지방기초의회(地方基礎議會) 시설(施設)의 공간구성(空間構成)에 관한 연구(硏究) (A Study on the Organization of Space in the Municipal Council Facility)

  • The Buildings and facilities of municipal Councils of fundamental autonomous organization in various regions were made on the basis of its experiences in 1950s but lacked constructional sophistication and failed to comprehend their functions, resulting in several repairs and renovations after the dedications of the buildings. They also undermined the efficiencies of the worn and was a big drain on the budget of municipal councils. Furthermore, especially after the integration of rural and urban areas. Municipal councils in urban areas couldn't accommodate the increased staffs. Thereby, They used the established councils in the cities and countries and repaired and renovated other buildings of which were permitted as offices, decreasing the eligibility of the buildings for municipal councils. The poor constructional working conditions triggered new constructions of the buildings reserved only for municipal councils. The study finds out find out about the work of municipal councils and analyzes how the municipal council buildings are used as substitutional spaces, directing which way they should go in mapping out spaces. Resultantly, It becomes basic materials in constructing municipal buildings.

  • The purpose of this study is to analysis of convenience facilities for disabled in the municipal buildings. The physically disabled based on comparative analysis of disabilities code in Korea. For this objective, the code and guideline were analysed, and based on the analysis the checklist was developed for field observation. Convenience facilities ought to consider various aspects like size, and spatial composition of facilities, safety factors. and the present conveniences facility regulation. The research was conducted for municipal buildings located in Jeonbuk province. The procedures for research was made to investigate the finding of architectural related code and faculty standards. The results of investigation should be complemented and clarified guidelines in terms of accessibility and convenience which in detail. If the disabled would be convenient to use municipal buildings facilities, there should be no difficulties. As a result, convenience facilities for disabled in the municipal buildings has been improved that the design concept for the disabled person in general architectural planning.

생활폐기물 자원화시설의 편익분석 -강원도 중심으로- (Cost-Benefit Analysis by Resource Recovery Facility for Municipal Waste -Focus on Gangwon Province-)

  • 본 연구에서는 자원화 가능한 폐기물의 양이 분석되었으며, 폐기물 자원화시설을 단독 또는 광역시설로 추진할 경우의 설치비 및 운영비를 산정하고, 매립비용과 비교, 분석함으로서 자원화시설의 타당성을 검토하고자 하였다. 자원화시설로는 고형연료화(RDF) 시설과 자원회수시설(소각)에 대한 검토를 수행하였다. 그리고, 강원도 각 시 군별 생활폐기물의 발생량과 가연성 폐기물의 비율을 고려하여 비용분석을 위한 광역권역을 설정하였다. 분석 결과, 단독시설의 경우에는 RDF 및 자원회수시설(소각) 모두 매립방식에 비교하여 경제적 편익이 없는 것으로 나타났다. 광역 시설의 경우, RDF 방식은 매립방식에 비해 많은 비용을 절감하는 것으로 나타났지만, 자소각 방식은 그렇지 않은 것으로 나타났다. 경제적 편익과는 별개로 화석 연료의 고갈, 지구온난화, 환경적 위해성, 그리고 사회적 갈등 등을 고려할 때 폐기물의 자원화는 중요하게 고려되어야 한다. 특히, 향후 CDM 사업이 활성화될 경우 CERs(온실가스 저감인증)에 의한 추가적인 경제적 부가가치도 기대할 수 있을 것으로 나타났다. RDF 시설에 의한 CERs는 약 2,565억원, 자원회수시설에 의한 CERs는 약 540억원(단독시설) 및 774억원(광역시설)으로 분석되었다.

  • In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

하수성분중 비규제대상 유기오염물질의 정성적 특성에 관한 연구 (A Study on the Qualitative Characteristics of Non-Regulated Organic Pollutants in Municipal Wastewater)

  • 본 연구는 도시하수와 응집, 오존처리, UV와 같은 물리화학적 방법으로 처리된 하수 속에 함유되어 있는 비 규제 유기오염물의 GC/MS를 통한 정성적 분석결과를 나타내었다. 하수 속에 함유된 주요 유기오염물질로는 식품 또는 가정, 공업적 사용으로부터 배출된 물질이 주류를 이루었다. 하수처리장의 생물학적 공정으로부터 몇몇 유기오염물질들의 처리효율은 효과적이었지만 일부의 유기오염물질의 제거는 그리 효과적이지 못하였다. 그러므로 생물학적 방법으로 처리가 효과적이지 못한 물질들의 처리를 위한 고도처리방법의 적용과 가정에서의 이러한 물질이 함유된 제품의 사용에 좀 더 적극적인 조절이 필요 할 것이다. 본 연구에서 얻은 결과는 하천유역에서 이들 오염물질의 특성 및 생태계에 대한 오염물질의 배출 평가에 기여를 할 수 있을 것이다.

  • In the past, MSW (Municipal Solid Waste) disposal was typically done by recycling, incineration, or landfilling. In South Korea prior to the late 1950's, land burial was usually accomplished by disposal in an open dump. Currently, with increasing concerns and environmental recognition, MSW disposal and landfilling is more restricted. MSW landfill facilities have been developed with certain design and construction specifications. However, these methods have a space for improvement. MSW landfill facilities follow a step wise approach of design, construction, operation and closure management after use in agreement with established environmental and sanitary standards. This study intends to give a technical guidance for installation and consideration of newly established MSW landfill facilities, and also provide an establishment and regular inspection of MSW landfill facilities.

음폐수 공공하수처리시설 연계처리 타당성 평가 - P시 사례 - (Feasibility Study on the Treatment of Food Waste Leachate in Municipal Wastewater Treatment Facility - Case of P city -)

  • P시에서는 음폐수 처리를 위해 병합처리시설을 설치하였으나, 음폐수 발생량 대비 처리용량이 부족한 실정이다. 또한 병합처리시설 방류수는 인근 바다로 직방류 되고 있어 환경적 문제가 발생할 수 있다. 따라서 본 연구에서는 P하수처리장을 대상으로 P시 발생 음폐수 처리 초과 분량 및 병합처리시설 방류수 연계처리 가능성을 검토하였다. 예상 가능한 4개의 시나리오를 세운 후, 각각의 최대 음폐수 및 병합처리시설 방류수 허용 투입량을 산정 하고, 투입 후 P하수처리장 유입수 성상 변화및 시나리오별 예상 처리비용을 비교 하였다. 검토된 모든 시나리오에서 환경부의 음폐수 병합처리 업무지침을 준수하면서 음폐수 및 병합처리시설 방류수 대부분을 P하수처리장에 연계 처리 가능하며 하수처리장 부하에도 큰 영향을 주지 않을 것으로 산정 되었다.

계측기기 측정을 통한 생활폐기물 소각시설의 에너지 회수효율 산정 연구 (Estimation of Energy Recovery Rate of Municipal Waste Incineration Facilities through Measuring Instruments)

  • This study measured the energy recovery rate of each municipal waste incineration facility according to the revised energy recovery rate estimation method, which targeted four municipal waste incineration facilities (Unit No. 7). The results calculated by the measuring instruments were used for each factor to estimate the recovery rate, and the available potential of available energy was examined by analyzing the energy production and valid consumption. As a result of the low heating value, 2,540 kcal/kg was calculated on average when the LHVw formula was applied, which is approximately 116 kcal/kg higher than the average design standard of 2,424 kcal/kg. The energy recovery rate was calculated as 96.9% on average based on production and 67.5% based on effective consumption, and the analysis shows that approximately 29.4% energy can be used.

생활폐기물 소각시설의 운영 실태 분석을 통한 에너지회수 효율 개선방안 검토 (A Study on Improvement Measures of Energy Recovery Efficiency through Analysis of Operational Status of Municipal Solid Waste Incineration Facilities)

  • This study was carried out to examine the improvement plan by analyzing the characteristics of imported wastes, operation rate, and benefits of energy recovery for incineration facilities with a treatment capacity greater than 50 ton/day. The incineration facility capacity increased by 3,280 tons over 15 years, and the actual incineration rate increased to 2,783 ton/day. The operation rate dropped to 76% in 2010 and then rose again to 81% in 2016. The actual calorific value compared to the design calorific value increased by 33.8% from 94.6% in 2002 to 128.4% in 2016. The recovery efficiency decreased by 29% over 16 years from 110.7% to 81.7% in 2002. Recovery and sales of thermal energy from the incinerator (capacity 200 ton/day) dominated the operation cost, and operating income was generated by energy sales (such as power generation and steam). The treatment capacity increased by 11% to 18% after the recalculation of the incineration capacity and has remained consistently above 90% in most facilities to date. In order to solve the problem of high calorific value waste, wastewater, leachate, and clean water should be mixed and incinerated, and heat recovery should be performed through a water-cooled grate and water cooling wall installation. Twenty-five of the 38 incineration facilities (about 70%) are due for a major repair. After the main repair of the facility, the operation rate is expected to increase and the operating cost is expected to decline due to energy recovery. Inspection and repair should be carried out in a timely manner to increase incineration and heat energy recovery efficiencies.

  • As the combination of technique and art, environmental facilities have the function to improve the image of urban green space. Among these facilities, some can be designed and arranged reasonably. But to the facilities of sewage, electricity and sanitation and so on, are usually ignored and become the blemish in the green space. Based on the analysis of the status, taking the design of well cover of sewage as an example, the landscape approaches are discussed from form, material, color and artistic technique and so on.
