  • This paper attempts to find a desirable way to effectively integrate the roles of the central government of Korea and the Seoul Metropolitan Government in terms of e-government environments. Electronic intergovernmental relations(e-IGR) are analyzed from the multiple perspectives such as technological, institutional, and behavioral aspect. Among these. this paper found that the behavioral aspect deserves more academic and policy interests. Both the horizontal and vertical integration among departments and agencies will enable the e-government to serve people better.

  • The robustness and reliability of vision algorithms is the key issue in robotic research and industrial applications. In this paper robust real time visual tracking in complex scene is considered. A common approach to increase robustness of a tracking system is the use of different model (CAD model etc.) known a priori. Also fusion or multiple features facilitates robust detection and tracking of objects in scenes of realistic complexity. Voting-based fusion of cues is adapted. In voting. a very simple or no model is used for fusion. The approach for this algorithm is tested in a 3D Cartesian robot which tracks a toy vehicle moving along 3D rail, and the Kalman filter is used to estimate the motion parameters. namely the system state vector of moving object with unknown dynamics. Experimental results show that fusion of cues and motion estimation in a tracking system has a robust performance.

  • This paper describes the implementation of a precise underwater navigation solution using a multiple sensor fusion technique based on USBL, GPS, DVL and AHRS measurements for the operation of a remotely operated mine disposal vehicle (MDV). The estimation of accurate 6DOF positions and attitudes is the key factor in executing dangerous and complicated missions. To implement the precise underwater navigation, two strategies are chosen in this paper. Firstly, the sensor frame alignment to the body frame is conducted to enhance the performance of a standalone dead-reckoning algorithm. Secondly, absolute position data measured by USBL is fused to prevent cumulative integration error. The heading alignment error is identified by comparing the measured absolute positions with the DR algorithm results. The performance of the developed approach is evaluated with the experimental data acquired by MDV in the South-sea trial.

Multi-Object Tracking using the Color-Based Particle Filter in ISpace with Distributed Sensor Network

  • Intelligent Space(ISpace) is the space where many intelligent devices, such as computers and sensors, are distributed. According to the cooperation of many intelligent devices, the environment, it is very important that the system knows the location information to offer the useful services. In order to achieve these goals, we present a method for representing, tracking and human following by fusing distributed multiple vision systems in ISpace, with application to pedestrian tracking in a crowd. And the article presents the integration of color distributions into particle filtering. Particle filters provide a robust tracking framework under ambiguity conditions. We propose to track the moving objects by generating hypotheses not in the image plan but on the top-view reconstruction of the scene. Comparative results on real video sequences show the advantage of our method for multi-object tracking. Simulations are carried out to evaluate the proposed performance. Also, the method is applied to the intelligent environment and its performance is verified by the experiments.

  • 본 논문은 Ka 밴드(26.5GHz-40GHz)를 사용한 양방향 멀티미디어 시스템의 설계에 대해서 다루고 있다. 우선 무궁화 3호 위성을 이용한 시범사업의 구성 및 운영과정에 대해서 개괄하고, 시범운영에서 발견된 문제점을 소개한다. Ka 밴드 양방향 위성 시스템은 MF-TDMA(Multi-Frequency Time Division Multiple Access) 방식을 사용하여 최대 전송속도 2Mbps 이상이고, QOS(Quality of Service) 제공 등 다양한 기능을 갖추고 있으나 Ka 주파수 특성상 그 안정성에 있어서 어려움을 갖고 있다. 강우감쇄 및 전송 지연 등의 현상들을 소개하고 향후 위성 양방향 시스템의 구성과 응용 서비스를 구현할 때 고려해야 할 사항들에 대해 고찰해 보고, 해결방안을 제시하였다.

  • 네트워크의 발달과 멀티미디어 기술의 발달함에 따라 사용자들의 서비스 요구는 더욱 복잡화되고 있으며, 이벤트 구조도 점차 다중화되고 복잡해지고 있다. 따라서 다중 구조의 이벤트를 효율적으로 검색할 수 있는 연구가 필수적이다. 본 연구에서는 CORBA의 비동기적인 이벤트 서비스를 기반으로 다중 구조의 검색을 처리하는 서비스 구조를 제안한다. 다중 구조의 이벤트처리를 위해 기존의 이벤트 서비스에 다중 이벤트를 단일 이벤트로 나누어 수행하고 이를 통합하여 결과를 제공하는 분해/통합 서비스 객체를 추가하여 기존의 이벤트 서비스를 확장하였다. 본 연구는 CORBA를 기반으로 하는 서비스와 연결하여 다중 구조 검색 등에 활용할 수 있다.

  • The evolution of mobile communications is inducting several new issues belonging to the system engineering disciplines. this paper tires to underline some of the most important problems staring room the novel requirements and the application characteristics expected for Third Generation Mobile System. Based on these new service peculiarities. the radio resource control and the architectural solutions to be chosen for the Mobile core network are becoming key issues to be investigated for the forthcoming configurations.   • When the fault occurred at distribution system, the restoration was late. There are 2 reasons The one is the error of fault location the other is multiple possible candidates of fault location. This paper presents two of new techniques for diagnosing fault regions. The proposed diagnosis scheme is capable of accurately identifying the location of fault upon its occurrence. based on the integration of information available from protective devices and measured load current change at the substation. In this paper expert system for real fault region is presented using these facts. Testing of the developed system using EMTP Simulation Model has demonstrated.

  • FCM(Fuzzy Cognitive Map) is proposed for representing causal reasoning. Its structure allows systematic causal reasoning through a forward inference. By using the FCM, authors have proposed FCM-based fault diagnostic algorithm. However, it can offer multiple interpretations for a single fault. In process engineering, as experience accumulated, some form of quantitative process knowledge is available. If this information can be integrated into the FCM-based fault diagnosis, the diagnostic resolution can be further improved. The purpose of this paper is to propose an enhanced FCM-based fault diagnostic scheme. Firstly, the membership function of fuzzy set theory is used to integrate quantitative knowledge into the FCM-based diagnostic scheme. Secondly, modified TAM recall procedure is proposed. Considering that the integration of quantitative knowledge into FCM-based diagnosis requires a great deal of engineering efforts, thirdly, an automated procedure for fusing the quantitative knowledge into FCM-based diagnosis is proposed by utilizing self-learning feature of neural network. Finally, the proposed diagnostic scheme has been tested by simulation on the two-tank system.
