Level 3 Probabilistic Safety Assessment (PSA) is performed for the risk assessment that calculates radioactive material dispersion to the environment. This risk assessment is performed with a tool of MELCOR Accident Consequence Code System (MACCS2 or WinMACCS). For the off-site consequence analysis of multi-unit nuclear power plant (NPP) accident, the single location (Center Of Mass, COM) method has been usually adopted with the assumption that all the NPPs in the nuclear site are located at the same COM point. It was well known that this COM calculation can lead to underestimated or overestimated radionuclide concentration. In order to overcome this underestimation or overestimation of radionuclide concentrations in the COM method, Multiple Location (ML) method was developed in this study. The radionuclide concentrations for the individual NPPs are separately calculated, and they are summed at every location in the nuclear site by the post-processing of radionuclide concentrations that is based on two-dimensional Gaussian Plume equations. In order to demonstrate the efficiency of the ML method, radionuclide concentrations were calculated for the six-unit NPP site, radionuclide concentrations of the ML method were compared with those by COM method. This comparison was performed for conditions of constant weather, yearly weather in Korea, and four seasons, and the results were discussed. This new ML method (1) improves accuracy of radionuclide concentrations when multi-unit NPP accident occurs, (2) calculates realistic atmospheric dispersion of radionuclides under various weather conditions, and finally (3) supports off-site emergency plan optimization. It is recommended that this new method be applied to the risk assessment of multi-unit NPP accident. This new method drastically improves the accuracy of radionuclide concentrations at the locations adjacent to or very close to NPPs. This ML method has a great strength over the COM method when people live near nuclear site, since it provides accurate radionuclide concentrations or radiation doses.
Following the Fukushima accident, portable equipment employed as accident mitigating systems have been installed and operated to reduce core damage and large early release frequencies. In addition, the establishment of an accident management strategy has gained importance. This study investigated the current status of portable equipment including the international portable equipment FLEX (diverse and flexible coping strategies), and domestic portable equipment multi-barrier accident coping strategy (MACST). Research on optimal utilization of MACST remains insufficient. As a preliminary study for establishing an optimal strategy, sensitivity studies were conducted to facilitate the priority of use on portable equipment, number of portable equipment, and dependency of operator actions based on a multi-unit probabilistic safety assessment model. The results revealed the conditions that reduced the multi-unit and site conditional core damage probabilities, indicating the optimal strategy of MACST. The results of this study can be used as a reference for establishing an optimal strategy that utilizes domestic safety equipment in the future.
The objective of this paper is to suggest a new quantification method for multi-unit probabilistic safety assessment (PSA) that removes the overestimation error caused by the existing delete-term approximation (DTA) based quantification method. So far, for the actual plant PSA model quantification, a fault tree with negates have been solved by the DTA method. It is well known that the DTA method induces overestimated core damage frequency (CDF) of nuclear power plant (NPP). If a PSA fault tree has negates and non-rare events, the overestimation in CDF drastically increases. Since multi-unit seismic PSA model has plant level negates and many non-rare events in the fault tree, it should be very carefully quantified in order to avoid CDF overestimation. Multi-unit PSA fault tree has normal gates and negates that represent each NPP status. The NPP status means core damage or non-core damage state of individual NPPs. The non-core damage state of a NPP is modeled in the fault tree by using a negate (a NOT gate). Authors reviewed and compared (1) quantification methods that generate exact or approximate Boolean solutions from a fault tree, (2) DTA method generating approximate Boolean solution by solving negates in a fault tree, and (3) probability calculation methods from the Boolean solutions generated by exact quantification methods or DTA method. Based on the review and comparison, a new intersection removal by probability (IRBP) method is suggested in this study for the multi-unit PSA. If the IRBP method is adopted, multi-unit PSA fault tree can be quantified without the overestimation error that is caused by the direct application of DTA method. That is, the extremely overestimated CDF can be avoided and accurate CDF can be calculated by using the IRBP method. The accuracy of the IRBP method was validated by simple multi-unit PSA models. The necessity of the IRBP method was demonstrated by the actual plant multi-unit seismic PSA models.

The need for a PSA (Probabilistic Safety Assessment) for a multi-unit at a site is growing after the Fukushima accident. Many countries have been studying issues regarding a multi-unit PSA. One of these issues is the problem of many combinations of accident sequences in a multi-unit PSA. This paper deals with the methodology and software to quantify a PSA scenarios for a multi-unit site. Two approaches are developed to quantify a multi-unit PSA. One is to use a minimal cut set approach, and the other is to use a Monte Carlo approach.
Following the accident at Fukushima, the true impact of multi-unit accidents came to light. Accordingly, research related to multi-unit accident effect analysis, risk evaluation, and accident prevention/prevention technology has been conducted. Specific examples are mobile/fixed equipment such as multi-barrier accident coping strategy (MACST) and diverse and flexible coping strategies (FLEX), which have been introduced and installed in multi-units for preventing and mitigating multi-unit accidents. These strategies are useful for enhancing the safety of nuclear power plants (NPPs); however, a more efficient strategy is required in terms of the costs of physical and human resources. To effectively and efficiently mitigate an increase in multi-unit accidents, it is necessary to not only to utilize mobile/fixed equipment but to also use crosstie options with resources that already exist at NPPs. Therefore, we analyzed the current international and domestic status of crosstie systems technology and propose a method to evaluate feasibility alongside risk based on a multi-unit probabilistic safety assessment (PSA). To analyze the international and domestic status of crosstie systems technology, actual cases and related research were studied, and a list of potential crosstie safety resources was derived. Additionally, a case study was performed on crosstie cases of two systems within the assumed six units on-site under a multi-unit accident, and a multi-unit PSA-based risk evaluation method is proposed.
A seismic event caused an accident at the Fukushima Nuclear Power Plant, which further resulted in simultaneous accidents at several units. Consequently, this incident has aroused great interest in the safety of nuclear power plants worldwide. A reasonable safety evaluation of such an external event should appropriately consider the correlation between SSCs (structures, systems, and components) and the probability of failure. However, a probabilistic safety assessment in current nuclear industries is performed conservatively, assuming that the failure correlation between SSCs is independent or completely dependent. This is an extreme assumption; a reasonable risk can be calculated, or risk-based decision-making can be conducted only when the appropriate failure correlation between SSCs is considered. Thus, this study analyzed the effect of the failure correlation of SSCs on the safety of the system to realize rational safety assessment and decision-making. Consequently, the impact on the system differs according to the size of the failure probability of the SSCs and the AND and OR conditions.

The 2011 East Japan Earthquake caused accidents at a number of nuclear power plants in Fukushima, highlighting the need for a study on the seismic safety of multiple NPP (Nuclear Power Plant) units. In the case of nuclear power plants built on a site that shows a similar seismic response, there is at least a correlation between the seismic damage of structures, systems, and components (SSCs) of nuclear power plants. In this study, a probabilistic seismic safety assessment was performed for the loss of essential power events of twin units. To derive an appropriate seismic damage correlation coefficient, a probabilistic seismic response analysis was performed. Using the external event mensuration system program, we analyzed the seismic fragility and seismic risk by composing a failure tree of multiple loss of essential power events. Additionally, a comparative analysis was performed considering the seismic damage correlation between SSCs as completely independent and completely dependent.
Level 3 probabilistic safety assessment (PSA) is performed to calculate radionuclide concentrations and exposure dose resulting from nuclear power plant accidents. To calculate the external exposure dose from the released radioactive materials, the radionuclide concentrations are multiplied by two factors of dose coefficient and a finite cloud dose correction factor (FCDCF), and the obtained values are summed. This indicates that a standard set of FCDCFs is required for external exposure dose calculations. To calculate a standard set of FCDCFs, the effective distance from the release point to the receptor along the wind direction should be predetermined. The TID-24190 document published in 1968 provides equations to calculate FCDCFs and the resultant standard set of FCDCFs. However, it does not provide any explanation on the effective distance required to calculate the standard set of FCDCFs. In 2021, Sandia National Laboratories (SNLs) proposed a method to predetermine finite effective distances depending on the atmospheric stability classes A to F, which results in six standard sets of FCDCFs. Meanwhile, independently of the SNLs, the authors of this paper discovered that an infinite effective distance assumption is a very reasonable approach to calculate one standard set of FCDCFs, and they implemented it into the multi-unit radiological consequence calculator (MURCC) code, which is a post-processor of the level 3 PSA codes. This paper calculates and compares short- and long-range FCDCFs calculated using the TID-24190, SNLs method, and MURCC method, and explains the strength of the MURCC method over the SNLs method. Although six standard sets of FCDCFs are required by the SNLs method, one standard sets of FCDCFs are sufficient by the MURCC method. Additionally, the use of the MURCC method and its resultant FCDCFs for level 3 PSA was strongly recommended.
In a seismic PSA, dependency among seismic failures of components has not been explicitly modeled in the fault tree or event tree. This dependency is separately identified and assigned with numbers that range from zero to unity that reflect the level of the mutual correlation among seismic failures. Because of complexity and difficulty in calculating combination probabilities of correlated seismic failures in complex seismic event tree and fault tree, there has been a great need of development to explicitly model seismic correlation in terms of seismic common cause failures (CCFs). If seismic correlations are converted into seismic CCFs, it is possible to calculate an accurate value of a top event probability or frequency of a complex seismic fault tree by using the same procedure as for internal, fire, and flooding PSA. This study first proposes a methodology to explicitly model seismic dependency by converting correlated seismic failures into seismic CCFs. As a result, this methodology will allow systems analysts to quantify seismic risk as what they have done with the CCF method in internal, fire, and flooding PSA.

The importance of severe nuclear accidents and probabilistic safety assessment (PSA) were brought to international attention with the occurrence of severe nuclear accidents caused by the extreme natural disaster at Fukushima Daiichi nuclear power plant in Japan. In Korea, studies on level 3 PSA had made little progress until recently. The code systems of level 3 PSA, MACCS2 (MELCORE Accident Consequence Code System 2, US), COSYMA (COde SYstem from MAria, EU) and OSCAAR (Off-Site Consequence Analysis code for Atmospheric Releases in reactor accidents, JAPAN), were reviewed in this study, and the disadvantages and limitations of MACCS2 were also analyzed. Experts from Korea and abroad pointed out that the limitations of MACCS2 include the following: MACCS2 cannot simulate multi-unit accidents/release from spent fuel pools, and its atmospheric dispersion is based on a simple Gaussian plume model. Some of these limitations have been improved in the updated versions of MACCS2. The absence of a marine and aquatic dispersion model and the limited simulating range of food-chain and economic models are also important aspects that need to be improved. This paper is expected to be utilized as basic research material for developing a Korean code system for assessing off-site consequences of severe nuclear accidents.
