다. 본 논문에서는 RBAC의 기본 특성을 분석하여 직무에 접근권한을 부여하고 사용자를 직무에 배정하는데 따른 안전한 접근 제어를 위하여 반순서 관계를 갖는 직무의 승계 속성에 따라 직무의 계층 형태를 분류하고, 직무에 배정되는 접근권한의 표현과 관리를 용이하게 하기 위하여 객체에 부여된 객체 접근권한을 분석하여 방향성 그래프를 이용하여 기본 접근권한으로 모델링한다. 접근권한 그래프(Privilege Graph)로 표현된 기본 접근권한에 직무를 배정하면 상호 배타적 직무의 접근권한과 의무 분리의 표현 및 관리를 용이하게 할 수 있다. 이를 기반으로 의무 분리를 포함한 RBAC의 안정성 특성과 접근권한 그래프를 이용한 직무의 의무 분리를 위한 직무 관리 알고리즘을 제시한다.

  • The practical use of superconducting magnets is limited to medical equipment, energy equipment and the like. Therefore, it does not fully utilize the superior features of superconducting magnet or magnetic force. In order to overcome this blockage condition, The international Forum on Magnetic Force Control (IFMFC) was launched in Tokyo in 2010 by the magnetic separation researchers in Japan, Korea and China. The policy is to hold around the country every year, to apply the application to the engineering field of magnetic force utilization and information exchange about the development of applied science to mutual visit of researchers and to develop the application field of superconducting magnets in particular. The main object is to review the field of application of magnetic force with respect to published papers at 8 IFMFCs, and to introduce the trend of research forum utilizing strong magnetic force which is rare in the world. The United Nations is asking each country to achieve Corporate Social Responsibility (CSR) targets for 2030. This IFMFC review will be utilized in this field.

  • Flow patterns and dynamic properties of two-stage Weis-Fogh type ship propulsion mechanism are studied by a discrete vortex method. To study mutual interference between two wings, two cases are con sidered - wing motions with the same and reverse phases. The predicted flow patterns correspond to the available flow visualization results. Time histories of thrust and drag coefficients are also calculated, and the interference between the two wings are numerically clarified.

An Improved Multiplicative Updating Algorithm for Nonnegative Independent Component Analysis

  • This paper addresses nonnegative independent component analysis (NICA), with the aim to realize the blind separation of nonnegative well-grounded independent source signals, which arises in many practical applications but is hardly ever explored. Recently, Bertrand and Moonen presented a multiplicative NICA (M-NICA) algorithm using multiplicative update and subspace projection. Based on the principle of the mutual correlation minimization, we propose another novel cost function to evaluate the diagonalization level of the correlation matrix, and apply the multiplicative exponentiated gradient (EG) descent update to it to maintain nonnegativity. An efficient approach referred to as the EG-NICA algorithm is derived and its validity is confirmed by numerous simulations conducted on different types of source signals. Results show that the separation performance of the proposed EG-NICA algorithm is superior to that of the previous M-NICA algorithm, with a better unmixing accuracy. In addition, its convergence speed is adjustable by an appropriate user-defined learning rate.

Independent Component Analysis(ICA) of Sleep Waves (수면파형의 독립성분분석)

  • Independent Component Analysis (ICA) is a blind source separation method using unsupervised learning and mutual information theory created in the late eighties and developed in the nineties. It has already succeeded in separating eye movement artifacts from human scalp EEG recording. Several characteristic sleep waves such as sleep spindle, K-complex, and positive occipital sharp transient of sleep (POSTS) can be recorded during sleep EEG recording. They are used as stage determining factors of sleep staging and might be reflections of unknown neural sources during sleep. We applied the ICA method to sleep EEG for sleep waves separation. Eighteen channel scalp longitudinal bipolar montage was used for the EEG recording. With the sampling rate of 256Hz, digital EEG data were converted into 18 by n matrix which was used as a original data matrix X. Independent source matrix U (18 by n) was obtained by independent component analysis method ($U=W{\timex}X$, where W is an 18 by 18 matrix obtained by ICA procedures). ICA was applied to the original EEG containing sleep spindle, K-complex, and POSTS. Among the 18 independent components, those containing characteristic shape of sleep waves could be identified. Each independent component was reconstructed into original montage by the product of inverse matrix of W (inv(W)) and U. The reconstructed EEG might be a separation of sleep waves without other components of original EEG matrix X. This result (might) demonstrates that characteristic sleep waves may be separated from original EEG of unknown mixed neural origins by the Independent Component Analysis (ICA) method.

  • In this paper, a phoneme separation and an establishment of discriminative pattern of Korean phonemes are studied on experiment. The separation uses parameters such as pitch extraction, glottal peak pulse width of each pitch. speech duration. envelope and amplitude bias. The first pitch is extracted by deviations of glottal peak and width. energy and normalization on a bias on the top of vowel envelope. And then, it traces adjacent pitch to vowel in whole. On vewel, amethod to be reduced gliding pattern and the possible of vowel distinction to be used just second formant are proposed, and shrinking pitch waveform has nothing to do with pitch length is estimated. A pattern of envelope, spectrum, shrinking waveform, and a method of analysis by mutual relation among phonemes and manners of articulation on consonant are detected. As experimental results, 90% on vowel phoneme, 80% and 60% on initial and final consonant are discriminated.

Performances of Anaerobic Sequencing Batch Reactor for Digestion of Municipal Sludge at the Conditions of Critical Solid-liquid Separation (혐기성 연속 회분식 공정에 의한 도시하수슬러지 소화시 고액분리 특성에 따른 처리효율평가)

  • The objective of this study was to evaluate the performances of the ASBR under critical conditions of solid-liquid separation, caused by extremely high solids concentration, for wider application of the ASBR to various wastes. The ASBRs and completely-mixed daily-fed control runs were operated using a municipal mixed sludge at 35$^{\circ}C$ and 55$^{\circ}C$. Conversion of completely-mixed daily-fed reactor to sequencing batch mode and changes in HRT of all ASBRs were easily achieved without adverse effect, regardless of digestion temperature. Solids accumulation was remarkable in the ASBRs, and directly affected by settleable solids concentration of the feed sludge. Noticeable difference in solids-liquid separation was that flotation thickening occurred in the mesophilic ASBRs, while gravity thickening was a predominant solid-liquid separation process in the thermophilic ASBRS. Solids profiles at the end of thickening step dramatically changed at solid-liquid interface, and slight difference in solids concentrations was observed within thickened sludge bed. Organics removals based on subnatant or supernatant after thickening always exceeded 80% in all reactors. Thickened sludge volume and gas production of the ASBRs affected mutually. Gas production increased as thickened sludge accumulated, and continuous gas evolution during thickening could cause thickened sludge to expand or resuspend. Thickened sludge volume exceeding a predetermined withdrawal level resulted in loss of organic solids as well as biomass during withdrawal step, leading to decrease in gas production ind SRT. Such an adverse mutual effect was significant in gravity thickening, while it was not sensitive in flotation thickening. Changes in organic loading had no significant effect on organic removals and gas production after build-up of solids in the ASBRs.
