Assessing Sustained Drought Impacts on the Han River Basin Water Supply System Using Stochastic Streamflows (추계학적 모의유량을 이용한 한강수계 용수공급시스템의 장기지속가뭄 영향 평가)

  • The Uncertainty of drought events can be regarded as supernatural phenomena so that the uncertainty of water supply system will be also uncontrollable. Decision making for water supply system operation must be dealt with in consideration of hydrologic uncertainty conditions. When ultimate small quantity of precipitation or streamflow lasts, water supply system might be impacted as well as stream pollution, aqua- ecosystem degradation, reservoir dry-up and river aesthetic waste etc. In case of being incapable of supplying water owing to continuation of severe drought, it can make the damage very serious beyond our prediction. This study analyzes comprehensively sustained drought impacts on the Han River Basin Water Supply System. Drought scenarios consisted of several sustained times and return periods for 5 sub-watersheds are generated using a stochastic hydrologic time series model. The developed drought scenarios are applied to assess water supply performance at the Paldang Dam. The results show that multi-year drought events reflecting spatial hydrologic diversity need to be examined in order to recognize variation of the unexpected drought impacts.

  • Drought is a worldwide natural disaster with extensively adverse impacts on natural ecosystems, agricultural products, social communities and regional economy. Various global satellite observations, including SMAP soil moisture, GRACE terrestrial water storage, Terra and Aqua vegetation productivity, evapotranspiration, and satellite precipitation measures are currently used to characterize seasonal timing and inter-annual variations of regional water supply pattern, vegetation growth, drought events, and its associated influence ecosystems and human society. We suggest the satellite monitoring system development to quantify meteorological, eco-hydrological, and socio-ecological factors related to drought events, and characterize spatial and temporal drought patterns in Korea. The combination of these complementary remote sensing observations(visible to microwave bands) provide an effective means for evaluating regional variations in the timing, frequency, and duration of drought, and availability of water supply influencing vegetation and crop growth. This integrated drought monitoring could help national capacity to deal with natural disasters.

Investigating coating material and conditions for rehabilitation of water transmission pipe using a robotic system (자동화 장비를 이용한 대형 상수관로 갱생을 위한 코팅재료 선정 및 방법에 관한 연구)

  • There is a growing concern on the improvement of water distribution pipeline for multi-regional water supply system in Korea along with its aging infrastructure. Rehabilitation of large diameter pipeline is more efficient in cost and time compared to replacement with trenching. The procedure for rehabilitation are diagnosis, cleaning, spraying coating material, and final inspection. The internal state of pipeline was carefully diagnosed and got C grade, which required rehabilitation. We found that 17,274,787,000 Korean won could be saved after pipe surface coating because of increased C coefficient of Hazen-Williams equation. Optimal coating material was D polyurea. We also found optimal distance between spraying nozzle and pipe wall to be 70 - 80 cm, which were critical factors for coating quality. This study also illustrated the time for spray drying to be more than 30 min. These results could be used in the quality control process during rehabilitation of aged pipelines.

The Life Cycle of Tour Destination Hot Spring in Korea (한국 온천관광목적지의 수명주기)

  • When tour site is being used by people for the destination of tour, it has a life, or it will lose its life as a tour site. Therefore this paper aims to, based on Butler's theory, has chosen 46 hot spring spots in Korea which are legally assigned and presently running, and tried to analyze the life cycles, the stage of dispositional characteristics, and visitors' favoritism, and to try to find activating method which is not decline. Out of 46 spots, 29 Places were found on the stage of development, which took high percentage, 4 were on the growing stage, 5 were on the mature stage, 5 were on the stagnation or decline stage and the rest 3 were on the stage of rejuvenation. Geographically, Korean hot springs were located on the plain or mountainous areas mostly, and less of them were on hills and coast lines. In water quality, most of places had simple water while the places with salt and sulfur contained water were marked low rate. The temperatures of hot spring water were variable between $25^{\circ}C{\sim}78^{\circ}C$, but the older hot springs were hotter than new ones. After observing the relationship between disposition characteristics and life cycles, the geographical locations and the matter of approach were found as majour influential factors to the life cycles of them. The type of mountainous areas were observed slow progress in life cycle, due to traffic problem, until the road expansion or pavement work were done. Meanwhile, the suburban ones adjacent to big cities were favored by hot spring tourists due to their easy approach and easy traffic. The new born hot springs with such conditions have shown the fast growth. As studied above, since the hot springs were supposed to be for recuperation and vacational, a hot spring with better recreational and accommodational facilities was more favored by tourists than the one with pretty interior decorations. It was because the tour purpose of people has been switched from single purpose to multi one. Thus, the suggestion for activating a declining hot spring and bringing people in them is to develop new and attractive tour resources, expanding the related area, maintaining good quality of water, developing a complex site for long-term tour, developed traffic routs, hot spring festivals, utilizing adjacent tour resources, preparing public water supply system, and assigning as special tour zone.

Solid Waste Disposal Site Selection in Rural Area: Youngyang-Gun, Kyungpook (농촌지역 쓰레기 매립장 입지선정에 관한 연구 -경상북도 영양군을 사례로-)

  • This study attempts to establish the criteria of site selection for establishing solid waste disposal facility, to determine optimal solid waste disposal sites with the criteria, and to examine the suitability of the selected sites. The Multi-Criteria Evaluation(MCE) module in Idrisi is used to determine optimal sites for solid waste disposal. The MCE combines the information from several criteria in interval and/or ratio scale to form a single index of evaluation without leveling down the data scale into ordinal scale. The summary of this study is as follows: First, the considerable criteria are selected through reviewing the literature and the availability of data: namely, percent of slope, fault lines, bedrock characteristics, major residential areas, reservoirs of water supply, rivers, inundated area, roads, and tourist resorts. Second, the criteria maps of nine factors have been developed. Each factor map is standardized and multiplies by its weight, and then the results are summed. After all of the factors have been incorporated, the resulting suitability map is multiplied by each of the constraint in turn to "zero out" unsuitable area. The unsuitable areas are discovered in urban district and its adjacencies, and mountain region as well as river, roads, resort area and their adjacency districts. Third, the potential sites for establishing waste disposal facilities are twenty five districts in Youngyang-gun. Five districts are located in Subi-myun Sinam-ri, nine districts in Chunggi-myun Haehwa-ri and Moojin-ri, and eleven districts in Sukbo-myun Posan-ri. The first highest score of suitability for waste disposal sites is shown at number eleven district in Chunggi-myun Moojin-ri and the second highest one is discovered at number twenty one district in Sukbo-myun Posan-ri that is followed by number nine district in Chunggi-myun Haehwa-ri, number seventeen and twenty three in Sukbo-myun Posan-ri, and number two in Subi-myun Sinam-ri. The first lowest score is found in number six district in Chunggi-myun Haehwa-ri, and the second lowest one is number five district in Subi-myun Sinam-ri. Finally, the Geographic Information System (GIS) helps to select optimal sites with more objectively and to minimize conflict in the determination of waste disposal sites. It is important to present several potential sites with objective criteria for establishing waste disposal facilities and to discover characteristics of each potential site as a result of that final sites of waste disposal are determined through considering thought of residents. This study has a limitation of criteria as a result of the restriction of availability of data such as underground water, soil texture and mineralogy, and thought of residents. To improve selection of optimal sites for a waste disposal facility, more wide rage of spatial and non-spatial data base should be constructed.

A Study on the Role of the Commune's Cooperation in the French New Town Development and Management System (프랑스 신도시개발 및 관리에서 꼬뮌협력체에 관한 연구)

  • In France, there are many forms of organizations based on the intercommunal solidarity for city development and management. The purpose of the collaboration among Communes is to achieve high quality and well-equipped service-delivery system through co-operation of public services needed grand finances : water supply and sewage system and waste disposal system etc. The cooperation among French Communes and its effects, even though these were owing to the existing French local administration system, continued throughout regional co-management and social co-development process. This study suggested some characteristics and implications of the collaborative-style French new-town development and management organizations focused on the EPA, SAN and CA. First, the role of developmental corporation like EPA and its collaborative structure of decision-making are meaningful, because in these ways many related Communes could share a goal of new town development. Second, the way of new town corporation (SAN) is important in the sense of enabling the Communes to collaborate with each others while maintaining autonomy, so those are not simply state-directed objects, which was very difficult in the former French local administration system. Finally, transforming to CA (Communautes d'agglomeration:city community), EPA as an intercommunal corporation is possible to extend its purpose to the domain of regional planning including new town and periphery areas and change its position to a subject which can practice Commune's sustainable development according to stages of city's development and maturity. The most important implication of this study on urban development in Korea is that administrative consultative council or association among local governments and related authorities need to be established and effectively operate because multi-stakeholders could share a goal of urban development and management through that.
