  • 지금까지의 교통사업 평가 및 대안선정을 위한 평가 방법은 주고 경제성 평가에 치중하여 왔다. 또한 정부 및 공급자 외에 지역주민이나 이용자 등의 의견은 공청회등을 통한 의견 수렴을 제의하고는 계획 및 평가단계에서의 참여는 제도적으로 없는 실정이다. 이에 따라 적지 않은 수의 교통계획 및 대안 선정 사업들이 제반 평가요인에 대한 불충분한 고려와 또한 지역주민들의 반대에 부딪혀 취소 또는 재고되고 있다. 따라서 교통 계획 및 평가 단계에서의 관련 의사결정자의 제도적 참여를 가능케 하고 사업과 관련된 제반 평가 요인을 평가틀 내에서 고려할 수 있는 다 판단 기준분석 평가방법 (Multiple Criteria Decision Making Methods: MCDM)이 대두, 요구되고 있으며, 본 연구에서는 제 방법 중 순위 선정 및 제반 평가요인의 고려에 장점을 가지고 있는 계층 분석법을 이용하여 교통사업의 대안선정에 있어 최적노선을 평가 선정하고자 한다. 본 사례를 통하여 다판단 기준 분석 평가방법의 도입 필요성 및 교통사업평가에의 유용성 및 적용성을 제시하고자한다.

Management of Recycling-Oriented Manufacturing Components Based on an MCDM Model (MCDM 모델을 이용한 재활용 제조부품 관리)

  • Recycling of used products and components has been considered as one of promising strategies for resolving environmental problems. In this respect, most manufacturing companies begin to consider possible recycling (e.q., reuse or re-production) of the components contained in their products. The primary objective of this research is to develop a multiple criteria decision making model for systematic management of recycle-oriented manufacturing components. The production planning problem of recycle-oriented manufacturing components is first formulated as a multiobjective mixed 0-1 integer programming model with three conflicting objectives. An interactive multiple criteria decision making method is then developed for solving the mathematical model. Also, an Input/Output analysis software is developed to help practitioners apply the model to real problems without much knowledge on computers and mathematical programming. A numerical example is used in examining the validity of the proposed model and to investigate the impact of the input variables on recycling production strategy.

  • As the worldwide trade of agricultural products became liberalized with the establishment of WTO and FTA, relatively cheaper agricultural products have influenced the Korean domestic market substantially. Fortunately, foreign countries have soften their restrictions on Korean agricultural exports, providing Korean farmers with more opportunities to advance into the world market. This study aims to propose a multiple-criteria decision-making model for selecting an optimal tomato export farm, as the part of an effort to vitalize exports of domestic agricultural products amid the competitive agricultural market worldwide. For this purpose, we are suggesting a 2-step decision-making model which consists of a simple hierarchy decision model that preliminary selects tomato export farms and a detailed hierarchy decision model that chooses the final and optimal tomato export farm. We applied the analytic hierarchy process (AHP) to determine the relative importance of the used evaluation factors and to choose the tomato export farms with most potential. Eventually, the systematic and efficient decision-making model proposed in this paper can be applied to determine the optimal export farms for crops other than tomato, and thus it can encourage the competitiveness of Korean agricultural exports.

  • The purpose of this paper is to propose an interactive method using the concept of Signal­to­Noise (SN) ratios and cutting ranges for selecting the most preferred alternatives of Multiple­attribute Decision­Making(MADM) with the­smaller­the­better or the­larger­the­better characteristics. In this method the decision makers could make a grouping of attributes by their priorities. This research is based on the assumption of an equality between the attributes of MADM with the characteristics of Taguchi method. As a result, this interactive method could transform the characteristic value of Taguchi method into the size of SN ratios which are relatively easy to understand by decision makers.

The Preferred Alternative for MLDM Problems using the Signal-to-Noise Ratios (신호대 잡음비를 이용한 MLDM 문제의 선호대안 선정)

  • The purpose of this paper is to propose an interactive method, which is designed to select the optimal preferred alter-native for the MLDM(Multiple-the Larger-the better type Decision-Making) problems with the-larger-the-better quality characteristics. The basic idea of the paper is essentially to eliminate inefficient alternative based on the concept of Taguchi Signal-to-Noise ratios and the cutting range instead of using UVF(Utility/value Function) on the group of attributes that can be considered importantly by the decision makers. As a result, the method proposed in the paper for MLDM problems can be significant in that the change of characteristics is transformed into the size of Signal-to-Noise ratio, which can be relatively easy to understand by decision makers.

  • Presently, Analytic Network Process which evaluates man's intention and offers decision-making support is capturing the spotlight. It originates in the ability of Analytic Network Process to treat various decision-making support system. However, no detailed reference is available when dealing with the group case. This paper examines the technique, which can also cope with the group decision-making support system, and describes the validity of the technique. A characteristic feature of the proposed technique is that it can detect a group's intention in a given section, and it decomposes the sectional supermatrix into a small supermatrix and a large one. A general supermatrix treats the convergence value by taking the limiting process method of the power of an evaluation value. On the other hand, when a supermatrix has nonnegative value, it can easily be solved by the eigenvector method. The decomposition of the supermatrix has been considered in this work.

  • The paper deals with interactive multiple criteria decision making procedure when decision maker (DM) specifies her or his preference in incomplete ways. Usually DM is willing or able to provide only incomplete information, because of time pressure and lack of knowledge or data. Under incomplete information on utility and attribute weight, the pairwise dominance checks result in strict or weak dominance values. Considering only strict dominance values sometimes fails to Prioritize alternatives because of fuzziness of preference information. Further there exists some information loss useful if used, otherwise. In this paper, we consider the outranking concept which implies the willingness of DM's taking some risk under the least favorable situation because she has enough reasons to admit the results. By comparing the magnitude of net preference degree of alternatives which is defined by difference between outrankings and outranked degree of each alternative, we can prioritize alternatives.

  • The increasing complexity of the socio-economic environments makes it less and less possible for single decision-maker to consider all relevant aspects of problem. Therefore, many organizations employ groups in decision making. In this paper, we present a multiperson decision making method using fuzzy logic with linguistic quantifier when each of group members specifies imprecise judgments possibly both on performance evaluations of alternatives with respect to the multiple criteria and on the criteria. Inexact or vague preferences have appeared in the decision making literatures with a view to relaxing the burdens of preference specifications imposed to the decision-makers and thus taking into account the vagueness of human judgments. Allowing for the types of imprecise judgments in the model, however, makes more difficult a clear selection of alternative(s) that a group wants to make. So, further interactions with the decision-makers may proceed to the extent to compensate for the initial comforts of preference specifications. These interactions may not however guarantee the selection of the best alternative to implement. To circumvent this deadlock situation, we present a procedure for obtaining a satisfying solution by the use of linguistic quantifier guided aggregation which implies fuzzy majority. This is an approach to combine a prescriptive decision method via a mathematical programming and a well-established approximate solution method to aggregate multiple objects.

Group Decision Making Using Intuitionistic Hesitant Fuzzy Sets

  • Dealing with uncertainty is always a challenging problem. Intuitionistic fuzzy sets was presented to manage situations in which experts have some membership and non-membership value to assess an alternative. Hesitant fuzzy sets was used to handle such situations in which experts hesitate between several possible membership values to assess an alternative. In this paper, the concept of intuitionistic hesitant fuzzy set is introduced to provide computational basis to manage the situations in which experts assess an alternative in possible membership values and non-membership values. Distance measure is defined between any two intuitionistic hesitant fuzzy elements. Fuzzy technique for order preference by similarity to ideal solution is developed for intuitionistic hesitant fuzzy set to solve multi-criteria decision making problem in group decision environment. An example is given to illustrate this technique.

A Study on Development of Policy Attributes Taxonomy for Data-based Decision Making (데이터기반 의사결정을 위한 정책 및 사업 속성 분류체계 개발 연구)

  • Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".
